1 March 1, 2010 Dear Coach: On behalf of the City of Edinburg, Parks and Recreation Department, I am proud to extend to you our personal invitation to participate in the th Annual Girl=s Jr High School Volleyball League. For your information, league play is tentatively scheduled to begin on Monday, June 7, 2010 at 5:30 p.m. and the entry deadline is Friday, May 7, 2010, at 8:00 p.m. or until all slots are filled. There will be a maximum of sixteen (16) teams participating in the League. ONLY 4 teams maximum per school. Teams will be taken on a first come first serve basis. A mandatory coach=s meeting will be held on Friday, May 14, 2010, at 7:30 p.m. or Saturday May 15, 2010, at 11:00 a.m. at the Edinburg Parks and Recreation Department Meeting Room. League coaches are required to attend either one. 3 EDINBURG PARKS & RECREATION DEPARTMENT SUMMER VOLLEYBALL LEAGUE I. ELIGIBILITY: RULES AND REGULATIONS A. HIGH SCHOOL LEAGUES - Participants must possess both high school eligibility, incoming freshman - senior, for the school year and be between the ages of B. JR. HIGH/MIDDLE SCHOOL LEAGUES - Participants must possess both jr. high school eligibility (incoming six grade -eighth grade), for the school year and be between the ages of years of age. C. Any player who is in question about their eligibility must provide a birth certificate, identification card, or drivers license and must also provide an official school report card to the Superintendent of Recreation. D. All participants must pay a $30. league fee. E. Team rosters will consist of 12 players maximum per team and no more than 2 coaches per team. ONLY the Edinburg Parks & Recreation Department will be allowed to add any players to teams. Starting the third week, NO roster changes will be allowed. NO participants will be added the last week of the season. Participants can be added prior to last week but ONLY if there is an official team shirt available to issue out to the participant. If there is no shirt to issue out, then no one can be added to the team. II. OFFICIAL RULES: A. All games will be played under current U.I.L. Rules and Regulations with the following exceptions: B. Match will consist of two games up to 20 points by rally point, win by one point. If necessary, third game will be played up to only 15 points, win by one point and the home team calls the flip. C. Each team will be allowed two time outs per game. D. Substitutions must be made. Every player must play, NO EXEPTIONS. Monitors or Referees will call it to your attention. E. Please be advised that during the League Tournament games there is NO mandatory substitution. All teams play to win so, some players may NOT play at all or will see minimal playing time. F. Each team has the option of using a libero or not. G. Yellow and red cards will be issued, if necessary. H. If a yellow card is issued to a player/coach it is a warning. If a red card is issued to a

4 player she will have to sit out for the next match. If a red card is issued to a coach she/he will be ask to leave the premisses at the discretion of the officials I. Volleyball Officials have the final authority on all matters concerning league play. J. Volleyball Officials will not accept abusive language or rough play and may forfeit games at any time if deemed necessary. K. Teams can start the game with five players for only the first 5 minutes of the game before a forfeit is called by the umpire. III. PARTICIPANTS: A. ONLY PLAYERS AND COACHES will be allowed on the bench. Coaches have to be registered by the Edinburg Parks & Recreation Department located on 315 E. Palm Drive, across Cats Stadium. B. Every participant must be in uniform assigned to her in order to participate, NO EXCEPTIONS. C. LEAGUE UNIFORMS CAN NOT BE ALTERED DURING THE LEAGUE SEASON, participants will be asked to leave the league for the remainder of the season, NO EXCEPTIONS! D. Shirts must be tucked in at all times. E. No jewelry of any kind can be worn, no ear strings are allowed, no metal hair accessories are permitted, and no taping of jewelry is allowed. F. Multiple hits will only be allowed on the first hit. Finger action is allowed and accident foot contact. H. Net serve will be allowed. I. NO foul language or unsportsmanlike conduct will be allowed! J. Any Player involved in a fight will be automatically ejected from the game and will be suspended for one game. If the incident is serious, the player will be ejected for the remainder of the season upon discretion of the Superintendent of Recreation. K. ALL coaches must sign a Volunteer Application (update information), Coaches Code of Ethics form, and follow the guidelines. L. All coaches who have NOT gone through the City of Edinburg Volunteer Application process must go through the procedure which are: Submitting a copy of your drivers license and social security card, Local and State wide criminal background check and finger prints. Failure to follow the guidelines during league play will result in suspension in coaching and attending any games. Revised

Summer Jr. High Volleyball League may result in a serious injury or illness. Risks involved include: twisting an ankle, being hit by a Volleyball, jammed fingers, and more serious injuries, may result from participating in the above-mentioned league. Although I fully appreciate those risks, I desire to participate without regard to the consequences. I assume all risks and hazards incidental to such participation and do hereby waive, release, absolve, indemnify, and agree to hold harmless the City of Edinburg, and any and all sponsors, or any other individuals, firm, or organization resulting in whole, or part, from participation in the 2010 Edinburg Parks and Recreation Dept. Summer Jr. High Volleyball League, or the acts or omissions by any organization, firm, or individuals, that take place in connection with the 2010 Edinburg Parks and Recreation Dept. Summer Jr. High Volleyball League. This Waiver shall be binding on my heirs, legatees, administrators, and assigns. Further, I hereby grant full permission to any and all of the forgoing, to use any photograph, video tapes, motion pictures, recordings, or any other record of this event, for any legitimate purpose. I also grant permission to managing personnel, or other representatives, to authorize and obtain medical care from any licensed e.m.t., physician, hospital, or medical clinic should the above named participant becomes ill or injured while participating in activities away from home or at any other time when neither parent is available to grant authorization for emergency treatment.
