1 MINI SOCCER RULES GUIDE 5 - A - SIDE and 7 - A - SIDE PURPOSE The purpose of Southeast Cincinnati Soccer Association, Inc. and Girls Southeast Cincinnati Soccer Association, Inc. is to: (1) instruct and train players to develop and improve their capabilities; (2) develop the principles of fair play; (3) build good character; (4) allow all players as equal an opportunity as possible to participate; (5) promote the growth of soccer; (6) encourage the development and practice of good sportsmanship; (7) provide an opportunity for the players to have fun playing the game. Five-A-Side and Seven-A-Side Mini Soccer are non-competitive games for the benefit of the players in the program. Both Associations are nonprofit and educational organizations. The Five-A-Side and Seven-A-Side programs are young player development programs. Its purpose is to permit development education of young players by reducing the size of the field and number of players. In this way, they can relate to the play and rules of the game and be involved in play. In this manner, they will have the opportunity to develop because the will the play with ball more during the game. In Mini soccer, all players are actively involved in the game, not standing at the end of a full size soccer field watching their teammates 70 to 80 yards away. Five-A-Side and Seven-A-Side is a natural progression to prepare the boys and girls to play in the Wings age group. Southeast Cincinnati Soccer Association and Girls Southeast Cincinnati Soccer Association have established Five-A-Side and Seven-A-Side for boys and girls as shown below. 3 This is a supplemental section for coaches and referees working with the Five-A-Side and Seven-A-Side age program for their convenience and ease. The official rules of soccer (FIFA) always apply in deciding disputes or protests. Regulations of Southeast Cincinnati Soccer Association, Inc. and Girls Southeast Cincinnati Soccer Association, Inc. apply in the specific situations outlined. Rules outlined in this rules guide for Five-A-Side and Seven-A-Side modify the official rules of soccer for these programs. FIVE-A-SIDE LAW 1, FIELD OF PLAY DIMENSIONS: The field of play shall be rectangular, its length being 40 yards and its breadth being 30 yards. The length in all cases must exceed the breadth. The goalie box of 6 yards by 18 yards will be marked on the field. The half way line and a center circle with a 3 yard radius will be marked on the field. LAW 2, THE BALL Size number 3 ball will be used by Five-a-Side soccer teams. LAW 3, NUMBER OF PLAYERS The maximum number of players on the field at any one time is five (5) plus one player who will be the goalkeeper. The goalkeeper must wear a uniform of a different color from both teams. SUBSTITUTION RULES In each half of play, the referee will stop the game after approximately 10 minutes of play for substitution. Play will not be stopped if it is to the advantage of either team. After stoppage of play, all players in attendance at the game will be substituted into the game. All players are required to play at least 50% of every game. PLAYER SUBSTITUTION: Substitution can be made at half time and at the 10 minute clear the bench substitution break in both the first half and the second half of the game. GOALIE SUBSTITUTION: Except for injury, substitutions for goalies will be made at the 10 minute clear the bench substitution breaks of the first and second halves and at half time of the game. The goalie must be substituted for at the 10 minute break in each half. No player is permitted to play more than 25% (one period) of the game as a goalie. Every player that plays goalie must play at least 25% of the game (on period) as a field player.
4 PLAYER PARTICIPATION: Every player must sit out at least one substitution period unless the number of players at the game is equal to or less than the number that must be on the field to bring the team up to the required number of players, i.e. 6 players on the field. If a team has less than five players (one of whom must play as a goalie), the game will be forfeited. Unless injured, all players are required to play 50% of the games. In event of injury, any player on the sideline may replace the injured player. If the injured player recovers during the playing period in which he/she was injured, the injured player may be substituted back into the game for the player that replaced him/her at a stoppage of play (with the referees permission). LAW 4, PLAYER'S EQUIPMENT All Players are Required to Wear Shin guards. Players cannot wear earrings or studs. See Laws of Soccer for additional information LAW 5, REFEREES One referee shall administer soccer games. For evaluation and training purposes, the Director of Referees, may use additional referees for the match. The referees jurisdiction begins when they enter the field and ends when they leave the game site. See Laws of Soccer for additional information LAW 6, LINESMAN LAW 7, DURATION OF GAME The length of playing time shall be two 20 minute halves. Play will be stopped at the approximate mid-point of the half (ten minutes) for substitution. Half time shall be at least five (5) minutes long.
5 LAW 8, START OF PLAY The ball will be placed in the center circle. Opponents must be at least four (4) yards from the ball at kick off. The opponents must stay at least four (4) yards away from ball until it has traveled at least its full circumference. Kickers cannot touch ball until it has been played by another player. At kickoff players of both teams are to be on their own half of the field. Teams must have at least 5 players present to start the game one of whom must be a goalie. See Rules Guide for basic principles. A goal cannot be scored directly on a kick off. A goal can be scored on a kick off if it is played or touched or played by another player before the ball enters the goal. If the ball is not touched and it enters the goal, a goal kick will be awarded. 6 LAW 11, OFFSIDE Offsides will not be called in Mini soccer. However, if a player remains in front of the opponents goal when his/her team is attacking, that player is to be called for Offsides for seeking to gain an advantage by being in that position. LAW 12, FOULS AND MISCONDUCTS All intentional fouls will result in an INDIRECT FREE KICK. Opponents must be at least six (6) yards away from the ball when it is kicked. If the ball is within six (6) yards of the goal line, defensive team players may stand on the goal line even if it is within six yards of ball. The referee will attempt to explain all rule infractions to offending player(s). Types of fouls: Kicking, tripping, jumping at, charging, striking, holding or pushing an opponent. Handling, carrying, striking or propelling the ball with hand or arm. Obstructing or playing in a manner considered by the referee to be dangerous. See Laws of Soccer for Additional Information. LAW 13, FREE KICK For Mini soccer, all Free Kicks will be classified under one heading -INDIRECT - FREE KICK. A goal may not be scored on a free kick until it has been played or touched by another player from either team. Players must stay at least six (6) yards away from all free kicks or if the ball is closer that six yards to the goal line, the players may stand on the goal line.
7 LAW 14, PENALTY KICK NO PENALTY KICKS will be awarded or taken during the game. All direct kick fouls that occur within the goalie box during the game will be taken as indirect kicks at the location of the foul. LAW 15, THROW IN LAW 16, GOAL KICK Goal kicks are to be taken on the outside edge of the goalie box on the side of the field that the ball went out of bounds. As in any free kick, all defensive players must be six (6) yards away from the ball when it is kicked. For the ball to be in play on a goal kick, it must travel at least five yards before it is played by any player. If the ball does not travel five yards, a re-kick is to be taken. See Rules Guide. LAW 17, CORNER KICK LAW 18, COMMON SENSE All players and coaches are encouraged to shake hands with opponents after each game. Parents and coaches are to encourage players to play the game to the best of their ability and not to be critical of their play. Coaches and parents are to be supportive of the referees and not to be critical of their calls.

10 SEVEN-A-SIDE LAW 1, FIELD OF PLAY DIMENSIONS: The field of play shall be rectangular, its length being 60 yards and its breadth being 40 yards. The length in all cases must exceed the breadth. The goalie box of 9 yards by 18 yards will be marked on the field. The half way line and a center circle with a 4 yard radius will be marked on the field. LAW 2, THE BALL Size number 3 ball will be used by Seven-a-Side soccer teams. LAW 3, NUMBER OF PLAYERS The maximum number of players on the field at any one time is seven (7) plus one player who will be the goalkeeper. The goalkeeper must wear a uniform of a different color from both teams. SUBSTITUTION RULES In each half of play, the referee will stop the game after approximately 12 ½ minutes of play for substitution. Play will not be stopped if it is to the advantage of either team. For example, players that are 2 or 3 steps ahead of the last defender are not in a substantial off sides position. A player that remains in his/her opponents half of the field while his/her opponent is attacking is in an Offsides position when the ball is passed too or towards him/her. The intent of the substantial Offside rule is to prevent "Cherry Picking". LAW 12, FOULS AND MISCONDUCTS All intentional fouls will result in DIRECT OR INDIRECT FREE KICK. Opponents must be at least six (6) yards away from the ball when it is kicked. If the ball is within six (6) yards of the goal line, defensive team players may stand on the goal line even if it is within six yards of ball. 14 FIVE-A-SIDE AND SEVEN-A-SIDE REGULATIONS 1. All kicks awarded the defensive team in their own goalie box are to be placed on the edge of the or in the half of the goalie box nearest where the foul occurred or the ball went out of bounds. 2. No coaches, players, parents or spectators are allowed behind the goal posts or goal lines. 3. Once the goalie touches the ball and continues to touch the ball, he/she cannot be interfered with by any other player and the offensive players cannot kick the ball she is touching. Any part of the hand (one finger) on the ball constitutes possession of the ball. 4. Each Team is limited to two active coaches on the field during the game. An active coach is one that provides coaches direction during the game from the side line. Other coaches on the team cannot coach during play. Coaches must remain in the coaches area (between top line on each goal box) [see page 26 and Bylaw 13]. 5. If the goalie carries the ball out of the goal box, it is a handball. If the goalie stands in the goal box and throws the ball and her hand breaks the plane of the goal box line, a hands ball will be called against the goalie. Goalies may take the ball to the 6 yard line before clearing it. For 5-A-Side, Goalies have unlimited number of steps before they clear the ball. For 7-A-Side, Goalies are limited to four steps before the ball is released. 6. A player cannot touch the ball a second time on corner kicks, goal kicks, kick offs, and all other free kicks until the ball has been played by another player. Penalty is an indirect free kick. 7. During tournament games, (Dribblers, Trappers, Shooter and Passers for Girls Southeast and Passers for SCSA) if the game is tied at the end of the game, the rules outlined in the Rules Guide apply. 8. Coaches and parents are to pick up all trash from the field after their game. 9. Parking is permitted only in designated parking lots. Do not park on the grass at any school. Do not park in the entry road or on the grass by the entry road at Maddux School. Additional parking is available at W. T. School in front of the main building. 10 Slide Tackling is prohibited. Indirect Free Kick at the spot of the offense. 11. Except for injury, substitutions for goalies will be made at the 10 (12 ½) minute at the clear the bench breaks during the first and second halves and at half time of the game. The goalie MUST BE substituted for at each 10 (12 ½) minute break and at the half. 12. In Dribblers/Trappers no player can play more than one period (25% of the game) as Goalie. In Shooters/Passers no player is permitted to play two consecutive twelve and one half minute periods as a goalie. 13. Each player that plays as a goalie must be played as a field player (i.e., time on the field as a player, not a goalkeeper). No player is permitted to play 100% of their required playing time as a goalie. In Shooters/Passers, If a player plays 50% of the game as a goalie, she must be played on the field for at least one other 10 (12½) minute period.
15 14. Every player at the game is to be played at least two periods (20 minutes or 25 minutes) during the game (of which at least one period must be as a field players not a goalie). 15. Every player must sit out at least one substitution period unless the number of players at the game is equal to or less than the number that must be on the field to bring the team up to the required number of players, i.e., 6/8 players on the field. If a team has 8/11 or more players at the game, no one player can play more than 3 periods. 16. No player can play three periods unless every other players plays two periods. 17. No player is permitted to play four periods until all players at the game have played in three periods.
