4 1 1.0 General Information 1.1 General Building Information The Music (M.O. Morgan ) Building is a two storey masonry and steel structure located on Phelan Road in the City of St. John s NL. The building is protected by a single stage fire alarm system with some sprinkler protection in the new Petro Canada Hall. The building is operational at various times outside of the core hours of 9 A. M. to 4:30 P. M. It has a theatre (D. F. Cook Recital Hall) with an occupant load of 296 persons and a rehearsal theatre with an occupant load of 120 persons. When the recital hall and theatre are in use outside of the core hours trained ushers are used for evacuation purposes. 1.2 Fire Protection Authority The Department of Health and Safety, MUN has the authority under the Occupational Health and Safety Regulations, 2009 sections 38 and 39 under the Occupational Health and Safety Act (O.C ) and National Fire Code of Canada 2005 section 2.8 (Emergency Planning) to implement the Emergency Evacuation Plan and may require or recommend changes to the plan. 1.3 Fire Department s Authority In the event of an alarm, the St. John s Regional Fire Department upon arrival is in charge. Only the officer -in-charge of the Fire Department can authorize the fire alarm system to be reset. The CEP may allow occupants to re-enter the building after it is determined to be safe by MUN. 1.4 Fire Department Response The Fire Department will normally go to the main entrance of the M. O. Morgan Building where the fire alarm/enunciator panel is located on the first floor by parking lot 15B. They will be met by CEP who will provide them with the necessary information about the emergency and the physical layout of the building (Appendix A which contains the floor plans). 1.5 Fire Protection Equipment This building contains the following fire protection equipment:

5 2 Fire Alarm System; and Partial Sprinkler System This building contains the following firefighting equipment: Standpipe and Hose Cabinet; and Fire Extinguishers This building contains the following equipment for safe evacuation: Emergency Lighting; Exit Signs; Floor Plans; First Aid Kits. The CEP will have an Evacu-trac in their vehicle for the evacuation of the mobility impaired. 1.6 Building Core Hours The Music School Emergency Wardens are normally on duty during the building core working hours which are from 9:00 AM to 4:30 PM on week days. During some periods of the core working hours of operation it may be possible that not all Emergency Wardens will be present. When parts of the building are operating outside these hours, procedures for evacuation are as per the Evacuation Procedures posted. 1.7 Evacuation Drill Requirements The National Fire Code of Canada, section , sets the minimum requirements for evacuation drills. Evacuation drills shall be held at intervals not greater than 12 months Participation All occupants shall participate in evacuation drills unless specifically exempted by the Emergency Building Warden. The mobility-impaired shall participate as much as is reasonably practical Requirements At least one evacuation drill, involving all occupants, shall be conducted annually in the Music Building.

6 3 A false alarm is not an evacuation drill. 1.8 Pre-Planning Evacuation Drills Facilities Management is responsible to design a schedule for all fire drills for Memorial University, St. John s campus and will lead such drills. The following people shall be notified of the evacuation drill a week in advance and a day before: Enterprise Risk Management Office of Emergency Management Health and Safety The St. John s Regional Fire Department should be invited to attend the drill if they themselves deem it necessary. A debriefing session of the Wardens and representatives of the above shall be held after carrying out the Emergency Evacuation drill. 1.9 Building Emergency Warden Positions This building will require the following human resources to be Emergency Wardens to fulfill the roles and responsibilities required for evacuation. Please refer to Appendix B for list of wardens. Emergency Building Warden 1 Emergency Building Warden 1 Wardens 4 Wardens 4 Assistant Floor Wardens TBD 1.10 Training Training is required for Wardens under the National Fire Code of Canada 2005 Section and the Occupational Health and Safety Regulations, 2009 section 41 under the Occupational Health and Safety Act (O.C ).

7 4 2.0 Evacuation Method 2.1 Immediate Evacuation When the Fire Alarm sounds please follow procedures as outlined in Appendix C, all occupants will immediately evacuate the building using the nearest safe exit and proceed outside and clear the building to parking lot 15 or 15B. Assigned Assistant Emergency Wardens (AEW) will help people requiring special assistance.

8 5 3.0 Emergency Wardens Roles and Responsibilities The primary duties of Emergency Wardens positions will be that of fire and evacuation. CEP Emergency Building Warden/ Warden/ Assistant Warden 3.1 Emergency Building Warden Personnel shall be officially appointed. These personnel shall be volunteers and/or management Responsibilities of the Emergency Building Warden The Emergency Building Warden is responsible for: Prepare in conjunction with Health and Safety a building specific Emergency Evacuation Plan; Provides a copy of the Evacuation Plan to all Emergency Wardens; Providing leadership and assuring the establishment of Emergency Wardens and maintenance of the Emergency Evacuation Plan; Ensures an annual meeting is held with the Wardens to review the Evacuation Plan and to discuss issues and concerns expressed by occupants; Arrange for fire prevention training for all Wardens.

9 Duties-In Case of Alarm During an alarm, the Emergency Building Warden assumes FULL AUTHORITY for and control of Emergency Wardens and for the evacuation of building occupants until such time as the emergency terminates or the Fire Department arrives at the scene and assumes responsibility. The Emergency Building Warden will normally remain in control of the evacuation process and CEP will liaise with the Fire Department. When the fire alarm sounds: If possible, retrieve identifiable clothing and/or resources (i.e. hat, vest, clip board, etc.); Proceed immediately to the main entrance of the M. O. Morgan Building where the fire alarm/enunciator panel is located or alternate location; Meet Fire Department and CEP when they arrive and provide any information about persons needing assistance (i.e. location of any mobility impaired persons; and identification of any persons who may be refusing to evacuate); Check off floors on the checklist (see Appendix D) as the Wardens check in; Relay any information from the Fire Department back to the Wardens at the assembly points and when directed by MUN, can inform all evacuated persons that they can go home; Implement assembly point (refer to Appendix E) procedures as it relates to the emergency situation; Direct all media inquires to Marketing and Communications; Wait for instructions from the CEP before allowing people to re-enter the building; Should there be no resolution after 30 minutes, communications will be forth coming and Participate in debriefings with Wardens after the emergency. 3.3 Emergency Building Warden Personnel shall be officially appointed. These personnel shall be volunteers and/or management Responsibilities of the Emergency Building Warden Assists the Emergency Building Warden and acts as Emergency Building Warden in their absence; Names a suitable replacement in case of an extended absence and so notifies the Emergency Building Warden; and Becomes familiar with and follows all the provisions of the Emergency Procedures.

10 Duties- In Case of Alarm When the fire alarm sounds: Reports to the main entrance of the M. O. Morgan Building or alternate location, and Is prepared to assist the Emergency Building Warden or act as the Emergency Building Warden in his or her absence. 3.4 Warden/ Wardens shall be appointed for each floor area occupied. Personnel shall be officially appointed. These personnel shall be volunteers and/or management Responsibilities of the Warden/ Ensuring the safe evacuation of all personnel, including visitors on their floor area in the event of fire or other emergency during the building s core hours; Notifying the Emergency Building Warden of all such emergencies; Identifying Assistant Emergency Wardens to assist mobility-impaired persons; Being familiar with and acting in accordance with all provisions of the Emergency Evacuation Procedures; Arrange an alternate Warden to carry out his/her duties in their absences; Provide leadership and they should be able to answer questions of building layout, assembly/gathering points, and nature of the emergency as well as the location of persons with impaired mobility; and Duties- In Case of Alarm If possible, retrieve identifiable clothing and/or resources (i.e. hat, vest, clip board, etc.); Should meet at a designated point on their assigned floor/area and coordinate duties as necessary and appoint other necessary Assistant Emergency Wardens to help with the mobility impaired and/or injured persons if required; Should check to ensure normal evacuations routes are safe. Choose an alternate route for use in the event egress is blocked by fire or smoke. DO NOT USE ELEVATORS; Supervise the orderly evacuation of his/her area to a safe designated assembly point outside; Close fire doors, smoke barrier doors and windows where possible; Persons requiring medical assistance should be accompanied by one or two Assistant Emergency Wardens to the assembly point/first aid post. Non-ambulatory people should be taken to a safe area (like a stairwell); have someone stay with the person if possible;

11 report their location to the Emergency Building Warden or CEP, and the fire department; As soon as the main evacuation flow is over, check all rooms, closets and washrooms to make sure that the floor has been completely evacuated; Do not waste time if people are reluctant to leave. Make note of the individual(s) and the area they were last seen. Pass the information on to the Emergency Building Warden, CEP or Fire Department; Once evacuation of the entire floor/area has been completed, all Wardens will regroup if possible and exit together. The Wardens will report to the Emergency Building Warden at the main entrance to the M. O. Morgan Building or alternate location to give their report as to whether their floor was completely searched and if there were any mobility impaired persons in the stairwells needing the assistance of the CEP or the fire department; Go to their designated assembly point (Appendix E) to assist with the implementation of the assembly point emergency procedures as they relate to the emergency situation. You may also be required to make a list of all persons within your assembly point for Emergency Services. Always cooperate with all Emergency Officials; Inform the Emergency Building Warden of assembly point issues, events and resource requirements; Instructions from the Fire Department are to be awaited before re-entry of the building is permitted. This communication will be received via the Emergency Building Warden, Marketing and Communications and/or CEP; Should there be no resolution after 30 minutes, communications will be forth coming and Participate in debriefings resulting from the evacuation Assistant Emergency Warden For the purpose of an emergency evacuation; a person who is unable to ascend or descend a flight of stairs, without considerable effort or who may slow other occupants that are attempting to evacuate is considered mobility impaired. The definition includes but is not limited to person(s) who may have a physical or medical condition, use wheelchairs or other devices to assist their mobility. The Emergency Building Warden or the Warden will identify Assistant Emergency Wardens (AEW) when requested by means of the Mobility-Impaired Request Form (Appendix G). Assistant Emergency Wardens, as required, are assigned to each mobility-impaired person. After AEW s are identified, a meeting is arranged with the mobility-impaired person, so a plan for evacuation can be established. During this meeting the AEW will also learn the limitations of the person being assisted and any special needs that the person may have as well as if they have their own personal assistant. If preferred, a Buddy System can be implemented where colleagues identified by the mobility impaired person will be responsible for assisting them evacuate. There may also be other persons who require assistance depending on personal circumstances

12 9 and/or type of emergency (i.e. claustrophobic persons, heart conditions, etc.) Responsibilities of the Assistant Emergency Warden To meet on a regular basis with the self identified mobility impaired person(s) to learn their limitations and special needs that may be required. Establish an evacuation route and procedures for safe evacuation of the person with special needs. Normal practice is to go to the nearest safe exit stairwell. Provide assistance to mobility-impaired persons in order to evacuate the building in the event of an emergency situation. One AEW will remain with the mobility impaired person in the nearest safe area (sometimes referred to as a refuge area) and the second AEW will seek further assistance if required, usually by contacting the CEP, Fire Department or Emergency Building Warden. Pending the emergency, AEW s may be required to assist other persons in the evacuation process due to a mobility impairment that has been brought on by the emergency Duties-In Case of Alarm Locate his/her mobility- impaired person; Proceed to a safe stairwell and ask for help if necessary; Wait in the safe area of the stairwell (sometimes referred to as a refuge area) for the main flow to be over, and then assist the person down the stairs if they are mobile. If in a wheel chair, one AEW will stay with the person while the other goes to notify the Emergency Building Warden, the CEP or the Fire Department; DO NOT attempt to lift a mobility-impaired person in a wheel chair unless you are trained and have the equipment to do so; and Once outside the AEW will remain with the mobility-impaired person at the assembly point until further directions are given or notification of the ALL CLEAR has been conveyed by emergency officials (Fire Department, CEP, etc.).

13 Emergency Prevention Guidelines The following section provides information on preventative measures which every occupant should be cognizant of in their day to day routine. 4.1 Fire Prevention Smoking: Memorial University follows provincial legislation and has implemented a smoke free workplace. Designated areas, if provided, should be supplied with approved metal containers. Extension Cords: Only CSA approved extension cords. Never join extension cords. Use only one device per cord. Visually inspect all cords and do not use any which are frayed or worn. Do not conceal cords, under rugs, etc. Extension cords are only for short term, temporary use, not permanent wiring. Electrical Equipment: Report any abnormalities with equipment such as overheating, etc. Turn off equipment when not in use. Electrical equipment shall be CSA listed and labeled. All equipment should be turned off when office is unoccupied. Storage: Storage should never clutter or restrict a means of egress. A minimum of 18" clearance shall be maintained around all sprinkler heads, for effective operation. Never mix classification of storage such as flammable liquids with paper products. Use only designated storage areas. Electrical/mechanical/furnace rooms shall not be used for the purpose of storage of any kind. Maintain a safe clearance from heat producing equipment.[i.e. Combustible materials, light fixtures, heat appliances] Flammable liquids and gases shall not be stored inside the building except in designated areas in approved containers and within the guidelines of part 4 of the National Fire Code of Canada.

14 Personal Habits: Good housekeeping shall be maintained in all electrical/mechanical/furnace rooms and storage areas. Greasy, oily rags and paper should be stored in noncombustible containers. Interior office decorations, particularly during Christmas time, shall be flame retardant, and all electrical decorations and devices shall be CSA approved. Tampering with any fire protection and/or emergency equipment is strictly prohibited. Fire/smoke barrier doors shall not be wedged open for purposes of ventilation or communication. Occasional static displays for exhibition purposes shall not obstruct or impede the safe evacuation of personnel in the event of an emergency. The Smoke-Free Workplace Policy is to be respected. Do not attach anything to the building life safety equipment [i.e. Sprinkler heads, Fire Alarm Pull Stations, Extinguishers, etc,] 4.2 Fire Extinguishers Fire extinguishers are a first aid to fire fighting and should be used if and only if the person is trained to use the extinguisher and is safe to do so. There is no expectation for employees, except those in high risk areas (i.e. labs), to be trained or to use fire extinguishers. 19 16 Appendix C Evacuation Procedures If You Discover Fire, See Smoke Or Smell Gas: 1. Sound alarm to warn occupants; 2. Warn nearby persons; 3. Call Campus Enforcement Patrol; 4. Evacuate IMMEDIATELY using the nearest safe exit and proceed outside and clear the building to a minimum distance of 100 m (300 feet) to the nearest assembly point (see Appendix E). DO NOT USE ELEVATORS FOR EVACUATION PURPOSES; 5. Assigned Assistant Emergency Wardens will help people requiring special assistance; and 6. Fight the fire using extinguishers ONLY if it is small and not between you and an exit. If The Fire Alarm Sounds: 1. Stop all work and remain calm; 2. Evacuate IMMEDIATELY using the nearest safe exit and proceed outside and clear the building to a minimum distance of 100 m (300 feet) to the nearest assembly point (see Appendix E) DO NOT USE ELEVATORS FOR EVACUATION PURPOSES; 3. Assigned Assistant Emergency Wardens will help personnel requiring special assistance; 4. Do not try to remove any vehicle from the parking lot/garage; 5. Obey all instructions of the Emergency Officers and CEP; 6. Comply with Fire Department orders; and 7. Return to the building only when the CEP has authorized you to do so.
