General Section Art. 1 Area of application These Study Regulations in connection with the Examination Regulations dated govern goals, content, admission requirements, structure and design of the study course in the Master s programme Industrial and Network Economics (MINE) at the Technische Universität Berlin in the Faculty Economics & Management. Art. 2 Description of the degree programme (1) The Master s programme Industrial and Network Economics is a component of a consecutive offer of courses consisting of the Bachelor s Degree in Economic (BE) and the Master s Degree in Industrial and Network Economics (MINE). (2) The courses included in the Master s degree programme Industrial and Network Economics at TU Berlin focus particularly in teaching and research on the analysis of markets, especially the sectors telecommunications and internet, traffic, energy, waste, water/wastewater and health. In these sectors there are often network structures such as electricity, gas, water, telecommunications, rail and road networks. From an economic point of view, these sectors exhibit a multitude of the same characteristics due to the network structures, which results in similar problems in among others the following topics: Organisation models and regulations, capacity allocation and pricing, finance and investment. planning and environmental impacts, corporate strategies. In the Master s degree programme Industrial and Network Economics the following competences are acquired to analyse the problems mentioned: Economic theory, in particular, Industrial Economics and Control Theory: Based on the comparable economic characteristics, the instruments of Industrial Economics, Contract Theory and Control Theory as well as parts of Environmental Economics are used for the analysis of the economic issues in the topics mentioned. Quantitative empirical analysis: In these sectors, instruments of econometrics are used. Aside from acquiring methodical competences, these are applied in the abovementioned sectors (e.g. productivity analyses). Experimental empirical analysis: With the help of experiments, the relevance of theoretically derived results is tested. For example, newly designed regulatory mechanisms or market rules are tested in the laboratory. The Master s degree programme Industrial and Network Economics allows students to primarily acquire competence and individual profiles in these areas, and analyse economic problems in network industries and infrastructure markets as well as make recommendations on economic policy actions to regulate these markets. Here the 2

3 extensive offers in engineering, natural and planning sciences as well as mathematics at TU Berlin can be used as supplementary classes. (3) Some lectures are offered in German, some in English. This means that students are expected to possess English language skills so that they can also successfully complete the classes offered in English. Art. 3 Academic goal and professional sphere (1) The courses in the Master s programme Industrial and Network Economics should convey the theoretical and practical knowledge and competences required for a successful professional career in a leadership position, strengthen students scientific thinking and power of judgement by interlinking teaching and research, and create personal awareness of the individual s responsibility in society. Furthermore, the Master s programme Industrial and Network Economics should confer extensive theoretical knowledge which opens up opportunities to work in research projects and for promotion. (2) Part of the theoretical education is to convey fundamental regularities and correlations between the respective scientific disciplines, guide students to logical, analytical and critical thinking as well as teach the skills to become acquainted with new problems and fields of activity independently. Included in the practical training are among others acquiring instrumental competences to put theory into practice, acquiring knowledge of structures, processes, legal provisions etc. in the chosen profession, developing the ability to work out solutions with incomplete information and under time pressure, supporting team work, practicing cooperative and constructive conduct in conflict resolution. (3) Economists work in almost all areas of the economy, in particular, in industry, trade, the service sector as well as in public services, in associations, international institutions and science. Against the background of focussing on economic subjects and the Master s programme Industrial and Network Economics at TU Berlin, typical areas of work could be: companies (analysis of markets and branches, strategic management) that are active in network industries (traffic, telecommunications, energy, water/ wastewater, waste management, health etc.) and infrastructure markets, consulting companies, regulatory and cartel bodies, regional planning and environmental agencies, economic administration and economic policy authorities (federal and state governments, administrative districts), social, economic and political organisations in the national and international context, 3

4 economic scientific research facilities and universities. Art. 4 Admission requirements Admission requirements for the Master s degree programme Industrial and Network Economics at Technische Universität are 1) a first higher education degree qualifying to enter a profession a) in a study course Economics or b) in a study course Economic Engineering or Business Economics or c) in another study course whose equality with regard knowledge conveyed in an economic study course has been determined by the Examination Board, 2) as well as knowledge in the areas of mathematics, quantitative methods, microeconomics and macroeconomics as well as basic knowledge in play theory and industry economics. The test of equality according to clause 1) c) as well as testing the knowledge according to clause 2) is performed by the Examination Board. Art. 5 Start of the course The educational offer is set to begin courses in the winter semester. Therefore, it is recommended that the course be started in the winter semester. It is possible to start the course in the summer semester. The student must then plan the programme carefully so that there are no delays in the course schedule. Art. 6 Normal duration of the programme The normal duration of the programme including completing the Master s thesis is four semesters, whereby one semester is set aside to write the Master s thesis. Art. 7 Modules and module descriptions, performance credits according to the ECTS system (1) The Master examination includes examinations in the individual modules and writing the Master s thesis. Everything else is regulated by the Examination Regulations. (2) According to the Examination Regulations modules can be allocated to examination sections. (3) The scope of the modules is measured in performance credits according to the European Credit Transfer System (ECTS). An ECTS credit point (ECTS-CP) corresponds to a workload of 30 hours. The ECTS credit system should allow a high degree of transparency and flexibility with regard to the temporal and spatial design of the study course (e.g. studying abroad) as well as with regard to the development of teaching content and teaching personnel for both the study course and teaching. (4) A description of every module is compiled. Module descriptions of the core and field course sections are decided by the Faculty Council and published in a suitable format (study guide/ internet information offer) in their respective current versions by the Faculty. For the examination section Markets & Technology a list of modules that have already been approved for enrolment by the Examination Board according to Art. 11 4

5 (5) is published by the Faculty in a suitable format (study guide/ internet information offer). (5) On recommendation of the Examination Board, the Faculty Council can change the catalogue of modules in the field course section if this contributes to achieving the competence profile according to Art. 2 and Art. 3. Art. 8 Teaching methods (1) The study goals and corresponding module content are conveyed, in particular, through the following teaching methods: 1) Lectures (VL) mainly serve to convey the material and the orientation of each subject. 2) Exercises (UE) serve to solidify, consolidate and supplement the knowledge gained in lectures as well as their application using tasks and examples. Exercises can also serve to support team work. 3) Study groups (AG) are mainly offered in legal subjects and are classes in which students practice the application of the material in study groups tutored by members of the academic staff. 4) Seminars (SE) serve consolidation and the practical implementation of the knowledge acquired as well as practicing scientific thinking and research. 5) In projects (PJ) solutions to bigger, mainly empirical problems are worked on by sharing the work. Here students especially acquire the ability to work in teams and experience the necessity to formulate solutions in a limited time and with limited means. Topics and problem areas for the projects can be generated in cooperation with companies, economic political authorities and economic research facilities. 6) In integrated classes (IV) the teaching methods lecture and exercise or seminar as well as possibly tutorials are combined. 7) In colloquia (CO) the student is given the opportunity to discuss current problems in the respective subject in addition to and as a supplement of the core courses. Proof of performance is generally not possible. 8) Excursions (EX) are a type of event to strengthen practice-related teaching. By viewing factories and holding discussions with practitioners during visits to industrial, trade and service companies as well as national and international institutions, students can visualise what has been learned in theory and gain a feel for problems that arise when implementing theory in practice. 9) Independent scientific work (WA) includes the preparation of seminars, projects and the Master s thesis under the direction of a scientific supervisor. (2) All educational methods mentioned need to be accompanied by independent self-study in order to achieve the qualification goal. 5

6 Art. 9 Study guide, course guidance, mentoring system and advice on foreign academic Studies (1) The Examination Board of the Faculty Economics & Management publishes a study guide. The distribution of the study guide can be linked to the internet information offer on the Master s programme Industrial and Network Economics. (2) Students receive answers to general questions from the central student advisory office of TU Berlin. The departmental student course guidance is responsible for advice on questions regarding the course organisation and the Examination Regulations of the Faculty Economics & Management. Advice on content is the task of the subject departments or the persons responsible for the modules. (3) A mentor system has been set up in which the subject departments as well as the professors assist students during course planning and organisation. (4) Advice on the foreign study programme offered by the Faculty Economics & Management is provided by the persons responsible for projects and the responsible office of the University s Central Administration. Art. 10 Practical training Compulsory practical training is not required for the Master s degree programme Industrial and Network Economics. 6

Structure and Scope of the Programme Art. 11 Structure and scope of the programme (1) The Master s examination includes academic and examination performances in the following examination sections or modules. According to Art. 11 (4) at least one Seminar included in Appendix 3) (test method: examination-related achievements) with a scope of 6 ECTS-CP must be taken Modules with a total of 30 ECTS must be taken According to the module description 30 Markets & Technology The elective modules are limited in Art. 11 (5). (Modules in which competence in mathematical methods, engineering methods and/or competences in network industries (traffic, telecommunication, energy, water/ wastewater, waste management, health etc.) and infrastructure markets are acquired; the elective modules are determined by the Examination Board.) One or several modules must be taken with a total scope of 12 ECTS According to the module description/s 12 Free Choice Courses The free choice modules are limited in Art. 11 (6). 8 (2) In the examination section Economics - Core Courses, four modules (each with 6 ECTS-CP) with a total scope of 24 ECTS-CP must be taken. The elective modules are listed in Appendix 1). (3) In the examination section Economics Field Courses, modules with a total scope of 30 ECTS must be taken. The elective modules are listed in Appendix 2) (4) In the examination section Economics Field Courses, at least 1 seminar (examination method: examination-related achievements) with a scope of 6 ECTS-CP must be taken. The elective seminars are listed in Appendix 3). (5) In the examination sections Markets and Technology one or several modules with a total scope of 12 ECTS must be taken, in which mathematical methodological skills, engineering methodological skill and/or knowledge of network industries and infrastructure markets (traffic, telecommunication, energy, water/wastewater, waste management, health etc.) are acquired. The Examination Board determines the modules that can be taken in this examination section, whereby the offer must comprise at least 120 ECTS. Modules that are not included in one of the lists of available modules published by the Examination Board can be taken if application is made and permission granted. By taking the modules in the examination section Markets and Technology, students should gain an understanding for the peculiarities caused by technology in the economic areas focussed on in this study course. (6) In the examination area Free Choice Courses one or more modules with a total scope of 12 ECTS must be taken; students can these choose from the offer of elective courses of the scientific universities in Berlin and Brandenburg. (7) A Student Research Project with a scope of 12 ECTS-CP must be taken. The research projects that can be chosen are listed in Appendix 4). (8) Other and additional modules can be allocated to the examination sections Economics Core Courses, Economics Field Courses and Student Research Project with the consent of the Faculty Council by taking Art. 7 (4) into account; these will then be published in the study guide / internet information offer for the study course. Enrolling in additional modules than those stated in the offer of the Faculty Economics & Management is also possible in the examination section Economics Field Courses with the consent of the Examination Board. (9) Alternatively to the modules listed in Appendix 1) that can be taken in Economics Core Courses and those listed in Appendix 2) that can be taken in Economics Field Courses, students can enrol in contextually equal modules with the consent of the Examination Board, which are offered in the framework of cooperation with scientific facilities with TU Berlin. The same applies to enrolling in modules in the examination section Markets and Technology as well as Free Choice Course. 8

9 Art. 12 Course schedule For first enrolment in a winter semester, the course schedule presented in Appendix 5) is recommended. For first enrolment in a summer semester a similar course schedule can largely be taken; the course schedule should be coordinated with course guidance service. III. Final Provisions Art. 13 Date of effectiveness These Study Regulations become effective on the day of publication in the official bulletin of TU Berlin. They apply to all students who start their studies in this programme in the winter semester 2007/
