2 2. Format: (1) In the preliminary rounds, 4 groups on a geographic basis will be divided with 4 or 5 teams in 1 group. The 4 groups are: Hong Kong Island (Southern, Central & Western, Wan Chai and Eastern), Kowloon (Sham Shui Po, Yau Tsim Mong, Kowloon City, Wong Tai Sin and Kwun Tong), New Territories East (North, Tai Po, Sha Tin and Sai Kung) and New Territories West (Islands, Yuen Long, Tuen Mun, Tsuen Wan and Kwai Tsing). The single round robin system on a group basis will be adopted. The 2 teams that come first and second respectively in each group will be qualified for the quarter-finals. (2) There will be a fixture draw for the 8 teams that are qualified for the quarter-finals. The 4 teams that came first in their groups in the preliminary rounds will be allotted to 4 different groups respectively by drawing lots. Then each group will be allotted a team that came second in its respective group in the preliminary round by drawing lots. (To avoid placing teams that previously came first and second in the same group in a match again, a group that has already been allotted a team that came first in its respective group in the preliminary round will not be allotted another team that came second in the same group. This is done by taking away the lot for the team that came second in the same group before the remaining lots are drawn.) The fixture draw for the 8 teams that are qualified for the quarter-finals will be held after the completion of the last match in the preliminary rounds, i.e. it is expected to be held at about 3:30 pm on 15 May (Sunday) at Tai Hing. (3) A ranking playoff will be held for losers in the quarter-finals to compete for the 5th to the 8th positions. The single knock-out system will be adopted for matches from the quarter-finals to the final and the ranking playoff. (4) Matches adopting the single round robin system are played to the best of 3 sets. The winner gains 2 points and the loser gains 1 point. The team that has withdrawn from the match gains no points and will be taken as being defeated in the match by 0:2 with an individual score of 0:25 for each set. It can still participate in the remaining matches. Page 2 of 9

3 (5) Method to decide the ranking in the case of 2 teams scoring equal points under the single round robin system: a) If there are teams scoring the same total points, the one with a higher quotient derived from dividing the number of points gained in all matches by the number of points lost in all matches will be ranked higher. A = total number of points gained in all matches B = total number of points lost in all matches C = the quotient obtained A B = C b) If the quotients obtained by the teams are identical, then the team with a higher quotient derived from dividing the number of sets won in all matches by the number of sets lost in all matches will be ranked higher. X = total number of sets won in all matches Y = total number of sets lost in all matches Z = the quotient obtained X Y = Z c) If it is still not possible to decide the ranking, the following calculation methods should be adopted. i) In the case of 2 teams obtaining identical quotients, the winner will be the team that has won in the previous encounter between the 2 teams; ii) In the case of 3 or more teams obtaining identical quotients, the ranking will be decided by drawing lots. 4 (6) Matches adopting the single knock-out system are played to the best of 5 sets. The team(s) regarded as having withdrawn from a match will be disqualified from playing in the remaining match(es). The result that the team has obtained remains to be the position held by it as at the last match in which it has participated. 3. Rules: (1) All players of the participating team who are going to play in the match shall report to the Registration Counter in person by bringing along with them their valid photo-bearing identity document (e.g. Hong Kong Permanent Identity Card, Hong Kong Identity Card, Home Visit Permit/Card or passport) and a completed score sheet for verification of identity by the staff of the Organiser 30 minutes before the commencement of the normal time for the match. If players fail to produce the identity documents or their identities are not found to be matched, they will not be allowed to participate in the match. (2) If any participating team fails to turn up in full team for the match 5 minutes after the commencement of the normal time for a match, or if the uniform or equipment of team members do not meet the Organiser s requirements, the team will be regarded as having withdrawn from the match. (3) If any participating team leaves the court without notification in advance, it will be regarded as having withdrawn from the match after the referee/umpire has made a report to the Organiser. (4) Any participating team that has withdrawn or is deemed to have withdrawn from a knock-out match will be disqualified from the remaining matches in the competition. (5) The height of the net for this competition will be 2.43m for the men s division and 2.24m for the women s division. (6) Volleyballs provided by the Organiser shall be used in the competition: MIKASA MVA300. Page 4 of 9

5 (7) Each team should prepare 2 sets of jerseys in different colours (1 set in dark colour and the other set in light colour) for the competition. If the colours of the jerseys of the teams playing in a match are the same, the second team named in the schedule of play (the visiting team) shall change their jerseys or wear the numbered vests provided by the Organiser. (8) Players of the same team must wear jerseys in the same colour and of the same design and wear non-marking sports shoes except for the Libero, who must wear a jersey in a colour different from the colour of other players jerseys in the team. (9) Participants shall comply with the rules, regulations and announcements of the sports centre and the Organiser. For participants who have violated the regulations or displayed any misbehaviour which may affect the competition, the Organiser reserves the right to disqualify them and their teams from the competition and the results obtained by them/their teams will be cancelled. (10) If a participating team intends to raise objection to the results of a match, its team leader/person-in-charge may direct his/her enquiry verbally to the Duty Organiser within 30 minutes after the announcement of the results of that particular match. The Duty Organiser will refer the enquiry to the Chief Judge of the event day for follow-up actions. (11) If the complainant is not satisfied with the decision made by the Duty Organiser/the Chief Judge, the head or deputy head of the delegation may lodge an appeal in writing to the Secretariat of the 3rd HKG Organising Committee within 2 working days after the match in question. The Secretariat will issue an acknowledgement to the complainant within 2 working days after the receipt of the complaint, and follow up on the complaint with the relevant National Sports Association/unit. The results of the follow-up actions will be regarded as the final decision of the Organiser. Except in extraordinary circumstances, the Secretariat will reply to the complainant in writing within 10 working days after the receipt of the complaint, notifying him/her of the results of the follow-up actions. 6 (12) During the appeal process, all matches will be held according to the announced schedule. If the complaint is substantiated, the results obtained by the participant under complaint and his/her team in the matches will be cancelled and no points will be scored by him/her and the team. The Organiser will not arrange a re-play in respect of any match that has been completed. (13) For complaints relating to a participant s district of residence, the Organiser will request the district that a participant is representing to provide valid documentary proof of place of residence within 2 working days to prove that the participant is the resident of the respective district. Failure to provide such proof will result in disqualification. (14) Unless explicitly stated in this prospectus, all rules and regulations will follow those currently used by the Volleyball Association of Hong Kong, China and the latest international volleyball rules. (Please refer to Annex) 4. Awards and Scoring System: (1) Both the Men s and Women s Divisions offer 3 prizes to the Champion, 1st runner-up and 2nd runner-up respectively. (2) There will also be the Overall Champion, 1st and 2nd runners-up prizes for the volleyball competition. These prizes will be awarded to the top 3 districts that have accumulated the highest total points from the volleyball competition. The scoring system is set out as follows: The Champion to the 7th runner-up of each event will score 10, 8, 7, 6, 5, 4, 3, 2 points respectively, i.e. the Champion will score 10 points, the 1st runner-up will score 8 points,, and the 7th runner-up will score 2 points. The above winners must have played in all play-offs of that event in order to be awarded the points, otherwise no points will be awarded. From the 8th runner-up onwards, if they have participated in all events of a respective competition, they will score 1 point. If the participant/participating team is disqualified by the Organiser due to misconduct, no points will be awarded. The top 3 districts accumulating the Page 6 of 9

7 highest total points in the volleyball competition will be awarded the prizes for the Overall Champion, 1st and 2nd runners-up of the volleyball competition respectively. (3) Prizes for the Overall Champion, 1st runner-up and 2nd runner-up of the 3rd Hong Kong Games will also be awarded to the top 3 districts accumulating the highest total points from all the 8 sports competitions i.e. table tennis, badminton, basketball, athletics, swimming, tennis, volleyball and futsal. The scoring system is set out as follows: The Champion (e.g. the Overall Champion of the volleyball competition) of a competition will score 10 points, and the 1st to the 7th runners-up will score 8, 7, 6, 5, 4, 3, 2 points respectively. For the remaining districts from the 8th runner-up onwards, a district that has participated in the sports competition will score 1 point. The top 3 districts accumulating the highest total points from all the 8 sports competitions will be awarded the prizes for the Overall Champion, 1st runner-up and 2nd runner-up of the 3rd Hong Kong Games respectively. (4) If 2 or more districts accumulated the same points from all the sports competitions, the one that holds more first places will win; and if they hold the same number of first places, the one holding more second places will win. The same method applies until the overall positions are determined. If all the results are the same, the districts involved will be awarded the same position and presented with the same prize. (5) The District with the Greatest Participation in the 3rd Hong Kong Games prize will be awarded to the district that sends the greatest number of athletes to the 8 sports competitions. The number of athletes means the actual number of participating athletes. (Athletes who have enrolled in the HKG must have turned up for the roll call at a match in the HKG in order to be counted as an actual participant.) (6) The District with the Most Gold Medals prize will be awarded to the district that obtains the most gold medals in the separate events under the 8 sports. If the number of gold medals obtained is the same, the districts involved will be awarded the same prize. Page 7 of 9

8 (7) The District with the Best Progress prize will be awarded to the district with the greatest net score difference by deducting each district s accumulated 2nd HKG Overall Champion Points from its accumulated 3rd HKG Overall Champion Points. 5. Miscellaneous A Photo Zone will be provided at various venues of competition during the HKG period for the 3rd Hong Kong Games Dynamic Moments Photo Contest to enable entrants of the contest to take photos. 6. Referee/Umpire: The Volleyball Association of Hong Kong, China will be invited to render referee/umpire services. 7. Rescheduling: (1) If a Pre-No. 8 Special Announcement (an advance notice to the public issued by the Hong Kong Observatory when Tropical Cyclone Warning Signal No. 8 is expected within 2 hours) or Tropical Cyclone Warning Signal No. 8 or above or a Black Rainstorm Signal has been issued by the Hong Kong Observatory 2 hours before the reporting time for the first match scheduled to be held on the event day, all matches on that day will be cancelled and rescheduled. Participants will be notified of the details separately. (2) The Organiser reserves the right to change the date of competition or make any alternative arrangements in extraordinary circumstances and notify the participating teams of the details. Should any special incident happen during the competition, the referee/umpire on the spot or the Organiser will have the sole right to decide whether or not the competition should continue and the participants shall not raise any objection. (3) No application for changing the date of competition by the participating teams shall be accepted. Page 8 of 9

9 8. By-law: The Organiser reserves the right to amend the prospectus of the competition and these Notes to Participating Units in the future. 9.
