3 1. MDGs vs. SDGs There are several important and fundamental differences between the MDGs and the SDGs: 1. Shift from economic growth to sustainable development as the answer to the poverty problem 2. Greater focus on the root causes of poverty, e.g.: Environmental degradation Inequalities Poor or lack of governance 3. MDGs applied to developing countries only, whereas the SDGs are global in nature and universal in application. This means that the SDGs apply to both developing and developed countries

4 Tensions within SDG Framework The is a need to balance short-term poverty alleviation against long-term poverty eradication This is a risk of policy incoherence: There are potential for goals to compete or even conflict, e.g. economic growth and consumption & production. It is a large and very broad agenda: Is it communicable? Will children understand? The number of goals remains contentious, but unlikely to change. Means of Implementation (MOI) vs. actual implementation

7 The Universality Triangle Understanding whether universality is truly achieved is a product of implementability, applicability and transformationalism; this applies both to the entire framework as well as to each individual goal. 10 Three Types of Integration 1. A systemic, holistic, systems-based approach to frameworks for sustainable development where crosscutting, horizontal themes are used over an approach based on traditional, vertical siloes. A systems-based approach reflects the true complexity of the interconnected world in which we live. 2. The balancing of the three dimensions of sustainable development (economic, social and environmental) within goals, target sets and individual targets. 3. The use of explicit interlinkages between themes to highlight and reinforce the interconnections between themes and breakdown vertical siloes.

14 Key Findings Where SDG wording and indicators are unclear, clarify ambiguous targets in domestic policy Focus on interlinked targets to amplify output on SCP and across the SDGs Higher value interlinking targets are more challenging to address but provide greater reward to policy-makers Add in the missing links to create a more integrated framework with more economic targets and those which work towards reducing inequalities Interpret potentially conflicting targets such that they complement each other Use the 10YFP to maximise output in SCP and non-scp targets Build on the EU s ambition with waste legislation in other weaker areas required for SCP (food waste, business reporting) Member States should push the SD agenda and take on responsibility where the EU cannot (education, taxation) Harness the Circular Economy proposals to implement integrated policies.

16 3. Means of Implementation (MOI) The UN Technical Support Team (TST) brief defines MOI as: the interdependent mix of financial resources, technology development and transfer, capacity building, inclusive and equitable globalization and trade, regional integration, as well as the creation of a national enabling environment required to implement the new sustainable development agenda, particularly in developing countries.

17 Challenges of MOI 1. Universality remains largely undefined despite increasing number of studies on the concept 2. While the principle is fundamental, the practice of CBDR is often hijacked and used a stick to hold developed countries hostage. 3. Finding innovative sources of financing beyond traditional overseas development aid (ODA). 4. Tech transfers remains contentious and at odds with intellectual property rights and the profit incentive. 5. Accountability is not legally-binding; so where is the enforcement? 6. Science is often overlooked in implementation.

18 Challenges of MOI (cont d) 7. There is a massive data challenge: we don t know how to measure, collect or report the information we need for report. In many cases (e.g. for SDGs and/or in countries), data simply does not currently exist. 8. There is a lack/incoherence of governance arrangements 9. Policy incoherence remains within the SDG Framework as well as in relevant policy-making spheres. 10. The concept of partnerships is vague and undefined, but used freely and loosely. 11. Despite great improvements on stakeholder engagement in post process, true participation in decision-making/shaping remains unfulfilled in all places and at all levels.

19 4. Delivering at Home At the regional, national and local levels we must now: 1. Improve governance and legislative machinery for sustainable development; 2. Model new and better processes for engaging all stakeholders in the sustainability transition, embodying the Leave No One Behind principle; 3. Create or renew regional, national & local sustainable development strategies or frameworks in the light of the SDGs 4. Review and update policies and delivery programmes in the light of the SDGs, including the application of green/circular economy principles and instruments; and 5. Deliver formal and informal education and training for sustainable development, including communication and awareness-raising.

23 Report Analysis National Better progress made when true engagement results in combine bottom-up and top-down approaches, e.g. a national SD strategy is complemented by a societal commitment. Engagement must be continuously maintained at all stages, e.g. from problem analysis through the coproduction of strategies and plans through to partnerships for implementation and monitoring. Stakeholders must be actively involved in a a regular cycle of monitoring and review of strategies and progress. It is important to ensure the input of stakeholder expertise, e.g. in data collection and statistical monitoring.

24 UKSSD UK Stakeholders for Sustainable Development (UKSSD) is an open platform that supports public, private and voluntary organisations working towards sustainable development in the UK. UKSSD s mission is to transform the UK into a sustainable society. It will achieve this by: 1. Driving ambition for sustainable development in UK government, businesses and civil society 2. Supporting organisations to deliver on and go further in the implementation of all the Sustainable Development Goals (SDGs) in the UK
