2 Job Description Title Chief Executive Officer Reports to The Chairperson and Board of the Food Safety Authority Job Environment The Food Safety Authority of Ireland (FSAI) is a statutory, independent and science-based agency, dedicated to protecting public health and consumer interests in the area of food safety and hygiene. The overall mission of the FSAI is to take all reasonable steps to ensure that food consumed, distributed, marketed or produced in the State meets the highest standards of food safety and hygiene. The FSAI is responsible for providing advice to Ministers in relation to food safety policy and ensuring the co-ordinated and seamless delivery of food safety services to an agreed high standard by the various state agencies that work under its service contract programme. The scientific advisory function and the formulation of the evidence-base that underpins food safety policy is carried out in collaboration with the FSAI Scientific Committee. As the Focal Point for the European Food Safety Authority the FSAI manages an extensive liaison network with food safety agencies across the European Union on risk assessment and communication. The FSAI works closely with the European Commission on risk management matters as the national contact point for the Rapid Alert System for Food and Feed. Ireland as a Member State of the European Union is required to have in place a robust regulatory programme for the agri-food sector to demonstrate compliance with European regulations and ensure that food produced and marketed meets the highest standards of food safety and hygiene. The FSAI is the national body charged with responsibility for the enforcement of food safety legislation in Ireland. The agri-food industry is Ireland s largest indigenous manufacturing sector and is of critical importance to the national economy. The sector accounts for 8% of GDP and exports valued at over 9 billion in The sector provides direct employment to 150,000 people and a similar number indirectly which collectively accounts for about one sixth of the Irish labour force. The strategy for the medium-term development of the agri-food sector set out in Food Harvest 2020 firmly places it as the cornerstone of the Irish economic revival. Critical to the success of the agrifood sector is confidence and trust in the safety of Irish produced and marketed foods and the role of the FSAI as an independent state agency underpins the credibility and performance of the regulatory system. The FSAI carries out its enforcement functions through management and continued development of the service contracts with 33 official agencies that include the Department of Agriculture, Food and the Marine, the Health Services Executive, the Sea Fisheries Protection Authority, the Marine Institute, the Local Authorities and the National Standards Authority of Ireland. The aim is to ensure the effective and consistent enforcement of food law through a risk-based approach; the accountability of each official agency in enforcing food legislation through a combination of setting
3 targets in agreed service contracts, providing guidance on technical aspects of implementing official food controls; monitoring the delivery of the service contracts; analysing and reporting on data provided by official agencies; conducting audits of service delivery and ensuring that where necessary, corrective action is taken. Role The role of the Chief Executive is to drive the development and implementation of FSAI strategies and policies and to manage the staff and resources of the FSAI. It is to provide leadership and direction to the FSAI in order to protect consumers health and consumers interests and to ensure that the Irish food regulatory programme is risk-based, consistent and proportionate and complies with European regulatory standards. In fulfilling this role, he/she will also steer the FSAI to maintain a world class status. The position of Chief Executive shall be for a period of five years. Key Accountabilities Mission/Strategy and Planning Lead in the development of a vision, mission and strategic plan with the FSAI Board and in collaboration with other key stakeholders and, once adopted, lead in the promotion and implementation of strategies and plans to achieve these Advise the Board on policy formulation and strategies to achieve corporate objectives and highlight any significant long range issues for their attention Actively work with the Board, and its committees, to assist it fulfil its role and achieve key objectives Advise Ministers on technical and scientific matters related to food regulations and food safety policy Management of FSAI Develop a cohesive and effective organisation committed to consumer protection and food safety by providing oversight of all FSAI activities, managing day to day operations, and ensuring a smoothly functioning and efficient organisation Lead in the development of the FSAI Service Level Agreement with the Department of Health and agree annual work programmes and activities for the organisation and ensure their implementation and regular evaluation Ensure that the appropriate level of qualified and experienced human resources who are committed to the highest standards of service, and who are innovative, flexible and adaptive are available to enable the organisation to achieve its strategies and plans Food Safety Work Programmes Work with key stakeholders in order to achieve full/high levels of compliance with food legislation and standards Ensure the delivery of an effective and efficient food safety control programme and evaluate performance regularly
4 Promote the development of services and work programmes that are cost-effective and efficient whilst maintaining high quality level Represent the FSAI in its dealings with external bodies and undertake such negotiations with key external parties as are required from time to time Participate in and influence the development of national, European and global food safety policy and standards Public Relations and Communications Maintain an appropriate public profile and maintain good working relationships with the relevant Government Departments and agencies, with the public, professional, technical, scientific, business community and relevant groups Develop and maintain good working relations with the media Ensure appropriate communication with key stakeholders on key food safety issues, particularly so in relation to significant food safety incidents Corporate Governance Work with the FSAI Board and its committees and sub-committees, to enable the Board to fulfil its governance function Ensure that the FSAI maintains and adheres to the highest corporate governance standards in line with Code of Practice for State Bodies and meets the necessary standards of accountability, integrity and propriety Financing Ensure that available funding is appropriately allocated to ensure the organisation can best deliver on its core functions Oversee the financial activities of the FSAI including budgeting, reporting and auditing Undertake any other duties as directed by the Authority. The above accountabilities are subject to change, at the discretion of the Board, having regard to operational requirements. Job and Person Requirements The successful candidate will have a third level qualification in an appropriate technical or scientific discipline related to food safety, and/or have a post graduate qualification in this area. They should have proven leadership and senior management experience of at least 10 years in either a scientific role or in the food sector, and preferably exposure to, or experience of working in, a regulatory environment.
5 They should also have a deep understanding and relevant experience in food control and the formulation and implementation of evidence-based risk management policies, ideally with some experience gained at an international level. A proven track record in risk communication and the ability to interpret and communicate complex scientific issues to the public is essential. They must have strong people, organisational and management skills and demonstrate sound judgement, problem solving and decision making skills. They should also have excellent interpersonal, communications, influencing and negotiation skills and the drive necessary to implement the Authority s strategy. They will have a strong commitment to protecting consumer health and consumers interests and will be a highly motivated and energetic individual, ambitious to deliver on demanding strategic development targets. They will have strong leadership qualities, the ability to work successfully with and influence other key players involved in food safety across Government and the public sector and be capable of motivating staff to work to the highest standards. They will have a good understanding of international, European and Irish agri-food policy and regulatory goals and will require the skills and competencies to: develop and lead by vision and values drive and implement strategic planning influence and network effectively develop and manage services build and motivate a high-performance team communicate and manage media in a high pressure environment carry out the responsibilities of the role with drive, resilience and integrity Organisation Chart
6 Principal Conditions of Service Pay As per the current Government pay policy, the starting pay for this position will be at the minimum point of the payscale for the position (first point on scale). The salary scale for this position is as follows: 125, , , ,535 Please note the rate of remuneration may be adjusted from time to time in line with Government pay policy. Increments may be awarded annually subject to performance, subject to paragraph 2.21 (incremental progression) of the Haddington Road Agreement. Tenure The successful candidate will be offered a fixed term, 5 year contract. Unfair Dismissals Act The Unfair Dismissals Acts will not apply to the termination of this employment by reason only of the expiry of the term of the contract. Duties The Chief Executive will be required to perform any duties appropriate to the position which may be assigned from time to time. The position will be full-time and the Chief Executive may not, without the consent of the Authority in writing, engage in any other profession or business or be concerned with or interested in any other business of similar nature to, or competitive with, that carried out by the body. Location The initial place of work for the Chief Executive will be Abbey Court, Lower Abbey Street, Dublin 1. The Board reserves the right, at its discretion, to change this location to any other place within Ireland and where the post of Chief Executive is so designated, the Chief Executive will be required to transfer, without compensation, to the new location. The Organisation of Working Time Act The terms of the Organisation of Working Time Act, 1997 will apply, where appropriate, to this employment. Sick Leave Pay during properly certified sick absence, provided there is no evidence of disability for service, will apply on a pro-rata basis, in accordance with the provisions of S.I. 124 of 2014 Public Service Management (Sick Leave) Regulations and relevant circulars. Secrecy, Confidentiality and Standards of Behaviour Official Secrecy and Integrity The Chief Executive will, during the term of his/her appointment, be subject to the provisions of the Official Secrets Act, 1963 as amended by the Freedom of Information Acts, 1997 and S/he will agree not to disclose to third parties any confidential information especially that with commercial potential either during or subsequent to the period of employment in accordance with the provisions of the Act.
7 Ethics in Public Office Act The Ethics in Public Office Act 1995 and Standards in Public Office Act 2001 shall apply to this post. Superannuation Pensionable public servants (new joiners) recruited on or after 1 January 2013 will be members of the Single Public Service Pension Scheme. The Single Public Service Pension Scheme applies to all pensionable first-time entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks. In certain circumstances, e.g. where the public servant was on secondment or approved leave or remains on the same contract of employment, the 26-week rule does not apply. The legislation giving effect to the Scheme is the Public Service Pensions (Single Scheme and Other Provisions) Act For those who are not subject to the Single Public Service Pension Scheme (e.g. those transferring from another public service employment where the break in service, if any, is less than 26 weeks), the terms of the Food Safety Authority of Ireland Staff Superannuation Scheme will apply. Pension Related Deduction This appointment is subject to the pension-related deduction in accordance with the Financial Emergency Measure in the Public Interest Act, Annual Leave Annual leave is 30 days per annum plus Public Holidays. Telephone: Selection Process The Board of the Food Safety Authority of Ireland will convene a selection panel to carry out the competitive stages of the selection process to the highest standards of best practice. The approach employed may include: Shortlisting of candidates on the basis of the information contained in the application to reduce the list of candidates to a more manageable number for interview A preliminary interview which may include a written exercise or assessment A final competitive interview which may also include a presentation Any other tests of exercises that may be deemed appropriate Interview Dates The onus is on all applicants who are shortlisted for interview to ensure they are available for interview on the identified date.

Candidates must not: Knowingly or recklessly provide false information Canvass any person with or without inducements Impersonate a candidate at any stage of the process Interfere with or compromise the process in any way Where a candidate is found guilty of canvassing or in breach of any of the above then: Where he/she has not been appointed to a post, he/she will be disqualified as a candidate; or Where he/she has been appointed to a post, he/she shall forfeit that appointment Deeming of Candidature to be Withdrawn Candidates who do not attend for interview when and where required by the Food Safety Authority of Ireland, or who do not, when requested, furnish such evidence as the Food Safety Authority of Ireland require in regard to any matter relevant to their candidature, will have no further claim for consideration.
