We won t give up until everyone experiencing a mental health problem gets support and respect. We provide advice and support to empower anybody experiencing a mental health problem and we campaign to improve services, raise awareness and promote understanding. Mind employs about 200 staff and we have a small team of volunteers. Most staff are based in Stratford, London, there is an office in Cardiff and Manchester and there are a number of dispersed staff working across England and Wales. The purpose of this job is to deliver Mind s strategic objectives and contribute to Mind s strategic development. You will lead the Planning & Governance Department for England and Wales, with responsibility as listed below: The creation of Mind s strategic plan Monitoring and Performance Management for the delivery of the strategy Oversight of the Business Development hub and major development projects Mind s Evaluation framework Smooth running of Mind s Governance, including corporate governance and organizational and/or quality governance systems Head of Strategic Planning and Governance JD+PS Grade F Page 1 of 5

2 Scope of the job You will report to the Chief Operating Officer and provide line management to two direct reports and have overall responsibility for a small team of four staff within the Planning & Governance unit. You will work with staff across Mind and work closely with senior management and trustees. You will also work with other stakeholders and external contacts in delivering Mind s strategic objectives. Mind aims to ensure that the needs and interests of mental health service users, women, black and minority ethnic communities, disabled people, lesbians, gay men, bisexuals, transgender and people of all ages are reflected in all its activities. You are expected to contribute to this aim. Key responsibilities 1. To lead and develop the Planning and Governance department to meet agreed objectives and outcomes. This will include formulating departmental work programmes, projects and plans, policies, procedures, objectives and outcomes and regularly monitoring, reviewing, evaluating, developing and reporting on performance. 2. To contribute to Mind s strategic and corporate objectives and to work across Mind, Mind Retail and Local Minds as required. 3. To lead the Planning and Governance department including line management to direct reports. This includes undertaking appraisals, supervisions and team meetings and in accordance with Mind s commitment to a mentally healthy workplace. 4. To maintain and develop Mind s corporate governance processes and its organizational/service governance processes, overseeing assurance and compliance, and providing regular reports. 5. To develop and manage budgets for projects/department and undertake effective financial management. This will include forecasting, setting, monitoring, reviewing and reporting on budgets. 6. To work collaboratively with other staff, senior managers, trustees and other internal and external stakeholders and to lead by example and contribute to a culture of co-operation, flexibility and adaptability within the department and across Mind. 7. To share peer responsibility for the work of the directorate and provide operational peer support and cover as required and to deputise for the Chief Operating Officer on Planning and Governance matters as required. 8. To attend, chair and contribute to meetings, briefings, reviews, due diligence and auditing and compliance activities and to prepare and present papers to senior management, trustees, and other internal and external stakeholders as required Head of Strategic Planning and Governance JD+PS Grade F Page 2 of 5

3 9. To assess and manage problems and risks to Mind in own area of work and for the department and where relevant across the organisation. 10. Ensure that the work of the department is appropriately informed by the views and experience of people with lived experience of mental health problems. 11. To provide subject matter expertise and provide advice and support to the organization at a corporate level and as required. 12. Keep abreast of external trends and developments and changing circumstances and adapt accordingly the role, team, department and systems and procedures within Mind. To identify and propose relevant development opportunities for Mind and to provide updates and reports to senior management as required. 13. To develop and maintain contacts with other organisations and to negotiate and influence on complex and significant department and/or organisational issues. 14. To be an ambassador, spokesperson and representative of Mind as required at events and in the media. Expectations: 1. To attend and contribute to meetings, training, and other events as required. 2. To attend and contribute to the supervision and appraisal process. 3. To ensure that all responsibilities and activities within this post are in accordance with the terms and spirit of Mind s policies 4. To travel to meetings in England and Wales, which may require the need to work unsociable hours e.g. attending evening or weekend meetings or for overnight stay. 5. To adhere to relevant legal and statutory requirements including the Data Protection Act and the Health and Safety at Work Act. 6. To use Mind s resources responsibly. 7. 4 Mind Person specification: Head of Strategic Planning and Governance Essential criteria Experience 1. Significant experience of planning,, developing, implementing, delivering, monitoring, evaluating and reviewing strategic and operational activities 2. Proven experience of managing staff including undertaking supervisions and appraisals, engaging and developing staff 3. Demonstrable experience of financial and budget management including planning, developing, forecasting, setting, monitoring, reviewing and reporting on budgets 4. Proven experience of project management including planning, developing, implementing, monitoring, evaluating and reporting on performance 5. Proven experience of managing corporate and/or organizational governance systems 6. Experience of setting, managing and delivering objectives including dealing with competing priorities and other challenges 7. Experience of working collaboratively and in partnership with individuals, groups, organisations and stakeholders internally and externally 8. Experience of developing and implementing quality improvement criteria and measuring, monitoring, evaluating and reporting on impact 9. Qualified to degree level education and/or professional qualification (or equivalent) Skills 1. Excellent verbal communication skills to chair meetings, deliver presentations and work with internal and external staff and stakeholders at all levels 2. Excellent written communication skills to write senior and complex correspondence, reports, presentations, policies, procedures, processes and strategy papers 3. Excellent IT skills including use of Microsoft Office Outlook, Word, Excel and PowerPoint 4. Excellent self-management skills to work independently and as part of a team, using own initiative and being flexible and adaptable 5. Good decision making skills and confident in making strategic and operational decisions 6. Excellent planning and organization skills to be able to plan and organize work at a strategic, operational level for self, team, department and across the organisation, to agreed timescales and standards 7.
