2 Job Overview Summary Statement on Senior Executive Service (SES) Positions The Senior Executive Service (SES) is a corps of executives selected for their superior leadership qualifications. Members of the SES serve in key positions just below the top Presidential appointees, and are the major link between these appointees and the rest of the federal workforce. Candidates for SES positions must possess both technical qualifications (subject matter expertise) and executive qualifications (leadership and managerial experience). By definition, SES positions are managerial, supervisory, and policy positions classified above the GS15 grade level. Please Note: If your current SES salary is above the salary range listed for the position, you will be reassigned at your current SES salary. Position Summary The Pipeline and Hazardous Materials Safety Administration (PHMSA) is the principal agency within the U.S. Department of Transportation (USDOT) responsible for protecting people and the environment from the risks inherent in transportation of hazardous materials - by pipeline and other modes of transportation. As the Chief Financial Officer (CFO), the incumbent serves as The Principal Fiscal Officer on PHMSA s Executive Leadership Team. Directs, coordinates, controls, and ensures the adequacy of PHMSA fiscal plans, programs, policies and complex budget structure. In this role, he/she advises on all PHMSA financial management and budgetary matters including the availability of appropriations and allocation of grants and other program funds, audit issues, financial management initiatives, and any matter that could affect the financial resources of PHMSA while aligning all financial budget objectives with PHMSA s strategic goals. Duties The Chief Financial Officer: 1. Provides executive leadership, direction and management in the development and administration of a system of accounting for the resources and programs of PHMSA. Establishes budget, financial and accounting policies and procedures for PHMSA and provides financial and accounting services in support of Headquarters operations as well as accounting and resource guidance to the PHMSA Regional Directors. Manages and ensures adequate internal control throughout the financial management process. Develops and conducts continuing analyses and evaluations of financial management processes and budget program effectiveness and adequacy throughout PHMSA. 2. Serves as the principal consultant and advisor to all levels of PHMSA management on budget and financial matters. Plans, administers, and coordinates PHMSA programs and program planning as related to the budget process. Develops and applies financial management policies and procedures in budgetary development, formulation, presentation and execution.

3 Participates in the development of long-range budget plans and establishment of budgetary levels. Allocates and administers fiscal and ceiling controls of personnel resources. 3. Directs and coordinates activities to establish apportionments and allocations of Federal aid and other program funds. Interprets and evaluates program progress and plans, executes, administers and controls the internal allocation and execution of funding, recommending programmatic funding changes as appropriate. Provides all levels of PHMSA management with up-to-date information on the status of these items. 4. In cooperation with the Office of the Secretary of Transportation, provides executive leadership in the development and use of innovative transportation finance practices. 5. Oversees and leads the development of annual financial performance plans and reports covering PHMSA's program activities as set forth in the agency's budget. Participates in goal setting, performance measurement, and accountability concepts as set forth by the GAO. 6. Responsible for the administration and execution of contracting, procurement and grant activities in direct support of all PHMSA programs and requirements; and all other PHMSA contracting and procurement activities. Qualifications As a basic requirement for entry into the Senior Executive Service (SES), you must show in your resume evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Technical Qualifications and Executive Core Qualifications listed below. TECHNICAL QUALIFICATIONS (TQs): Below are descriptions of the technical qualifications that must be clearly described in your resume. Your responses must explain how your experience supports each of the TQs. 1. Demonstrated knowledge of, and experience with the CFO Act, the Government Performance and Results Act, Circular A-11 and Federal Budget Process including end-to-end Federal Budgeting process, compliance with FFMIA, FMFIA, OPM Circular A-123, and all federal financial practices and principles.

Demonstrated knowledge of, and experience with multiple fund types including various appropriations, working capital/revolving funds, credit/loan accounts, and in addressing and resolving complex budget formulation and budget execution issues and/or complex financial audit issues and findings. 3. Extensive experience leading a staff responsible for a range of financial management functions to include budgeting, accounting, audits, and/or developing creative and innovative solutions to complex financial problems. Demonstrated ability to coordinate with appropriate officials within and outside a large organization to oversee policy development and compliance.
