1 FIGHTING AGAINST THE ILLICIT TRAFFICKING OF CULTURAL PROPERTY Training workshop for relevant authorities of Bosnia and Herzegovina R o m e, Italy, N ovember 2016 B a c k g r o u n d In March 2006, the UNESCO Regional Bureau for Science and Culture in Europe (Venice) organized the first regional expert meeting in Ohrid, to discuss regional cooperation on the fight against the illicit trafficking of cultural property in South-East Europe (SEE). The meeting s outcomes and recommendations called for the enhancement of capacity-building actions at the regional and national level in the SEE countries, with special focus on the coordination among relevant institutional stakeholders including police forces, ministries of culture, customs agencies and the judiciary. The development of human and institutional capacities is also a priority to the action of UNESCO in this field, specifically on issues such as national inventories, information and communication, exchange of best practices, and awareness-raising. Along these principles, UNESCO, through the UNESCO Regional Bureau for Science and Culture in Europe, developed a programme of activities including: - A regional capacity-building workshop (Gaziantep, Turkey, 2012) - The production of awareness-raising clips in English and in different languages from the region ( ) - Two training workshops at country level for the benefit of The former Yugoslav Republic of Macedonia (November 2014) and Albania (December 2015), held in Rome, Italy, in cooperation with the Italian Carabinieri Cultural Heritage Protection Department

2 In February 2016, the annual meeting of the Council of Ministers of Culture of South-Eastern Europe Enhancing Culture for Sustainable Development (CoMoCoSEE), held in Istanbul, Turkey, approved a declaration that inter alia reaffirmed the fight against illicit trafficking of cultural property as a top priority for cultural cooperation in the region. Within this framework, the objective of this workshop is to raise awareness and develop professional capacities of the concerned services and authorities of Bosnia and Herzegovina for the implementation of the relevant international standards, tools, and best practices (with special focus on the 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, and the 1995 UNIDROIT Convention on stolen or illegally exported cultural objects). Thanks to the invaluable cooperation of the Italian Carabinieri, Comando per la Tutela del Patrimonio Culturale (Cultural Heritage Protection Department) and the contribution of distinguished international resource persons, participants in this seminar will acquire information and training on a variety of topics related to the fight against illicit trafficking of cultural properties, as well as on issues such as the restitution or return of cultural objects, preventive measures and risk mitigation, awareness-raising, etc. The workshop s speakers and trainers include senior representatives from international organizations such as UNESCO, UNIDROIT, UNODC, RILO WE, as well as from the Carabinieri and from other Italian specialized services. This workshop is organized thanks to the generous contribution of the Italian Government Ministry of Foreign Affairs and International Cooperation, to the UNESCO Regional Bureau for Science and Culture in Europe.
