PROTECT U.S. population centers, critical infrastructures, maritime borders, ports, coastal approaches & boundaries. PROTECT the U.S. Maritime Transportation System. MINIMIZE damage and RECOVER from attacks in the U.S. Maritime Domain, either as lead federal agency or in support.

5 Coast Guard Reorganization What s the CG doing to combat terrorism & execute this new Security Strategy? Changing from a Coast Guard traditionally organized around operational programs, to one organized around core operational service delivery processes.

6 Coast Guard Reorganization What s this mean? PRE-SECTOR - Different CG communities (aviation, marine safety, ATON, etc.) in same geographic region reported to different bosses. POST-SECTOR - CG communities in defined geographic area combined under single operational commander to achieve Unity of Command. POST-SECTOR - Operationally organized around two basic service delivery processes: (1) Prevention of incidents and (2) Response to incidents that occur.

12 Sector Impact to Industry? CHANGES are TRANSPARENT: Mainly organizational & internal to CG. In most cases, contact persons for day-to-day business have not changed. COTP & OCMI zones, authorities, & responsibilities have not changed. One Commander over all regional resources with focus to improve coordination, response, maritime domain awareness and service to maritime industry & public.

14 Security Measures Vessel Traffic Service (VTS) Harbor & Shore Patrols Sea Marshals Offshore Boardings Aircraft Surveillance Industry / Pilots Eyes & Ears

15 Offshore Vessel Boardings Arriving vessels are screened using risk-based decision matrices for both safety & security. Under Security Matrix, vessel may be designated High Interest Vessel (HIV) due to variety of factors. HIVs must be boarded at sea by CG Security Team prior to port entry.

16 Offshore Vessel Boardings Additionally, non-hivs are randomly selected for offshore security boardings. Random boardings apply to foreign and U.S. flag ships. Vessels required security boardings prior to port entry are notified via Captain of the Port order, sent to vessel agents and Pilots. Internal Review Process Vessel Delays.

18 Vessel Access Control When accessing a vessel, LE personnel (i.e. CG & CBP) must adhere to specific policies, except during emergencies.

19 Vessel Access Control Boarding Officers (and CBP agents) should: Identify self & agency verbally. Present Gov ID card. (ID not to be surrendered). Sign visitor log. Accept an escort and/or visitor badge if requested, but may decline if specific safety or security concerns. Boarding Officers (and CBP agents) are: Exempt from baggage and/or government vehicle searches. Authorized to carry firearms.

20 Vessel Access Control Boarding Officers (and CBP agents) shall not: Test security procedures by fabricating or refusing to show credentials. Refuse to stop when challenged by vessel security reps, or attempt to sneak on board. A vessel security rep who denies access to any person who refuses to properly establish identity is compliant with ISPS/MTSA. Maritime security is a shared responsibility, with private & public sectors both playing a large role.

21 Vessel Access Control Gangway watch must not be assigned other duties. Watch must be properly relieved whenever leaving the gangway security checkpoint for any reason. Failure to control access to a vessel constitutes a security breach. Both CG & CBP conduct scheduled & random checks of vessel access control measures. Vessels will continued to be detained by the CG for access control failures.
