3 SAFE initiative Overview Review board results New proposal briefing Review of yesterday s workshop and outcomes Introduce SAFE framework and prototype activities incl. 2 success stories, 6 ongoing activities in Asia-Pacific countries. Report the approval of 2 new prototyping (Thailand Fishery, and Vietnam Mangrove Forest Mapping) and Nepal proposal for mapping glacial shrinkage to be resubmitted upon the comments by review board. Confirm the progress of 4 ongoing prototyping (Indonesia Drought Monitoring, Sri Lanka Sea Level Rise, Cambodia Water Cycle Management, Lao PDR Forest Monitoring) and provide some suggestion and comments Congratulate to start 2 prototyping (Sri Lanka Fishery and Pakistan Water Cycle Management)) which was approved at SAFE WS #2 Recognize the emergence of knowledge sharing within SAFE community; further pursue the prototype implementation by multiple countries.
4 APRSAF initiatives in support of climate change theme Presentation on proposed APRSAF Regional Readiness Review (R 3 ) Objective of Climate R 3 : will determine ability of APRSAF countries & institutions to benefit from the services and applications of selected climaterelated satellite missions in coming years, and address obstacles. Proposal from Australia for the establishment of a new APRSAF initiative the APRSAF Regional Readiness Review for Key Climate Missions (Climate R 3 ) Raise awareness of contribution of space systems to regional climate information needs complementary to SAFE and other international efforts such as CEOS, GEO, GPM Asia community Pilot Phase on 1 or 2 priority domains (eg water issues, land cover) and with focus group of a few countries and their key institutions - including a workshop if appropriate. Focus group countries/representatives will be sought Pilot Phase report at APRSAF-18 with a view to future direction of Climate R 3 as an APRSAF initiative.
5 APRSAF initiatives in support of climate change theme (Cont d) Space Agency role in the implementation of GCOS Australian Strategic Plan for Earth Observation from Space EO satellite contribution to climate information needs ALOS applications for Shallow Water Bathymetry by Geoscience Australia Spatial and Temporal Analysis of EOI for Drought Index in Thailand (Kasetsart University) Using GIS/GPS for Climate Change Adaptation Action Program in the Philippines (UNSGAB) Earth Observation Contribution in the fight against Climate Change by Thales Alenia ESA Satellite Missions for Climate Change JAXA's earth observation satellite program for climate change Recognize participating countries and international organizations have various needs for space applications to cope with the climate change adaptation and mitigation issues, and significant role of each space agency, and international initiatives like GCOS, CEOS and GEO in expanding the application of space technologies for climate change issues. Recommend that APRSAF Participants who are considering enhancing acquisition and use of space-based information for climate change should make contact with national focal points for Global Climate Observing System (GCOS) to help ensure a coordinated national and regional approach to observations for climate purposes Recognize the significant role of industry and its partnership with public sector for space technologies in tackling climate change issues.
6 GEO Global Forest Observations Initiative and role for EO Background of GEO Forest Carbon Tracking Task and Global Forest Observations Initiative ALOS PALSAR forest classification map and carbon product by JAXA GEO FCT National Demonstrator activities inc Tasmania & Indonesia GA as a regional data hub using creative commons license Introduce the activities of GEO Forest Carbon Tracking (FCT) and Global Forest Observations Initiative (GFOI) in response to the needs for carbon accounting by each country. Confirm the role of satellite remote sensing for MRV (Measurement, Reporting and Verification) and current contributions by space agencies (JAXA forest and carbon products, CSIRO national demonstration activities and role of GA as regional hub for data processing & distribution for REDD). Invitation to APRSAF participating countries to contact GEO FCT Task for support on national forest monitoring activities.
7 Joint session with SEU Working Group ISS Overview: focusing on the ISS contribution to earth observation missions Forest Fire Detection Confirm the unique role of ISS as an Earth observation platform, especially for disaster monitoring. Encourage Asia-Pacific countries to explore use of ISS remote HDTV and still camera for applications including disasters, wild fire detection, and other purposes Recommend exploring opportunities for APRSAF participating countries to contribute payloads as technical demonstrators. Continue close communication between Space Environment Utilization WG and EO WG, including joint sessions, to create new ideas for ISS EO applications.
8 Private sector initiatives Experiences utilizing SAR satellites for the monitoring of natural disasters (PASCO) Planet Action: A Spot Image Initiative (Geospatial Intelligence) The creation of image data base for the rice monitoring by the constellation satellite (JAMSS) RESTEC Activities in Asian Region Recognize the role of the commercial sector in delivering the benefits of space technology to society through a range of mechanisms. Encourage their participation to implement space applications for supporting climate change adaptation and mitigation, as well as disaster monitoring and mitigation in Asia-Pacific countries. Endorse not-for-profit collaboration between APRSAF governmental agencies and commercial sector to promote disaster monitoring and outreach & educational activities to provide awareness of the importance of climate change study and adaptation.
9 Country Reports Malaysia: Earth Observation Center Thailand: GISTDA Nepal: Survey Department Australia: The Australian SAR Programme (Thales) Kazakhstan: Creation of the Earth Remote Sensing Space System of the Republic of Kazakhstan (National Company 'Kazakhstan Garysh Sapary ) Mongolia: National Remote Sensing Center Israel: Israel Space Agency India: ISRO Indonesia: LAPAN Recognize the benefits of EO applications for many domains, especially adaptation to climate change - incl. agriculture, forest, flood and drought, and coastal monitoring. Also recognize the emerging application of SAR and hyperspectral missions for these areas. Recognize the opportunities offered by increasing numbers of satellites supporting the region, including for increased temporal resolution, and collaboration (via frameworks like Sentinel Asia and the International Charter) Recognize the significance of information systems to disseminate EO data/products to the public, including for rapid response purposes
10 EO applications in Climate Change issues Recognize that the participating countries and international organizations have various needs and capabilities for space applications in support of climate change adaptation and mitigation issues, and the significant role of individual APRSAF participating agencies and international entities including GCOS, CEOS, and GEO in expanding the application of space technologies for climate change issues. APRSAF in support of Climate Change Welcome, endorse, and encourage Australia to pursue the proposal for a significant new APRSAF initiative in support of regional climate information needs - the APRSAF Regional Readiness Review for Key Climate Missions (Climate R 3 ). Invite Australia to assemble a focus team to undertake a Pilot Phase in 2011 and to bring a report on the way forward to APRSAF-18. GEO Global Forest Observations Initiative Confirm the role of satellite remote sensing for MRV (Measurement, Reporting and Verification) and current contributions by space agencies (JAXA forest and carbon products, CSIRO national demonstration activities and role of GA as regional hub for data processing & distribution for REDD).
