1 Welcome Proposed view from publicly accessible elevated park Welcome to our public exhibition Thank you for attending our public exhibition to consult on our proposals to redevelop the existing Skipton House site. These proposals will transform the gateway into the London South Bank University, create new offices for local businesses, deliver new homes, improve open and green spaces around the site and provide even more cultural amenities to the area to put Elephant and Castle firmly on the map. 2 Existing site View of Skipton House from Elephant & Castle roundabout Location of site The site is bound by London Road to the South, Newington Causeway to the East, Southwark Bridge Road and Keyworth Street to the North and Ontario Street to the West. The site includes Skipton House, the South Bank University s Perry Library and the Metropolitan Support Trust hostel. The much-loved Elephant & Castle Station Bakerloo line entrance building does not form part of this application and will be retained. 3 Site context and history The building was constructed over Skipton Street, giving the building its name. As part of our proposals, this lost historic street will be re-instated. Greenwood s map of Weller s map of 1868 Map of 1896 Map LCC bomb damage map Contemporary OS map You can see there have been substantial plans for this site since the 1950s, which have all involved tall buildings to maximise sense of place plan by Graeme Shankland 1958 plan by Hubert Bennett 1956 plan by Dr Leslie Martin 1960 plan by Erno Goldfinger LCC LCC Elephant & Castle is one of London s Opportunity Areas for regeneration, supported by the London Borough of Southwark and the GLA. It has an indicative employment target of around 5,000 new jobs and a minimum of 4,000 new homes. The plan forms a key part of London s strategy to deliver the additional homes and jobs necessary to meet the demands of a growing capital. Future development
4 Our proposal London & Regional Properties are planning an iconic new cultural quarter for Elephant & Castle, which will contribute to the area s successful regeneration and include: New cultural quarter Circa 450 new homes A new accessible park Extensive Public Realm improvements including new open spaces and improvements to local cycling routes The re-instatement of an historic local street which will enhance permeability and improve pedestrian flows Office space to over 500,000 sq ft
5 Our design Proposed illustration looking north Massing Skipton House is located in one of the capital s Opportunity Areas designated for regeneration. This particular site is one of those in Elephant and Castle designated by London Borough of Southwark for increased density and tall buildings. The proposals have been developed to provide significantly more than is currently offered by Elephant and Castle and will comprise: New world-class cultural facilities and a new multi-screen arts cinema Approximately 450 new homes with excellent amenity facilities including shared roof terraces The re-establishment of Skipton Street, that was closed following redevelopment of the site in the wake of World War II bombing Tall buildings strategy The replacement of Skipton House s offices and 50% more new high class office space, for local businesses, start-ups and established employers New retail facilities A new publicly accessible elevated park that will provide views across London, complete with play areas and a restaurant/café Cross-section of proposed development
6 Celebrating culture Cross-section of proposed development To support the regeneration of Elephant & Castle Opportunity Area, these proposals will seek to breathe new life into the local community and optimise the area s cultural links. For instance: The re-instatement of Skipton Street, a lost street, which will create a new cultural link to the Theatre District of the South Benefitting and improving links with the South Bank University campus, such as the neighbouring South Bank Technopark site Circa 500 seat cultural space (music hall, conference facilities, etc) Arthouse cinema Creating new cultural links New cultural space
7 Enhanced public realm Proposed publicly accessible elevated park Proposed publicly accessible roof space Enhancing the public realm is critical in order to deliver not just local regeneration, but the benefits for local people to enjoy. In addition, public realm improvements include: For instance there will be a publicly accessible elevated park. This will provide a viewing platform offering breath-taking views, play areas for young children and a place to meet in a high-quality landscaped environment for both visitors and residents to enjoy. The re-instatement of Skipton Street, which will improve permeability and pedestrian flows Open, active and green spaces for pedestrians, residents and visitors to enjoy A new publicly accessible elevated park including rooftop amenities such as a restaurant and coffee shop for visitors to enjoy extraordinary views across the capital Improved cycling routes Improved pedestrian links between the South Bank University campus, Elephant Square and the Theatre District of the South.
8 Connectivity Proposed new street Skipton Street: a lost street which will be re-instated Skipton House, Elephant & Castle sits in a key central London location with optimum transport links across the capital. The proposed scheme will improve pedestrian links in the local area. As part of the new proposals, an historic street which was lost when Skipton House was originally built, will be reinstated. This new street will provide a new link between Elephant Square, the South Bank University campus and the Theatre District of the South. In addition to the creation of a new street, there will be improvements to: Local cycling routes Local pedestrian routes Surface-level access to Elephant & Castle s Bakerloo line station There will be an array of publicly accessible parts of the new building proposed, for cultural and community use; for instance, there will be an elevated park for public use. The building itself will also be well-connected with surrounding streets and neighbouring buildings. The development will be car free and parking will only be provided for blue badge holders. Servicing and loading bays will be located in the basement accessed from Southwark Bridge Road / Keyworth Street removing traffic from Ontario Street. The junction improvements at Elephant and Castle and the new North-South Cycle Superhighway will create a high quality cycle network around the site improving connectivity towards Holborn. The existing Cycle Superhighway 7 which links the area with the City across Southwark Bridge will be improved by creating a traffic free section along Ontario Street. The development will feature approximately 950 secure cycle parking spaces in the building for residents and employees, in addition to visitor cycle parking will be incorporated into the public realm and the cycle hire docking station will be extended.
9 Sustainability Proposed view from publicly accessible elevated park The development is being designed and developed to comply with the requirements of the London Plan and the London Borough of Southwark s sustainable targets to make the city and the Borough a greener and healthier environment for all that live, work or visit the area. The development is being assessed for its environmental performance and sustainability credentials using BREEAM (Building Research Institute Environmental Assessment Methodology). The project seeks to achieve an Excellent rating under this assessment methodology. Proposed cycle storage for 950 bicycles The following points are key components of the assessment methodology: All major construction material will be assessed to determine the embodied carbon in the construction, installation and life span of the material. The construction stage of the project will be closely monitored to reduce unnecessary transport of materials into the development. This will be completed by recording all construction vehicles to the site and determining the CO 2 emissions. The project will prevent any additional light pollution from the site by installing appropriate low energy lighting strategies CO 2 emissions associated with the development will be reduced by incorporating features such as energy efficient facades and energy efficient building services installations. It is proposed that the development will include a combined heat and power (CHP) installation. This system, while creating electricity on site, thereby diminishing demand upon the grid, and providing waste heat that will be used to provide domestic hot water and heating. The development will provide the building users with easy methods to permit recycling of materials. This will reduce the amount of waste sent to landfill. The development will incorporate water conservation facilities such water usage. All water consuming appliances and sanitary fittings will be economical and efficient. The site will benefit from an improvement in the biodiversity, when compared with the existing site. There will be an open-access public space on the roof that will incorporate features and planting that will improve the species diversity of the development.
