2 General Notes The proposed stream restoration employs NSD methodology. Design parameters are determined from data on the existing stream reach upstream of the restoration site as well as on reference conditions. Measured morphological relationships of the reference condition help define a natural, stable channel dimension, pattern, and profile. The project is designed as a Priority I restoration where the existing land surface will act as the floodplain once the bankfull channel is constructed. Riffles will be constructed of imported material as necessary to control the grade and define the pools, runs, and glides. A temporary seed mix will be spread after the channel and floodplain construction. The morphological characteristics of the new channel can be found in this drawing packet. Properly constructed riffles, runs, pools, and glides define a stable channel and comprises the broad range of hydraulic features necessary for diverse aquatic habitat. Channel excavation shall be done, as much as possible, "in the dry". All pools shall be dug 1' - 2' below design grade to account for sedimentation. All grades shall be stabilized with seed and straw within 48 hours of the final grading. Every effort to minimize disturbance in the stream channel and in gaining access to/from work areas shall be made. Erection of sedimentation and erosion controls shall be constructed in accordance with local, state, and federal erosion control regulations and the National Pollutant Discharge Elimination System (NPDES). Contractor is responsible to keep all public roadways and drainage systems free from dirt, mud, and construction debris at all times. The contractor shall be held accountable for any and all damage during the duration of the construction process. Contractor is responsible for all repair of any items damaged during construction, including but not limited to: fences, roads, utilities, parking lots etc. All earth moving equipment shall be serviced prior to start of work each morning. Equipment shall be maintained to prevent fuel, oil and lubricant spills within the vicinity of the stream. It is the responsibility of the contractor to contain and clean up any spills within the project area. A spill kit is required on site for the length of the project. Refueling stations shall be contained and monitored for the duration of the project by the contractor. Subsurface No subsurface data is made available to the contractor for this project. The contractor is responsible for all subsurface investigations and shall be held accountable for any damages for the duration of the project. Materials All excavated materials shall be temporarily stockpiled adjacent to the existing channel. The material will be used later to plug and fill the old channel. Exact location are identified within the plan drawings for the spoil areas. If additional spoil areas are required they must be approved by the designer and/or project manager. The contractor is responsible for the stabilization of all spoil areas which includes seed and mulching and temporary silt fence of spoil areas. Utilities The construction contractor shall be responsible to field identify all utilities inside the construction corridor. The contractor shall follow all OSHA and utility owner guidelines when working near utilities. The contractor shall contact Miss Utility of West Virginia Inc before digging. Erosion Control All work shall be in compliance with regulations of the National Pollutant Discharge Elimination System (NPDES) storm water permit. The excavation and moving of soil materials shall be minimized to reduce the size of areas disturbed, as well as the time soils are left unprotected. Seeding and mulching to protect disturbed areas shall occur within 48 hours after completion of final grading. Sediment filters or geotextile sediment fences shall be properly anchored in staging areas to prevent erosion. These filters are temporary and shall be removed and the area restored to its original conditions once the site has been stabilized or when permanent measures are installed. The contractor shall monitor and maintain all erosion control devices and structures to minimize erosion. The contractor will maintain close contact with erosion control inspector so that periodic inspections can be performed All temporary erosion and sediment control measures shall be removed after final site stabilization or after temporary erosion control measures are no longer needed. Trapped sediment or disturbed soils will be stabilized with seed and mulch after the removal of sediment control measures. Where sediment is transported onto a paved or public road surface, daily cleaning is required and shall be completed prior to exiting the site. Sediment shall be removed from the roads by shoveling or sweeping and transported to a sediment control disposal area. When a crushed stone construction entrance or haul road has been covered with soil or compacted into soil by construction traffic it shall be brought back to its original elevation upon completion of the project. All drainage inlets shall be protected from sedimentation and maintained. Inadequate devices shall be pulled and replaced after the inlet is cleaned and excess sediment is removed. During the length of the project, soil stock pile areas will be stabilized or protected with sediment trapping measures. The contractor is responsible for the temporary and permanent protection of all stock pile areas as well as all soil intentionally transported from the site. Site The construction contractor shall be responsible and liable for any damage to existing roads, parking lots, fences, etc. Construction entrances shall be installed at all access locations per the plan and specifications. Erosion Control Measures During Construction During construction the contractor shall be responsible for installing additional sediment and erosion control measures not shown on the plans. These maybe necessary to control excess sediment and should be discussed with designer. General Sequence of Construction Primary access locations are available at all three restoration reaches and are shown on the plan view drawings. One found on the North Fork site located to the NE end of the project, two on the Middle Fork site located on the Western side of the channnel at the upper and mid reach, and two on the South Fork located on the Eastern side of the channel at the upper and mid reach. Erosion control measures will be installed prior to staging construction materials. Excavation of the new channel will occur in isolation from the existing channel as much as possible to preserve work "in the dry". Additionally, desirable species (native trees and shrubs) that may be salvaged will be set aside for subsequent replanting. Work on the new channel will be performed from the top of the bank whenever feasible and practical. Features will be built to appropriate elevations, dimensions, and slopes: finished profile will match the designed longitudinal profile except where the designer indicates otherwise. Riffles will be built as channel is excavated, removing excess material to allow for placement of the coarser, imported material at design grades and elevations. When water is turned into the new channel, diversions or other mechanisms may be used to minimize siltation. Seeding will be done immediately after new channel grading and riffle construction is completed for that section of the project. Planting will be done once heavy equipment has finished the structures and channel grading. Plants will be stored and planted as soon as possible after all grading work has been completed. Once all plant materials have been planted and the designer and project sponsor have verified that the plan has been followed, the access road will be permanently stabilized or removed and the WMA's access road will be repaired and covered with a layer of crusher run limestone. Staging and Stockpile Areas Specified areas shown on the plans have been established as a staging and stockpile area. The contractor may establish additional staging and stockpiling areas along the project, with the approval of the designer. All staging and stockpiling areas must be inside the limits of construction. Silt fence is required in areas where loose soil and materials are being stockpiled and is required around all staging and stockpiling areas. Construction Equipment The construction contractor will be required to choose and furnish appropriate equipment for construction. The construction contractor will also be required to provide management, labor, skill, material, and all other items necessary for the stream restoration work. Vegetation As soon as final grading, structure placement and stabilization mat (sod and jute fabric) are completed on a stream section, a seed mixture will be planted on all disturbed surfaces and any salvaged plants will be replanted. Seed mixes will consist of native species. Seeded areas will be mulched with straw. These plantings will result in soil stabilization, bank stabilization, terrestrial wildlife habitat, and stream shade.
