5 EXECUTIVE SUMMARY OVERVIEW Residential satisfaction with local wireless telecommunications service quality appears to be low. Emergency Communications capabilities appear to be strained and have significantly limited capabilities. Wi-Fi is being touted as the solve-all solution by companies across the county, but can it address some of the City s communications deficiencies and deliver on all the promises? This report was designed and prepared to address these and broader questions regarding wireless communications capacity within the City of Goodyear. Specifically, this report provides information regarding the current status of Commercial Wireless Telecommunications Facilities, Emergency Response Communications needs, and the potential benefits of Wi-Fi. WIRELESS COMMUNICATIONS: CAPABILITIES & QUALITY According to the recent Residential Telecommunications Quality & Needs Survey residents reported low satisfaction with some elements of their wireless telephone service. 39% were satisfied with Reliability / Signal of their service and less than 50% were satisfied with their provider s Proper Response to Outages. Despite these gloomy results, satisfaction in Choice of Providers was 80% among wireless customers. Wireless reception can vary widely depending on equipment on the tower, the equipment used by the customer, topography and environmental conditions, but excellent wireless coverage depends of the number, location and capacity of wireless tower facilities in a community. Of the 16 wireless telephone sites currently serving the Goodyear, most of these facilities are located outside the northeast corner of the City. Only 6 of these sites are located within the City limits. Early indications point to the perception or reality of a shorter permitting process in Maricopa County or other adjacent communities. EMERGENCY COMMUNICATIONS Emergency communications capabilities are strained and limited. The Fire Department has advanced interoperable equipment and communications capabilities as a result of a centralized metro-wide communication and dispatch system, but the Police Department is less capable with no interagency communications interoperability and voiceonly mobile communications. Both Fire and Police need inthe-field access to voice, video and data services to provide quick response and access to critical information. Access to adjacent community criminal databases is very important to public safety and City Administration support for a regional policy to improve criminal database sharing among municipalities is warranted. 6 BENEFITS OF WI-FI Wi-Fi is an inexpensive solution for mobile networking with a building or between buildings across the City, and can be utilized by all department operations. Inspectors, traffic engineers, emergency responders, law enforcement officers and all public utility workers can utilize such a network from the field. Wi-Fi can save $ hundreds of thousands in forecasted expenditures for bundled services and mobility through interdepartmental strategic planning. Benefits of expanding a City-only network to assist other public agencies appears to be very high. Interagency agreements with schools, county, and other municipal agencies for community-wide telecommunications infrastructure needs should be sought. RECOMMENDATIONS 1. Construct a Metro-wide Wireless network connecting +31 municipal buildings and other public facilities to provide a robust, redundant network for short term solutions to the City s communications needs. 3. Improve all Municipal Operations in leased spaces with migration toward plug and play equipment. 4. Implement infrastructure that compliments the use of bundled services. 5. Influence the creation & implementation of regional policy or IGA to share local crime databases. 6. Amend Tower, Zoning and Building Codes to pre-zone wireless towers and require wireless facilities to allow emergency communications equipment lease-free. 7. Create a Fire Infrastructure Impact Fee to ensure adequate emergency communications coverage outside and within all new commercial facilities. 8. Cross-train in every department to be technically functional in new hi-tech capabilities. 9. Provide free Metro-wide Wireless (Wi-Fi) in select Hotspots throughout the community. Note: Unlike wireless, a Metro-wide Fiber network would provide a long-term, robust, and redundant network, but not mobility. 2.
