Federal Cuts Would Imperil Juvenile Justice Programs US Defends Gun Sale Reporting Requirement In Court Clip Synopses and Links San Diego Union Tribune Death Penalty Ban Could Go To Voters Opponents say public opinion, cost bolster their effort California voters have consistently supported the death penalty, and even in 1986 tossed out a state Supreme Court justice who opposed it. But foes of capital punishment sense the tide may be turning as they prepare to begin gathering signatures on a proposed initiative that seeks to replace the death penalty with life in prison without the possibility of parole. In San Diego County, backers of the ballot proposal will unveil their campaign plans today. Supporters include the American Civil Liberties Union, the Office of Social Ministry for the Catholic Diocese, NAACP and some retired judges. They plan to urge voters to rethink the death penalty by arguing it s a drain on the state budget, takes between 25 to 30 years to carry out and runs the risk of executing the innocent. Statewide, organizers must gather slightly more than 500,000 signatures of registered voters by March 18 to qualify the initiative for the November 2012 ballot. The death penalty serves no useful purpose. It is not a deterrent and it is horrendously expensive, said retired Los Angeles County District Attorney Gil Garcetti, whose office prosecuted dozens of capital cases when he was there.

2 The Denver Post Anti-Gang Program In Denver Draws Justice Department s Attention Eradicating 78 gangs in Denver isn t going to happen simply by locking people up and throwing away the key. Gang prevention, intervention and suppression must work together to keep the problem under control and move people out of the criminal lifestyle, said Deputy U.S. Attorney General James Cole, who was visiting the city Tuesday. You can t just fight it by arresting people and throwing them in jail, he said during remarks at CMS Community School in southwest Denver. Cole came from Washington in support of a U.S. Department of Justice-funded program aimed at reducing gangs in Denver. The Gang Reduction Initiative of Denver was started by city officials four years ago and particularly targets youth and families with multiple generations affiliated with gangs. City and state officials from police to probation to parole have met with leaders of parks and recreation, mental-health agencies and schools to find creative ways to fight the gang problem. The Republic (Columbus) Hawaii Narcotics Enforcement Division s Drug Forensic Lab Earns International Accreditation A Hawaii drug forensic lab has earned international accreditation. The state Narcotics Enforcement Division s drug forensic lab has received accreditation by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board. State Department of Public Safety officials say the accreditation is recognized by criminal justice systems worldwide as a way to determine that a lab has met a set of international standards of operation for forensic laboratories. 3 mlive.com Senate Approves Caylee Anthony s Law Requiring Parents To Report Missing Children Parents would have to inform authorities if their child is missing for more than 24 hours under Caylee Anthony s Law, a bill that unanimously cleared the state Senate on Tuesday. Named after the Florida two-year-old who was missing for weeks before her disappearance was reported, the bill calls for violators to face up to two years in prison. Sen. Tom Casperson, R-Escanaba, said his office received many requests for the bill after Anthony s mother, Casey, was acquitted after a sensational six-week trial this summer cast in the national spotlight. The Patroit-News (Harrisburg) How Much Is Pennsylvania s Death Penalty Costing Taxpayers? State Sen. Stewart Greenleaf, a former prosecutor from Montgomery County and the chairman of the state Senate Judiciary Committee, has commissioned a bipartisan task force to take a look at what this bottleneck has cost taxpayers over the last 40 years. Right now, there are no estimates. The task force will also explore whether the death penalty is worth keeping. Gov. Tom Corbett s office has no position on the Greenleaf s resolution. Until it s complete, an obvious question is emerging: If no one is actually dying, what s wrong with Pennsylvania s death penalty? Just like in a courtroom, there are two sides maybe three to this issue, and no easy answer. html 3

4 The Washington Post Federal Cuts Would Imperil Juvenile Justice Programs Washington has been an indispensable partner to state and local governments in dealing with juvenile justice challenges. But that partnership and the important advances it has brought will be endangered if Congress gets its way. The federal government awards grants to states and localities that adopt policies proven effective and cost-effective in preventing juvenile delinquency or in dealing with youths who run into trouble with the law. House lawmakers would eliminate funding altogether for the delinquency-prevention component and cut the latter program by roughly one-third. Associated Press US Defends Gun Sale Reporting Requirement In Court Gun store owners in southwestern border states argued in federal court Tuesday that the Obama administration cannot require them to report when customers buy multiple highpowered rifles. The Justice Department responded to a lawsuit seeking to block the two-month-old requirement by asking a judge to uphold its legality, arguing the measure could help stop the flow of guns to Mexican drug cartels. It requires sellers in California, Arizona, New Mexico and Texas to give the Bureau of Alcohol, Tobacco, Firearms and Explosives information about purchasers who buy two or more semi-automatic rifles greater than.22 caliber within five days.
