4 3 NATIONAL COMMITTMENT ON EMISSION REDUCTION President Jokowi s Statement in COP 21 Paris Indonesia made a commitment to reduce its emission as much as 29% ( million ton CO2) on 2030 or 41% with international support. 50% of National Emission Reduction ( million ton CO2) comes from energy sector. The steps we are taking are: 1. Redirecting oil subsidy to more productive sector 2. Increasing 23% of RE use till 2025, and 3. Waste to energy conversion.
5 4 Feed-in Tariff 1. FIT is given to attract the investor to invest in Renewable Energy include Solar PV Power Plant. 2. FiT for Renewable Energy in Indonesia : Minister of Energy and Mineral Resources Decree No.17/2014 Minister of Energy and Mineral Resources Decree No. 21/2016 Minister of Energy and Mineral Resources Decree No. 3/2015 and No. 19/2015 Minister of Energy and Mineral Resources Decree No. 44/2015 Minister of Energy and Mineral Resources Decree No. 19/2016 Ceiling Price for Geothermal Power Plant Feed-in Tariff Biomass and Biogas Power Plant Feed-in Tariff for Hydro Power Plant Feed-in Tariff for Municipal Solid Waste (MSW) Power Plant Feed-in Tariff for Solar PV Power Plant
6 5 Feed in Tariff Scheme 1. Developers / Investors to build a solar power plant 4. Developer / investor to get premium prices 3. Government provides additional funding for PLN to pay the premium price. 2. Electricity purchased by PLN at a premium price / Feed-in Tariff (FIT). Assigned PLN to buy electricity produced by solar power if it complies with the technical requirements PLN Price: X Premium Price: X + Y PPA - 20 years and can be extended; The price cover interconnection costs into utility power grid; Without negotiation and without escalation; FIT in cent USD but payment in Rupiah.
7 6 Provision of Local Content and Standards 1. Local Content The using of local content should comply with the Ministry of Industry s regulation 2. Standard a. The component of Photovoltaic Solar Power Plant should comply with: International Standard; or National Standard. b. The construction of Photovoltaic Solar Power Plant should comply with : International Standard; National Standard; or PT PLN (Persero) Standard.

9 8 1 st STEP : ONLINE REGISTRATION Registration Required Documents 1. Financial Capabilities Certified by the Financial Rating or Financial Audit Institution. 2. Company Profile Documents Required : The Deed of Establishment or Deed of Amendment of the Company; Taxpayer Identification Number; Company Registration Identification; Investment Principle License from BKPM. Optional: Proof of Experience in Developing PLTS Photovoltaic for those who have. Online Registration ( 7 days) *announcement for registration : 1 month before registration date MINISTRY OF ENERGY AND MINERAL RESOURCES Verifications (6 days) Yes Approval as PLTS Photovoltaic Developer Candidate PLTS Photovoltaic Developer Candidate will receive username and password by No
10 9 2 nd Step - Quota Capacity Offer and The Determination of PLTS Photovoltaic Developers The Determination as PLTS Photovoltaic Developer (online) The Publication of Capacity Quota Offering Plan *4 months before the announcement of Capacity Quota Offer The Announcement of Capacity Quota Offer Capacity Quota Offer (Log in using username and password) *Maximum period of 2 months since its announcement Verification through first-come-firstserved basis *2 months The Refusal with its reasons (online) Required Documents: Self-declared the Usage of Local Goods and/or Services calculation for the entire PLTS Photovoltaic systems; Certificate of Photovoltaic Solar Modules and Inverter test; Feasibility Study document as listed in Annex II; and Interconnection Study document as listed in Annex III.

14 13 Provision of Capacity Quota Condition of The Next Phase of Capacity Quota Limitation of Capacity Request 1. Capacity Quota being offered has reached at least 80% and there has been designated a Business Entity Photovoltaic Solar Power Developer; 2. Capacity Quota offer period has reached two months: The remaining Capacity Quota would be part of the Capacity Quota at the next phase; The purchase price for the remaining Capacity Quota shall follow the purchase price in the next phase of Capacity Quota offer. Capacity Quota per Region higher than 100 MW between 10 MW to 100 MW Up to 10 MW Limitation of Capacity Request: limited to 20 MW limited to 20% of the offered Capacity Quota not to be limited
15 14 Implementation of MEMR Regulation No. 19 Year 2016 Until now, there is not implemented yet while the infrastructure has been prepared, such as: online system. Still waiting revision of TKDN regulation from Ministry of Industry. The subsidy is rejected by the parliament. Now, we are looking for another incentives available for renewable energy. It has been many developers interested in building PLTS in Indonesia.
