To enable you to prepare a proposal for this assignment, please find attached the following documents: i. Terms of Reference (attachment A); ii. UNESCO s contract template for Individual Consultants, the contracting modality used for these assignments (attachment B); iii. CV template (P-11) (Attachment C) iv. Vendor Registration Form (Attachment D) Your proposal and any supporting documents must be in English. Your written proposal should comprise: 1) A Technical Proposal (maximum of 10 pages) should consist of: a) A description of understanding for the main deliverables and milestones related to the assignment; b) Comments on the Terms of Reference, if any (in brief); c) A description of a proposed approach and methodology for undertaking the assignment; d) A work plan with a detailed time frame, including information on the number of missions estimated and duration of each mission to Jordan; e) An up-to-date curriculum vitae (according to the enclosed template P11 form, attachment C); f) Vendor Registration form (enclosed template, attachment D); g) Up-to-date security training certificates (if any) 2) A Financial Proposal: Applicant should provide a detailed financial proposal according to the following tables (table one and table two):

UNESCO Amman Office will arrange and cover all the travel cost including airline tickets, daily substance allowance and the internal transportation in Jordan according to UNESCO rules and regulations. UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in terms of the criteria in the Terms of Reference, UNESCO shall select the proposal that offers the Organisation best value for money. 2

3 NB. UNESCO will evaluate the proposed fee against its internal consultant rates taking into account a reasonable duration for the assignment as proposed by the consultant. 4 Terms of Reference Attachment A A. PROJECT INFORMATION The International Consultant shall under the overall supervision of the Head of the UNESCO Amman Office and the direct supervision of the Senior Project Officer provide technical expertise. The consultancy will be performed under the Support to Media in Jordan Project framework. UNESCO implements the EU-funded three-year project Support to Media in Jordan aiming at increased freedom, independence and professionalism for the Jordanian media. The project focuses on the media sector in Jordan as a platform for democratic dialogue and a crucial instrument to transparency and accountability in a democratic society. The project aims to address these areas following an inclusive and highly participatory approach. Its primary objective is to strengthen an enabling regulatory and institutional environment and to build the capacity for an independent, quality based media sector serving the entire population. The project is based on a holistic, two-phase approach and is implemented in close cooperation with the media community in Jordan, including state and non-state stakeholders. Based on the findings of the first phase, the second stage of the project is: Supporting the capacity of local and community radios; Strengthening journalism education and training institutions; Enriching media and information literacy at the elementary and university levels; Supporting an enabling legal environment, including alignment of the Audio-Visual Law (AVL), Press and Publication Law (PPL), and Access to Information Law (ATI) with international standards as well as the broadcast licensing system; Facilitating training on the ATI for public servants; Organizing an international study tour for capacity building in self-regulation. As a part of the support to community and local radios as well as the two universities, the Project will deliver technical support in the form of the equipment. Detailed technical specifications for 7 radio stations and 2 universities have been developed by a national consultant, but they are not final. The funding for this project is provided by the European Union (EU), within the framework of an agreement signed between UNESCO and EU. For more information on the project, please visit: B. SCOPE OF WORK Under the overall authority of the Head of UNESCO Amman Office; with direct supervision by the Chief of Finance and Administrative Platform and technical reporting to the Contracting Officer; the international consultant shall: 4

5 1) Validate the technical specifications already elaborated through 1) review of the existing technical specifications and 2) visits to the locations in Amman, Irbid, Mafraq, Zarqa, and Jerash 2) Re-write/finalize technical specifications ensuring specifications are detailed, but generic (i.e. non-biased to a certain brand); and listed in order of priority should the funds not be sufficient to cover all recommended items 3) Organize/cluster the items according to the typology of the equipment and prepare the necessary technical elements for the tender(s). additionally elaborate the specific requirements for the evaluation criteria; 4) Provide UNESCO with estimated prices of each item as per prevailing market conditions; 5) Provide expert s input into the review of bids by assessing the compliance (or lack thereof) of the received bids with set technical specifications. C. DELIVERABLES The selected consultant will endeavour to deliver the following main outputs: 1) Detailed report on all visits conducted to the 7 radio stations and 2 universities to validate 1) sites readiness and any major requirements for civic works; should the site not be ready, provide detailed recommendations on the works to be completed 2) assessment of the existing technical specifications; 2) Finalization of technical specifications in each radio station and university; 3) Prepare final grouping (clustering per category) of the equipment as appropriate; 4) Prepare the technical component of the tender accordingly; 5) May; upon UNESCO s request, participate in the Selection Committee meetings and provide technical inputs and advice in the review of bids. The time line for deliverables 1) 4) is November D. QUALIFICATIONS AND DESIRED COMPETENCIES AND SKILLS 1. Relevant academic/scientific University degree and/or documented technical competence in providing the same type of expertise; 2. Proven sound understanding and excellent knowledge of technical requirements for radio, TV and multimedia equipment, together with overall relevant professional experience in the media sector for at least eight (08) years; 3. Proven work experience in at least two (02) similar assignments; particularly in conducting procurement for turn-key solutions of multimedia, radio and TV equipment; 4. Familiarity with the UN procurement system is desirable; Other qualities/ competencies (may be subject to direct interview with the consultant): 5. Unconditional professional commitment towards results orientation of program activities; 6. Excellent communication, full fluency of written and oral English; 7. Ability to work independently or under minimum supervision; 8. Excellent computer literacy, including research skills through internet; 9. Personal commitment, efficiency and flexibility, teamwork spirit; 10. Ability to work under justified pressure on parallel issues/objective. 5
