2 Context Today, each ANSP is responsible for providing surveillance information to its ATC centre(s) About 70 Tracker systems in Europe Different Tracker technologies Different levels of performance Different sets of sensors As an outcome, the Air Traffic pictures of adjacent centres are not perfectly aligned impact on the separation minima to be applied at inter-centre coordination impact on the overall Network capacity. Centralised Tracker service 2

3 Scope & purpose ETKR will create a unique ECAC wide high quality reference of the actual air traffic situation About NM from West to East and NM from North to South Up to surveillance targets simultaneously, taking into account all IFR/VFR airborne traffic and Airport traffic. Around 500 Radars and 200 Ground Stations for ADS-B and/or WAM. ETKR will provide required subsets of this Air Situation Pictures to any customer of processed surveillance information Sites or clusters of sites En-route, approach Civil and military Controller Display, Flight Plan System, Safety nets, Flow Management Units, etc. ETKR shall ensure twenty four hours per day, seven days a week operations with availability close to 100%. ETKR will provide ancillary services such as Service Quality monitoring function allowing post-analysis Operational Maintenance & Support Service Centralised Tracker service 3

5 Intended Benefits 2/2 Enabling Network capacity increase Common Air Situation Picture throughout the complete ECAC area complying with high performance standard Compliance with the Surveillance performance and Interoperability Implementing Rule (SPI-IR) Based on what is applicable in the European core area, applied throughout the complete area. Establishment of the same separation minima across the whole Domain of Interest of the Service, thanks to strengthened interoperability between En-Route areas and/or operational sectors Possibility to implement Gate-to-Gate (G2G) surveillance i.e. continuous aircraft surveillance from Airport to Airport, by improved interoperability with local surveillance systems Opportunity for new tools supporting capacity increase Centralised Tracker service 5

6 Service principle The ETKR Service will be provided by data-centres Surveillance sensor data will be provided to the ETKR data-centres By the owners of the ground sensors By alternative commercial providers of surveillance data, if available (mainly ADS-B proprietary networks) Communication Network services will be provided by PENS Latency will be tackled as part of the feasibility phase The Customers will be connected to the ETKR service through a so-called service wrapper Centralised Tracker service 6

19 Concluding remarks ETKR will meet the surveillance requirements of en-route and approach ATC, civil and military ETKR is a service that will meet high level performance, safety and security requirements ETKR will create opportunities for new actors to get access to surveillance information i.e. neighbouring countries and aircraft operators, any SWIM application making use of surveillance track data ETKR will propagate the benefits already achieved in terms of harmonisation with the deployment of commonly developed EUROCONTROL surveillance chain products ETKR will defragment the Surveillance layer and improve cost and performance efficiency of the Network Centralised Tracker service 19
