2 An Economic Impact Analysis of the U.S. Biobased Products Industry New report published, commissioned by the BioPreferred Program for the Congress of the United States of America Bioeconomy contribution of 4 million jobs and $369 billion total to the U.S. Economy from the U.S. biobased products industry in 2013; direct, indirect, induced Estimates that use of biobased products currently displaces about 300 million gallons of petroleum per year equivalent to taking 200,000 cars off the road.

4 Bioeconomy Definition The bioeconomy is defined as: The global industrial transition of sustainably utilizing renewable aquatic and terrestrial biomass resources in energy, intermediate, and final products for economic, environmental, social, and national security benefits. --From 2014 Report commissioned by USDA BioPreferred: Why Biobased? Opportunities in the Emerging Bioeconomy
5 The Challenge and The Opportunity Challenge More than 13 million barrels of fuel are required every day to fuel the U.S. transportation sector. 1 67% of petroleum consumed in the United States is in the transportation sector at a commercial value of $350 billion; only 7% of petroleum consumption is in the chemicals and products sector at a commercial value of $255 billion. 2 Potential Biomass is a leading renewable resource with the potential to provide drop-in replacements for the 11 million barrels per day of petroleum fuels consumed in 245 million existing light and heavy duty vehicles on the road and for air transportation needs (an additional 1 million barrels/day) utilizing existing infrastructure. 1 The United States could produce more than 1 billion tons of sustainable biomass resources that can provide fuel for cars, trucks, and jets; make chemicals; and produce power to supply the grid. By 2030, there is the potential to develop terrestrial biomass resources to displace 30% of current U.S. petroleum usage. 12 Basic and Applied Research and Development USDA invested $332M since 2009 to accelerate research under NIFA AFRI ranging from genomic research on biomass crops, to development of conversion processes and costs/benefit analysis. Five Regional Biomass Research Centers complement and coordinate Agriculture Research Service and Forest Service research across the country.
13 Establishment, Harvest, Storage, Transportation Risk Mitigation for Growers Through the Biomass Crop Assistance Program (BCAP), USDA has incentivized more than 800 producers on over 47,000 acres across 188 counties in 12 states to establish and produce seven different dedicated energy crops. In 2014, Farm Service Agency county offices supported BCAP contract approvals for $4.4M to deliver approximately 220,000 dry tons to 19 facilities in 10 states. USDA offers insurance coverage for farmers growing biomass crops like switch grass and camelina and we are helping identify farmland most suitable for biomass crops. Noninsured Crop Disaster Assistance Program expanded in 2014 Farm Bill for biomass crops not covered under crop insurance program.
14 Bolstering New Markets $100M to boost infrastructure for renewable fuel use, seeking to double number of higher-blend renewable fuel retail pumps. The Request for Application is available and linked on FSA Energy USDA is strengthening markets for biobased products with ~2,200 products carrying the BioPreferred label, Represents companies in over 40 countries on six continents; Apply on BioPreferred.gov 97 designated product categories representing ~14,000 products included in the mandatory U.S. Federal purchasing initiative
15 Construction and Fuel Production Helping to Power the Military Updated Rural Energy for America Program Regulation make ~$280 million available with Loan Guarantees up to $25M open year round; has partnered in building 4.2 billion gallons capacity To encourage advanced biofuel production, USDA made payments through the Advanced Biofuel Payment Program for over $286M to over 300 companies in 47 states; Applications accepted in October In 2010, USDA partnered with the DOE and Navy to speed the development of domestic, competitively-priced drop-in diesel and jet fuel substitutes, Agencies jointly committed up to $510M Three award made under Defense Production Act for $70M each, 100MMG Capacity; Farm to Fleet program announced Dec. 2013, makes biofuel part of regular bulk fuel purchase and use. Rural Development supporting efforts to build six new pioneer plants, in addition to two existing facilities through the Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program (9003); New regulation published
16 Biorefinery, Renewable Chemical, and Biobased Product Manufacturing Assistance Program (The 9003 Program) This program provides loan guarantees for up to 80% of the total eligible project costs up to $250 million. The Section 9003 Program uses a 2 phase application process. There are two application cycles each fiscal year. Applications may be submitted at any time. Letter of Intent deadlines are September 1 and March 2. Application deadlines are October 1 and April 1. Applications will be evaluated for eligibility, technical and financial feasibility and sufficient project equity. Applicants with the highest priority scoring may be invited to submit Phase 2 applications. Phase 1 Applications Include: project summary, financial statements, financial model, feasibility study, business plan, etc. Phase 2 Applications Include: technical assessment/technical report, environmental assessment, lender s analysis/credit evaluation/supporting materials, etc.
