3 What is the I-5 to Medina mitigation planning process? WSDOT has worked for over four years on a comprehensive screening process of potential ti mitigation sites. The screening process has been conducted in coordination with local, state and federal regulatory agencies and stakeholders. The mitigation sites that were identified through the screening process are currently being reviewed for approval by regulatory agencies. 3

4 Natural Resources Technical Working Group Goals of Natural Resources TWG process: Identify and discuss project-related impacts to natural resources Identify and discuss appropriate avoidance and minimization measures Provide feedback on potential mitigation sites Provide input on mitigation planning, design and implementation. 5 Endangered Species Act (ESA) Steering Group The ESA Steering Group has met on an ongoing basis since spring 2008 and includes key staff from WSDOT, FHWA, NOAA-NMFS, and USFWS. The ESA Steering Group has provided a forum for: Early ESA consultation and collaboration between WSDOT and the Services to establish the appropriate analytical framework. Collectively identifying important issues or challenges. Incremental review of issue papers on the identified topics and challenging areas. 5

17 Next steps December 2011: Submit final mitigation plans to agencies. Spring 2012: Begin construction of floating bridge replacement : Final design and construction of mitigation sites. Schedule for final design and construction will vary by site and will be a function of WSDOT and project partner timing constraints. Mitigation is concurrent with timing of impacts. 2014: Open new floating bridge to drivers. 17
