1 Community Mitigation Classifications on ISOnet Modified Jurisdictions Pages User Guide ISO distributes periodic updates to the Community Mitigation Classification (CMC) Manual in the form of Modified Jurisdictions pages. This User Guide will give you background on the pages available on ISOnet to help you read and interpret them correctly. Background ISO reviews the public fire-protection capabilities of more than 20,000 communities around the country. In those reviews, ISO analyzes: the fire alarm and communications systems, including telephone systems, telephone lines, staffing, and dispatching systems the fire department, including equipment, staffing, training, geographic distribution of fire companies, and automatic-aid agreements the water supply system, including condition and maintenance of hydrants and the amount of water available compared with the amount needed to suppress fires ISO evaluates communities under a uniform set of criteria, set forth in the Fire Suppression Rating Schedule (FSRS). Based on those evaluations, ISO assigns a Public Protection Classification (PPC TM ) number for each community. The numbers range from 1 (representing exemplary fire protection) to 10 (indicating that the area's fire-suppression program does not meet ISO's minimum criteria). Insurance companies use PPC information to help establish fair premiums for fire insurance generally offering lower premiums in communities with better protection. ISO also reviews the adoption and enforcement of building codes in communities around the country. The Building Code Effectiveness Grading Schedule (BCEGS) assesses the building codes in effect in a particular community and how the community enforces its building codes, with special emphasis on mitigation of losses from natural hazards. Based on those assessments, ISO assigns a BCEGS number from 1 (representing exemplary commitment to building-code enforcement) to 10 (indicating less than minimum recognized protection). Insurers may offer rating credits for new buildings constructed in communities with BCEGS classifications better than 10. The BCEGS program also includes classifications 98 and 99. Class 98 is exclusively for Florida and denotes a community that refuses to participate in the program. In that state, insurers may have to add a surcharge to the premium for properties built in communities with a grading of Class 98. Class 99 indicates that the jurisdiction is unclassified and not eligible for BCEGS discounts. A footnote under the community name in the CMC Manual will expand upon the reason the community is unclassified. 2 at the community's invitation, when community officials believe that changes in service delivery will alter the classification when ISO has other indications that changes in the community's fire defenses or building code adoption and enforcement will alter the classification as a result of findings from ISO's Community Outreach Program questionnaire on a periodic schedule, if ISO has not received information on changes Community Mitigation Classifications on ISOnet ISO publishes PPC numbers and BCEGS classifications in the Community Mitigation Classification (CMC) Manual. One method ISO uses to distribute revised Public Protection Classifications (PPC) and Building Code Effectiveness Grading Schedule (BCEGS) Classifications is through ISOnet. This delivery method permits a three month advance notice of pending changes to ISO's Community Mitigation Classification Manual (CMC). Each month, ISO issues Modified Jurisdictions pages through ISOnet that contain all changes since the last complete manual reprint. Within each state, the pages present all communities with changes sorted alphabetically. The ISOnet delivery permits a user to receive the state file in any of three formats HTML, Microsoft Word, of PDF. Beneath each of these the file size is indicated. General Rules On the first week of each month, pending CMC additions/revisions will be posted on ISOnet. The additions/revisions will be added to any existing prior month's publications for the state. The entire state list will be sorted alphabetically with each new monthly addition to the previous month's list. This process will continue for 6-months, at which time each Community Mitigation Classification (CMC) Manual holder will receive a complete manual reprint. The process will then begin again with new monthly distribution of cumulative updates. Note: If the number of community classification changes is unusually large or small for a particular state, ISO will lengthen or shorten the six-month printing schedule. For other states, ISO establishes a distribution date. In those states, each insurer must establish its own effective date, according to the state's regulatory procedures. The Modified Jurisdictions pages show effective and distribution dates, always in the format: Eff. mm-yy, where mm is the month and yy is the year. Revision Type Code For each community, the Modified Jurisdictions pages show one of three possible revision type codes: Code Meaning Comments N New ISO is adding a new listing to the CMC Manual. The listing has a unique community and county name. R Revision ISO is revising an existing listing in the CMC Manual. At least one field in the community's record contains revised information. W Withdrawal ISO is withdrawing a listing from the CMC Manual. We are deleting the unique community and county name and all associated information. See the footnotes for the reason for the withdrawal. County Name For each community, the Modified Jurisdictions page shows the name of the county where the community is located. Some jurisdictions cross county lines. In those cases, the Modified Jurisdictions page lists the community again with the other county name. Class For each community, in the Class field, the Modified Jurisdiction page shows ISO's latest Public Protection Classification (PPC) for the community. The Effective Date field gives the effective (or distribution) date for the classification. PPC values include: Class Comments 1 to 8 The community's fire-protection system includes a dispatch center, a fire department, and a water supply, all of which meet the criteria for credit under ISO's Fire Suppression Rating Schedule (FSRS). 8B The community's fire-protection system includes a dispatch center and fire department that meet the criteria for credit under the FSRS. 6 supply does not meet the criteria for credit. The community would normally receive a Class 9 grading. However, through superior equipment, training, and management techniques, the fire department has improved its effectiveness to compensate for the lack of traditional water supplies. 9 The community's fire-protection system includes a dispatch center and fire department that meet the criteria for credit under the FSRS. The water supply does not meet the criteria for credit. 10 The community's fire-protection system does not meet ISO's minimum criteria for credit under the FSRS. ** The double asterisks direct you to the footnotes. Usually, the footnotes will direct you to the listing for another community, where you will find the classification. The split class means that all properties within 1,000 feet of a water supply (usually a fire hydrant) and within 5 road miles of a fire station (in most states) are eligible for the first class (Class 1 through 8). Properties more than 1,000 feet from a water supply but within 5 road miles of a fire station (in most states) are eligible for a Class 9. All properties more than 5 road miles from a fire station (in most states) are Class 10. See individual state rules in the CMC Manual for variable state standards on distance from a fire station. Here are explanations of those entries: Class 9E 9S Comments The North Carolina Office of State Fire Marshall has approved properties for a Class 9 grading if they are more than 1,000 feet from a water supply but within 6 miles of a fire station. 7 those required for ISO's Class 9. However, the community's water supply does not meet criteria for credit under the FSRS. Important: The Class field applies to PPC only, not to BCEGS grading. For changes to a community's BCEGS grading, see the Footnotes field. Territory For each community, the Modified Jurisdictions page shows the ISO Commercial Statistical Plan (CSP) territory code for the community. Those codes help ISO gather loss data by geographical area. If you report premium and loss statistics to ISO, you must use the correct territory code on each record you report. Some jurisdictions fall into two or more territories. In those cases, the Modified Jurisdictions page lists all territory codes. EC Zone For communities in Alabama, Florida, Georgia, Nebraska, North Carolina, and Virginia, the Modified Jurisdictions page shows an EC Class field, as in the example: ADAMS FD Eff R County: QUINCY Class: 09/10 Territory: 365 EC ZONE: 3 Footnotes: PRIMARY FIRE DEPARTMENT RESPONSE IS PROVIDED BY THE ADAMS FIRE DEPARTMENT. This field identifies the Extended Coverage Zone symbol or symbols for the community. When the EC Zone field contains two symbols, part of the community is in each EC Zone. District For communities in Alaska and California, the Modified Jurisdictions page shows a District field, as in the example: BEAR ISLE FSA Eff R County: COOKE Class: 07 Territory: 060 DISTRICT: II Footnotes: HYDRANT DISTANCE REQUIREMENT DOES NOT APPLY DUE TO AN ALTERNATE CREDITABLE WATER SUPPLY This field identifies that rating district for the community. When the District field contains two symbols, part of the community is in each district. Crop For communities in California, Nevada, and Utah, the Modified Jurisdictions page shows a Crop field, as in the example: ALMA Eff R County: CAROLL Class: 05/09 Territory: 030 CROP: II Footnotes: PRIMARY FIRE DEPARTMENT RESPONSE IS PROVIDED BY THE BROOKFIELD FIRE DEPT. 8 This field identifies the crop class that applies to crops located more than 1,000 feet from a fire hydrant. Fire Tax For communities in New Jersey, the Modified Jurisdictions page shows a Fire Tax field, as in the example: BEECHER TS Eff R County: STOWE Class: 07/09 Territory: 210 FIRE TAX: 129 Footnotes: PRIMARY FIRE DEPARTMENT RESPONSE IS PROVIDED BY THE BEECHER TOWNSHIP FIRE DEPARTMENT. BCEGS: PERS 04 COML This field gives a code also known as the Fireman's Relief Code used in assigning premium tax for properties in the community. Rural For some communities in Kansas, the Modified Jurisdictions page shows a Rural field, as in the example: ALFRED FD Eff R County: ROSE Class: 08/09 Territory: 415 RURAL: A Footnotes: PRIMARY FIRE DEPARTMENT RESPONSE IS PROVIDED BY THE ALFRED FD FIRE DEPT This field shows one of two special protection classifications (A and B) applicable only to farm properties. Class A represents the better level of protection. Footnotes For each community, the Footnotes field contains additional information about the PPC and BCEGS gradings. Notes about PPC always come first, followed by the BCEGS grading, if any. Notes about the BCEGS grading follow that. The Modified Jurisdictions page presents BCEGS grading is this format: BCEGS: PERS [code] COML [code] [year] PERS gives the BCEGS class for personal lines policies, and COML gives the BCEGS class for commercial lines policies. The year is the year when the gradings became effective. The gradings apply only to buildings that received their original certificates of occupancy in that year or later. 9 Properties with an original certificate of occupancy dated before the earliest published BCEGS date are not eligible for the BCEGS program. Such properties receive a BCEGS grading of Class 99. BCEGS Class 5 applies to personal or commercial lines policies on buildings that received their original certificates of occupancy in 2001 or later. HYDRANT DISTANCE REQUIREMENT DOES NOT APPLY DUE TO AN ALTERNATE, CREDITABLE WATER SUPPLY Comments Hydrants on the water system do not meet minimum criteria of the Fire Suppression Rating Schedule. The fire department is receiving recognition for the use of large-diameter hose, tanker shuttle, and/or pumper relay operations outlined in the Fire Suppression Rating Schedule. The fire department must be able to deliver a minimum of 250 gpm within 5 minutes after the fire-site pumper arrives and to continue that flow uninterrupted for 2 hours. The noted PPC class may apply to buildings located within 1000 feet of specific static supply points that meet the minimum criteria outlined in the Fire Suppression Rating Schedule. The area has a fire department that will respond to structure fires only in buildings owned by subscribers or a fire department that limits or otherwise adjusts its response and/or firefighting activity in buildings owned by nonsubscribers. This footnote appears only where the fire department uses different operating procedures when responding to structure fires in buildings owned by subscribers and nonsubscribers. If the fire department responds in the same way to subscribers and nonsubscribers but charges a different service fee to nonsubscribers, the note will not appear (except in Oklahoma). In Oklahoma, in all areas served by subscription fire departments, the insurer is legally required to investigate whether its insureds are current on their subscription fees. In those defined municipal areas, insurers may rely on loss statistics compiled by ISO to determine premiums, rather than using ISO's examination of public protection capabilities. When a community becomes eligible for such statistical rating, ISO stops visiting the community to evaluate its fire protection and freezes the PPC number at the value the community received on its final evaluation. ISO's manuals for personal and commercial lines of insurance contain territory multipliers (or factors) that reflect the community's loss experience.
