3 Introduction Congratulations on advancing to the 2015 NCAA Division III Softball Championship! This championship event will be held May at the Moyer Sports Complex in Salem, Virginia. The Old Dominion Athletic Conference and the City of Salem will be the hosts for this event. This participant manual outlines the policies and procedures governing the administration and conduct of this championship event. This manual also includes a schedule of events and specific information regarding hotel arrangements, travel, meetings and tickets. 11 Championship Format Bracket Please see Appendix A. Determination of Home/Away Teams For finals competition, the home team will bat last, occupy the third-base dugout and take the infield warm-up first (eight-minute warm-up). The home team shall have choice of uniform. The visiting team is expected to wear a contrasting color jersey. As a reminder, when teams play back-to-back games, they must be prepared to change uniforms, if necessary. Determination of uniform colors must be approved by the softball committee. The home team for the first day of competition will be the higher-seeded team. In subsequent games, the home team shall be determined according to the following formula: 1. The institution that has been home team the fewest times (regionals, super regionals and finals are considered separately). 2. If two teams have been the home team an equal number of times but the visiting team an unequal number of times, the team that has been the visitor most often shall be the home team. 3. If two teams have been both home team and visiting team an equal number of times, and if the two teams previously met, the visitor in the initial game shall be the home team in the second game. 4. If two teams have been both home team and visiting team an equal number of times, the team that was the visitor in its preceding game shall be the home team, unless both teams were the visitor in their preceding games. 5. If the preceding formula does not prevail, the home team shall be determined by a coin toss using the double flip procedure. Length and Schedule of Games All games shall be seven innings, except that a five-inning, eight-run rule will be used in all rounds of the championship. If play is stopped before a seven-inning game is completed and the eight-run rule is not in effect, the game shall resume from the point of interruption. Competition may be scheduled one additional day if: (1) weather or unforeseen circumstances prevent the completion of competition on the originally scheduled final day of competition; or (2) completing competition would require a team to play three games in one day. (Note: A team may be required to complete a halted game and play up to two additional games in the same day.) Protest Procedure Please refer to the 2014 and 2015 NCAA Softball Rules and Interpretations, Rule 7-2 on pages 69-72, that outlines protest procedures for NCAA championship play. Rules [Reference: Bylaw in the NCAA Division III Manual.] 7

12 Per NCAA Bylaw 17.30, member institutions shall conduct all of their intercollegiate competition in accordance with the playing rules of the Association in all sports for which the NCAA develops playing rules. For those sports in which the Association follows rules that are developed by other governing bodies and modified by the governing sports committee, the adopted playing rules shall be used. The governing sports committee will not consider any results for selection purposes that are not played in accordance with NCAA rules, or those rules adopted by an outside organization. The NCAA Softball Rules shall be followed, with the following changes or modifications: 1. The complex must be enclosed so that admission can be charged. 2. The field must have a skinned infield. There must be at least 25 feet (maximum 30 feet) from home plate to the backstop. The backstop, sideline fence and outfield fence must completely enclose the playing field. 3. It is highly recommended that the playing field be enclosed completely by sideline fences and a permanent home-run fence in a smooth arc of not more than 235 feet from home plate. If a six-foot fence is used, it is highly recommended to be a minimum of 190 feet in left and right fields and 220 in center field. If a four-foot fence is used, it is highly recommended to be a minimum of 210 feet in left and right fields and 230 in center field. If a temporary home-run fence is used, it must be secured so as not to collapse on and displace the foul pole and to prevent balls from rolling under. 4. The international tiebreaker will not be used in championship play. Championship Operations Administrative Meeting The NCAA Division III Softball Committee will conduct a mandatory administrative meeting prior to competition. This meeting will be held Wednesday, May 20 in Parlor C in the Salem Civic Center immediately following the student-athlete banquet Wednesday night. The softball committee chair, tournament director and NCAA championship manager will conduct the meeting. It is mandatory that the head coach of each participating institution attend the meeting, and it is strongly encouraged that the athletics director or senior woman administrator (or a designated administrator who is NOT a softball coaching staff member) attend the meeting. Sports information directors and athletic trainers also are encouraged to attend the meeting. Championship policies and procedures and information regarding the provisions of Bylaw , which prescribes conditions under which a student-athlete or representative of an institution may be disqualified from further participation in the championship for reasons of misconduct, will be reviewed during the meeting. Administrators are asked to bring the following documents to the meeting: 1. Credential list 2. Awards recipient form 3. List of band members (if applicable). 8

13 Banquet The student-athlete banquet will be held Wednesday, May 20, at the Salem Civic Center, located at 1001 Roanoke Boulevard, Salem, Virginia Doors will open at 6:30 p.m. and the banquet will begin at 7 p.m. The 23 members of each team s official travel party will be admitted to the banquet via a pass list. Any additional individuals associated with the team (e.g., studentathletes, administrators, parents, etc.) must purchase a ticket for $25 for the banquet. Each team will be allocated a maximum of 10 tickets for purchase beyond the official travel party. The deadline to submit banquet ticket order forms (Appendix D) is 5 p.m. Eastern time Tuesday, May 19. Championship Packets A championship packet will be available for the head coach to pick up at the front desk of the Sheraton Roanoke Hotel and Conference Center when the team checks in to the hotel. Championship packets will include: 1. Banquet Tickets 2. Maps of Salem and the Community 3. Updated Practice Schedules 4. Misconduct Statement 5. Crowd Control Statement 6. Tobacco Statement 7. Pregame Format Community Service Each team will participate in a community service activity Wednesday. Teams assigned to morning practice times will participate in their community service activity during the afternoon, and teams assigned to afternoon practice times will participate in their community service activity during the morning. 9

14 Courtesy Cars A courtesy car will be provided for each team. Cars will be left at the Sheraton Roanoke Hotel and Conference Center with the key in an envelope at the front desk. Cars can either be left at the Moyer Sports Complex when teams depart from their final game (keys should be given to Carey Harveycutter) or at the Sheraton (keys should be left at the front desk). Coaches should re-fuel the courtesy cars before returning them. Practice The NCAA Division III Softball Committee is responsible for approving the practice schedule prior to the schedule being sent to the teams and will monitor all practices. Practice times will be determined by the softball committee based on game times (e.g., the two teams competing in the first game Thursday will have the first two practice times, etc.). Safety/Security Plan I. Preparation A. There will be a designated computer that will have a weather system program to detect and alarm severe weather in the vicinity of the facility. B. Certain administrative officials will also have this weather system connected to their mobile system for quick and accurate access. C. The current weather system that the City of Salem uses is the Meteorlogix DTN Weather Sentry Turf Edition. The following facilities are pinpoint locations for this system: James I. Moyer Sports Complex, Salem Kiwanis Field, Salem Football Stadium and Spartan Field. D. There will be a designated individual that will monitor this system for all weather-related issues. E. If there is a malfunction with the computer system, then the designated person will contact the National Weather Service in Blacksburg, Virginia ( ) to determine the severity of weather approaching the facility. F. Emergency microphones will be tested prior to event use to determine the working condition of the device. If there is a malfunction with emergency microphone, measures will be taken to notify the public by another means with the resources that are available. II. Lightning Policy for the City of Salem Department of Parks and Recreation A. Anytime lightning is visible, then all players, coaches, fans and umpires should TAKE SHELTER IMMEDIATELY! B. Flash (Bang) Method Count seconds between lightning flash and thunder and divide by 5 this gives the distance of lightning. C. If the count is 30 seconds or less TAKE SHELTER IMMEDIATELY! D. The Umpire or Supervisor should instruct all players, coaches, fans that a danger is present and they should TAKE SHELTER IMMEDIATELY! (Recommended places for shelter are building with active electrical circuits and hard top vehicles) E. Wait at least 30 Minutes after the last lightning flash before resuming activities. F. Danger Zones (Showering, talking on phones or touching any metal objects inside or outside of buildings and structures). G. If you have any tingling or static electricity, leave area immediately. H. If anyone is struck by lightning (player, coach, fan, umpire) CALL 911 IMMEDIATELY (If using a City of Salem office phone, dial 9-911). Amendment to policy concerning use of Meteorlogix DTN Weather Sentry System at previously listed facilities. A. The weather system should be programmed with 20-mile radius circle around exact facility for an advisory zone. 10

15 B. The weather system should be programmed with 8-mile radius circle around exact facility for a danger zone. C. If lightning occurs within the 20-mile advisory zone radius, the awareness of lightning and/or severe weather should be increased. D. If lightning occurs within the 8-mile danger zone radius, then an announcement on the emergency microphones should be made to instruct all players, coaches and fans that danger is present and they should TAKE SHELTER IMMEDIATELY! E. Activities will not be resumed until the severe weather has passed and there has been a 30- minute grace period from the last lightning strike within the danger zone! III. Plan of Facility Evacuation A. Severe weather and/or dangerous lightning are present! The supervisor will make an announcement over the emergency microphones instructing all individuals to TAKE SHELTER IMMEDIATELY! B. If evacuation of the facility is inevitable, all gates including the larger service gates to the facility should be opened to alleviate the bottle neck effect at each of the exit locations. C. Spectators will be asked to leave the facility to seek shelter (recommended locations are in a building with active electrical circuits or a hard top vehicle). Spectators will be advised through public announcement to keep in their possession their ticket stub to ensure entry back into the facility once severe weather has passed and activities resume. D. Players and coaches will be asked to go to the dugouts, locker rooms or team buses! The final decision of safety shelter location of each team will be determined by the head coach from the listed locations above. Head coaches should have the direct phone number of the facility to check the status of the field and weather conditions. E. Umpires/Officials will be taken to a building location for shelter (e.g., Administrative Offices, Officials Dressing Facility). F. Once the announcement has been made to seek shelter and to evacuate the facility, the Supervisor in charge will place a call to the City of Salem Dispatch to document the time of announcement for evacuation of the facility. G. Designated person will continue to monitor weather conditions and will work closely with all administrative personnel for the event in question and determine when it is appropriate for activities to resume according to the City of Salem Department of Parks and Recreation Lightning Policy. H. Once it is deemed the facilities environment is safe for activities to resume by administrative officials of the facility, event and umpires, there will be a public announcement made by emergency microphones to notify individuals that activities will resume at a specific time. I. Head coaches will be contacted by phone, electronic mail or text if there is contact information present to make them aware of a specific time to resume activities. J. Once activities resume, there will be a brief meeting of administrative personnel to determine if there is anything that can be done to improve the evacuation plan. IV. Overall Priorities First Priority: Life Saving Second Priority: Incident Stabilization Third Priority: Property Preservation Team Hosts Each team will be assigned a team host from the Salem/Roanoke area who can provide information to the team regarding the locale, restaurants, etc. Team hosts will assist in facilitating 11

16 laundry for their assigned team and also will help to coordinate travel to the team s assigned community service activity. Team Photos Team photos will be taken two hours before each team s initial game in the tournament. The home team will go first for team photos. The photographer will meet the team at the scoreboard beyond the left field fence. Videotaping Institutions are permitted to videotape championship competition by their teams or their individual student-athletes for archival, coaching or instructional purposes. The videotapes may not be used for any commercial purposes. Each institution is permitted to use one camera and may videotape only that portion of the competition in which it participates. All videotaping must be done from the designated videotaping area located above the first base dugout. There is NO power outlet available and teams must use batteries. Videotaping from any other area, including the dugout area, is not permitted. Warm-up Music Teams may submit their eight-minute warm-up music on a CD or on an ipod. Lyrics for all songs must be printed from the Internet (i.e., not typed separately) and provided to the softball committee member assigned as the team liaison during the team s practice on Wednesday. The committee member will review the lyrics and listen to the playlist to determine whether the content is appropriate for all audiences. If any content is deemed inappropriate, the team will have one opportunity to provide a revised playlist with appropriate content. If the content of the revised playlist is still deemed inappropriate, the head coach may choose either generic music provided by the venue or no music for the team s warm-up. Competition Site Banners and Artificial Noisemakers No banners may be displayed at the venue other than the NCAA and approved media banners. Artificial noise makers, air horns, and electronic amplifiers are not permitted and shall be removed upon discovery. Facility Diagram See Appendix F for a diagram of the Moyer Sports Complex. Hospitality Hospitality will be provided for head coaches, team administrators, VIP guests, NCAA Softball Committee members and staff, media and facility staff on the second floor of the media tower. The designated individuals must have the appropriate credential to access the hospitality area. Map/Directions to Competition Facility FROM THE SHERATON TO THE SALEM CIVIC CENTER 12

17 From the Sheraton parking area turn right and proceed to stoplight. At stoplight, turn left, and then immediately at next light, turn right on Hershberger Road. Follow Hershberger Road to intersection with Peters Creek Road. Turn left on Peters Creek Road (U. S. Route 117). Proceed on Peters Creek Road until it intersects with Shenandoah Avenue Turn right on Shenandoah Avenue. Shenandoah Ave. becomes Roanoke Boulevard upon entering the Salem city limits. Signs are posted to Civic Center from this area. The Salem Civic Center is located on Roanoke Boulevard approximately 2 miles from this intersection. FROM THE SHERATON TO THE MOYER SPORTS COMPLEX From the Sheraton parking area, turn right and proceed to stoplight. At stoplight, turn left, and then immediately at next light, turn right on Hershberger Road. Follow Hershberger Road to intersection with Peters Creek Road. Turn left on Peters Creek Road (U. S. Route 117). Proceed on Peters Creek Road until it intersects with Shenandoah Avenue Turn right on Shenandoah Avenue. Shenandoah Ave. becomes Roanoke Boulevard upon entering the Salem city limits. Signs are posted to Civic Center from this area. The Salem Civic Center is located on Roanoke Boulevard approximately 2 miles from this intersection. After passing the Salem Civic Center on the right proceed to the next stoplight and turn left on to Texas Street (U.S. Route 460 W). Follow US Route 460 West bypass until it intersects with Union Street. Turn left on Union Street. Proceed over first set of railroad tracks. At second set of railroad tracks, bear to the left and enter Moyer Sports Complex. Complex parking is ahead on right. FROM THE HOTEL ROANOKE & CONFERENCE CENTER TO THE SALEM CIVIC CENTER Exit Hotel Roanoke and Conference Center by turning right on Shenandoah Avenue. Follow Shenandoah Avenue through Roanoke and into Salem. Shenandoah Avenue is renamed at city limits to Roanoke Boulevard. Stay on Boulevard through eastern Salem. Boulevard runs directly in front of Salem Civic Center. FROM THE HOTEL ROANOKE & CONFERENCE CENTER TO THE MOYER SPORTS COMPLEX Exit Hotel Roanoke and Conference Center by turning right on Shenandoah Avenue. Follow Shenandoah Avenue through Roanoke and into Salem. Shenandoah Avenue is renamed at city limits to Roanoke Boulevard. Stay on Boulevard through eastern Salem. Roanoke College Bast Center Gymnasium is located on the right in approximately one half mile. Merchandise Teams selected to participate in NCAA championships will have the opportunity to preorder event merchandise online for each round of competition through the official NCAA souvenir merchandiser, Event 1, Inc. Teams that advance to the finals site will receive instructions for placing merchandise orders. All orders will be shipped directly to the institution or to the individual, if requested, within three weeks of the conclusion of competition. Questions regarding the online team ordering process should be directed to Whitney Claycamp at Event 1 at Parking Each team will receive parking passes for team busses or vans. No additional parking passes will be provided. Bus and van parking is located at the rear of the Moyer Sports Complex. All vehicles with parking passes should enter through the main entrance and bear to the right to access the rear parking lot. Drug Testing The NCAA is dedicated to fair and equitable competition throughout each round of the championship and strongly supports the drug-testing program in order to safeguard the health and safety of the participating student-athletes. Student-Athlete Notification. Immediately after any established NCAA cool-down period, a member of the drug-testing crew will notify student-athletes selected for drug testing. Each student-athlete will be instructed to read and sign the Team Championship Student-Athlete Notification Form. The notification form will instruct the student-athlete to report to the testing room within 60 minutes, unless otherwise directed by the crew member. An institutional representative must be present in the drug testing venue. 15

20 Media Obligations. Each team is provided a postgame cool-down period. At the conclusion of the cool-down period, a member of the drug-testing crew will notify the student-athletes who have been selected for testing. Notification may take place in the locker room (if applicable) or on the court. If a selected student-athlete is scheduled to participate in any postgame news conference, she is required to attend the news conference first. The student-athlete will be escorted to the drug-testing area after all of her media obligations have been fulfilled. Next Day Testing. If competition begins at 10 p.m. or later (local time), both teams will be given the option to defer testing until the next morning. If a team decides to test the next morning, that determination must be confirmed by the institution no later than immediately following the contest. Once testing has begun, testing must be completed and cannot be deferred until the next morning. If deferred until the following day, the testing must begin no later than 10 a.m. (local time) at the original test site. Participating Institution s Notification. The institutional representative will be notified of drug testing no sooner than two (2) hours prior to the start of the game by the drug-testing crew chief. After the game, a member of the drugtesting crew will provide the institutional representative with the names of the selected studentathletes. Prolonged Test. If the student-athlete s team must depart the championship venue prior to a student-athlete completing drug testing, an institutional representative must remain with the student-athlete. If the student-athlete and/or institution incur additional expenses because of the delay (e.g., hotel, transportation back to campus, etc.), the institution may request reimbursement from the NCAA. Testing Process. Student-athletes are drug tested through urinalysis and must provide a specimen in view of a drugtesting collector of the same gender. The length of the collection process depends on the studentathlete s ability to provide an adequate specimen. If a student-athlete provides an adequate specimen immediately upon arriving in the drug-testing area, the entire process can be completed within 20 minutes. If the student-athlete is unable to provide an adequate specimen, she must remain in the drug-testing area until one is provided. There is no maximum allotted time for a student-athlete to provide an adequate specimen. Elite 89 Award The Elite 89 award is presented to the student-athlete with the highest cumulative grade-point average competing at the finals site for each of the NCAA s 89 championships. Each institution that has at least one student-athlete qualify for the finals site is eligible to nominate a studentathlete to win the award for that championship. All ties are broken by number of credits completed.
