11 City policy CONTEXT OF SMART CITIES Smart City Policy Smart Living Smart Government Smart Economy Smart Mobility Smart People Smart Environment... Mixed Modal Access Prioritized clean and non motorised options Integrated ICT... Some cities have a clear overall policy (London), others focus (for now) mainly on cooperation (Ghent) and some focus more on technology (Oslo). Sometimes there is a citizens initiative/ngo who focuses on cooperation and citizens involvement, where at the same time the city is focussing on technology (Budapest). In some cities it started with the industry (Amsterdam, Helsinki), where in other cities it mainly started as a government issue (Nantes, Karlstad) M A R C E L M E E U W I S S E N 11

Organisation and business case for the development of ITS services in cities and regions The more open a city is: the more likely is the development of overall information services the more likely is the cooperation with others the more likely is the use all types of technology, which leads to a broader playing field the more likely it is to accept others to gain from what you are doing, which stimulates others to act as well Not standardisation but cooperation M A R C E L M E E U W I S S E N 12
13 RESULTS - NEW (INFORMATION) SERVICES Sometimes not all type of data is available. When it comes to road data it is because: Cities don t have a system in place yet to gather data (Ghent, Budapest, Helsinki, Copenhagen) When it comes to PT data it is because: PT organisations and/or cities don t want to (Nantes, Ghent, Munich, etc) Some are working on it, some just prefer not to do so; most of the time it relates to real time data. The more open a city is and the more willing to cooperate, the more change there is to have an integrated information service (London--Citymapper) or to develop new services (demand orientated PT/bus in Helsinki). This openness is the driver to facilitate new initiatives (equal to Uber, Airbnb, etc) on the field of mobility. The more data is available, the better the possibilities are there for integrated new services. Even if this may lead to less traditional PT as we know it. M A R C E L M E E U W I S S E N 13
14 PHASES IN APP DEVELOPMENT Creating and investing First phase Ordering and adding Second phase Asking and building Third phase Some cities/organisations are at a starting point, trying to get things going (Ghent, Budapest). The more experience a city/organisation has, the better they know what they are aiming for or what should be the next steps (London). This sometimes also changes the view on the role of the city, the PT-company or the private market (TFL) M A R C E L M E E U W I S S E N 14
15 BUSINESS ECO SYSTEM Partner 5 Partner 1 Partner 4 Partner 6 Service Partner 2 Partner 3 Developing a sustainable business case is not easy Most of the time it s not clear where what value is created, are the costs made at another place then the benefits are generated Cooperation and agreement on how to deal with this is necessary to develop a service When it s not there yet, the government quite often takes the role in organizing, coordinating and/or costs M A R C E L M E E U W I S S E N 15

17 RESULTS - ORGANIZE NEW SERVICES When I look at the different information and mobility services, one can see different approaches towards who should take care of these new services. Sometimes it is more done by the government/pt authority (Nantes). This is usually the case in cities/regions where the attitude towards open data and open services is less open. But also when the size of the city doesn t attract any developers (Karlstad) Sometimes the focus is more on the private partners (Helsinki, Amsterdam) which means there is more cooperation between public and private partners as well as public and private services. When all type of data is open it is also more likely that private partners can develop new (information) services. M A R C E L M E E U W I S S E N 17

20 TICKETING One of the main remaining issues is ticketing. From an open data, open community, smart city point of view, a way to deal with pricing and ticketing will be a major driver for the real integrated development of new services. Initiatives like MAAS (mobility as a service) which serves the consumer to his needs and his questions would really benefit from this. M A R C E L M E E U W I S S E N 20

22 CHANGING LANDSCAPE Mobility is more and more an individual, flexible service. The availability of data, including PT data helps the individual to make the best choice for him, depending on time and situation. Sharing and cooperation are key factors to answer to the needs of the individual. We should shift from building systems to building open, flexible networks M A R C E L M E E U W I S S E N 22
