1 Department Community Development Employee Association Management Association Resolution No./Established June 19, 2007 Date: Resolution No./Revision Date(s): August 5, 2008 Salary Range: $6,224 to $7,565 Position Code EEO Code FLSA Exempt/Salaried AIRPORT SERVICES MANAGER DEFINITION Under general direction, manages, supervises and coordinates the operations and maintenance of the Marina Municipal Airport; supervises assigned staff; coordinates activities with other City Departments and outside agencies; manages services and activities of the airport; participates in developing policies, procedures; participates in developing annual budget and program goals; ensures regulatory compliance; manages fiscal transactions and expenditures; provides administrative support to the Community Development Director, and performs related work as assigned. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Community Development Director. Provides supervision to assigned administrative, maintenance, seasonal and contracted staff. ESSENTIAL AND IMPORTANT DUTIES AND RESPONSIBILITIES The duties and responsibilities listed below are illustrative only and not meant to be a complete and exhaustive listing of all the duties and responsibilities of the classification. Duties may include, but are not limited to, the following: 1. Manage all services and activities of the Marina Municipal Airport, including contracted services. 2. Research, evaluate, recommend and write grant proposals and other funding requests to Federal and State agencies. 3. Manage daily activities of the airport with major emphasis on safety. 4. Inform tenants of airport, Fire Department and Federal Aviation Administration (FAA) rules, regulations, policies, safety measures and lease requirements. 5. Conduct inspections to insure compliance. Document and inform appropriate authorities of safety hazards, including hazardous waste violations. 6. Investigate and resolve tenant complaints with the objective of positive tenant-city relations. 7. Recommend eviction or lesser action where tenants refuse to comply with established rules, regulation or policies mandated in lease agreements, and coordinate activities and the management of issues with the City s property management, maintenance and marketing. 8. Prepare preliminary annual Airport Division operating budget to include capital improvements; administer the approved budget, adjusting expenditures as necessary; participate in the overall management of the airport s financial affairs.
2 Page two, Airport Services Manager 9. Plan, direct, coordinate and review the airport work plan. Meet with City staff to identify and resolve problems, assign work priorities, monitor workflow, evaluate work products and adjust work plan as needed due to weather, contractor, funding or other unforeseen delays. 10. Continuously evaluate operations, maintenance, policies and procedures and make or recommend changes for improvement to meet established goals and objectives. Implement changes as needed and in coordination with supervisor, City staff and tenants as applicable. 11. Research and recommend capital improvements; prepare justifications, grant requests and other documentation as necessary. 12. Select, train, motivate, supervise and evaluate Airport Division support staff; assign duties and responsibilities, delegate assignments; prepare work schedules, training plans; participate in conducting performance evaluations; work with employees to correct deficiencies; and participate in implementing corrective actions. 13. Participate in drafting the Airport Master Plan, coordinate with various City departments as required; review, revise and finalize the plan in consultation with supervisor. 14. Prepare and present reports as necessary and present written and oral information to City departments, committees, Boards and commissions, as necessary. 15. Maintain records of operations, leases, projects, grants and proposals, the budget, and other documents and records related to the airport. 16. Prepare and post public meeting announcements and agendas; record and/or take notes to document meeting proceedings. 17. Represent the Airport Division or Community Development Director in meetings with other City departments or outside agencies concerning matters affecting the airport. QUALIFICATIONS The following generally describes the knowledge and abilities required to enter the job and/or to be learned within a defined short period of time in order to successfully perform the assigned duties. Knowledge of: Management and administrative practices sufficient to perform duties associated with managing a municipal airport. Operational characteristics, services and activities of a municipal airport. Principals and practices of property management. Basic principles of municipal budget preparation and control. Pertinent Federal, State and local laws, codes and regulations, including ordinances, General Plans, and Master Plans, and Environmental Impact Plans. Principles of supervision, training and evaluation of subordinate employees. Planning practices and procedures common to local governments. Pertinent safety requirements associated with airport operations to include aircraft servicing, fueling, storage, taxi way, fuel trucks, tenant agreements and Fire Department regulations.

Application, modification, and interrelationships between ordinances, policies, standards, procedures, and practices associated with airport operations management. Modern computer technology and information systems. Financing trends, practices and resources related to assigned program areas. Principles and practices of drafting agreements, negotiation of contracts and supervision of contractors. Principles and practices of budget development and fiscal administration of a municipal airport. Successful leadership methods and techniques. Ability to: Make effective presentations to the City Council, commissions, community and business organizations and other stakeholders. Use sound independent judgment within general legal, policy and procedural guidelines. Prepare accurate and effective reports, policies, procedures and other written materials. Operate a motor vehicle safely. Use a personal computer, including modern programs, software and technology. Manage, direct and administer the daily operations and maintenance of a municipal airport to include the identification and resolution of problems associated with operations and maintenance. Manage and interface with airport tenants; manage and resolve a wide variety of issues and situations. Prepare and administer a budget. Develop grant and other fund proposals in accordance with Federal and State requirements. Supervise, delegate work to subordinate employees, monitor and evaluate work assignments, and model leadership abilities for staff; foster team environment. Coordinate and cooperate with other City employees. Communicate clearly and concisely, both orally and in writing. Research, investigate, report and resolve situations and issues at the lowest level possible. Be decisive and accept responsibility for work assignments. Interpret and apply Federal, State and local policies, procedures, laws and regulations, including General Plans and Airport Master Plan, ordinances, and any other related jurisdictional codes and regulations. Ensure customer services while balancing a firm stance as necessary in managing difficult situations. Coordinate and effectively manage all aspects of a complex multi-functional, multiprogram division. Develop and control operational and project budget.

Research and analyze operational and technical issues and develop appropriate recommendations for action. Administer complex program plans and associated administrative activities. Establish and maintain effective working relationship with tenants, developers, contractors, consultants, advisory bodies, city staff, residents, businesses other governmental agencies and the general public. Implement complex multi-functional projects involving a broad range of city, private and governmental agencies. Negotiate complicated transactions. Plan, organize, assign, review and evaluate the work of assigned staff. Interpret a variety of complex State, Federal and local laws and conflicting policies, procedures and regulations. Identify and implement appropriate funding resources and strategies. Serve as an effective advocate and liaison for business within the City and for external agencies. Analyze complex operational and administrative problems, evaluate alternatives and recommend or adopt effective courses of action. MINIMUM EMPLOYMENT STANDARDS Education and Experience Any combination of experience and training that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the knowledge, skills and abilities would be: EDUCATION: Bachelor s degree from an accredited college or university with major course work in Aeronautics, Aviation Business Administration, Aviation Environmental Science, or a related field; plus, EXPERIENCE: Two years of management experience in an airport environment, or in a highly responsible managerial role in a public agency, with two years experience as a supervisor. Substitutions: EDUCATION: May be substituted with a Bachelor s degree from an accredited college or university with major course work in public administration, business management or a related field, or the equivalent, plus, EXPERIENCE: Four years of increasingly responsible management experience in a public agency; with two years experience as a supervisor.
5 Page five, Airport Services Manager Licenses/Training Certificates: Possession of, or ability to obtain, an appropriate, valid California driver s license. Special Requirements Must be able/willing to work the hours and days necessary to accomplish assigned duties, including weekends and some holidays; attend evening meetings; and travel out of town as necessary to attend and/or participate in workshops, conferences, seminars, and meetings during work and non-work hours. As a condition of employment, incumbents may be required and must be able to use their personal vehicle to travel to different sites and locations to perform the job duties and, therefore, current and ongoing proof of auto insurance for business purposes is required. WORKING CONDITIONS Environmental Conditions: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions/duties of this job classification. While performing the duties of this job, the incumbent may work outside under varying weather conditions. The incumbent may occasionally be exposed to wet and/or humid conditions, toxic or caustic chemicals, mechanical and electrical hazards. The noise level in the work environment is usually quiet while in the office, or moderately loud when in the field. Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed mostly in an office setting. Some outdoor work is required. Hand to eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand, walk, use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit, climb, balance, stoop, kneel, crouch, or crawl, talk or hear, and smell, and frequently sign legal documents and/or plans. The incumbent must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus. Incumbent must maintain the necessary mental and emotional capacities required for the successful performance of the duties and responsibilities of the position.
