1 GONZAGA UNIVERSITY INTRAMURALS INNERTUBE WATER BASKETBALL RULES ***TEAMS MUST BE AT THE POOL GATES AND READY TO PLAY AT LEAST 5 MINUTES PRIOR TO GAME TIME*** Every player must present a valid GU ID card before each contest to be eligible to participate. No exceptions. RULE 1 THE GAME, PLAYERS, EQUIPMENT, AND PLAYING AREA GENERAL PROVISIONS 1. The Game. Games are played in the shallow end of RFC swimming pool using poolside basketball hoops that are installed on the deck of the pool. While seated in inner tubes, teams attempt to score baskets as in regular basketball. Players may advance the ball by passing, pushing, or carrying the ball while seated in inner tubes. 2. Players/Teams. The game shall be played using a 4 on 4 format. Teams may have as many as 8 players on their roster. a. In the Coed divisions, each team will have two women and two men participating. 3. Player Combination/Limits. A team may start a game with 3 players. Players not available at the start of the game may enter the game under normal substitution rules. a. In the Coed divisions, no more than 2 players of each gender are allowed to play at any time. (i.e. a team cannot play with 3 males and 1 female or vice-versa but may play with 2 males and 1 female or vice versa). 4. Supervision. The game shall be played under the supervision of one or two officials and one or two lifeguards. EQUIPMENT 1. The Ball. The official ball shall be a regulation size rubber basketball. 2. Innertubes. Tubes shall be provided by the Intramural staff. The tubes are two different colors, one color for each team. 3. Goals and Backboard. The goals and backboards shall be regulation equipment secured at a height of 5 feet from the pool deck. 4. Goggles are Encouraged. Splashing is legal under certain circumstances (see Rule 6 ). Therefore, goggles are encouraged. 1

2 5. Attire. Players may wear swimming suits or shorts and tee-shirts. Jewelry is prohibited. PLAYING AREA 1. Full Court Game. The length of playing area (from baseline to baseline) shall be the entire width of the RFC pool. 2. Width of playing area. The pool deck on the shallow end of the pool will provide one of the sideline boundaries. The other sideline boundary will be marked using the lane line dividers and will be placed at the edge of the shallow end of the pool. RULE 2 PERIODS, TIME FACTORS, AND SUBSTITUIONS THE START OF EACH PERIOD 1. Each half shall start with each team at the sides of the pool which they will be defending. Players must be in contact with the wall of the pool. The clock starts and the game begins when the official tosses the ball into the center of the playing area and blows his/her whistle. GAME TIME 1. Playing time and intermissions. Playing time shall be two ten minute halves. There shall be a two-minute intermission between periods. 2. Running clock. The clock will start when the official puts the ball in play at the beginning of each period. It will run continuously for the first nine minutes unless it is stopped for a team time-out or an official s time-out. 3. Final Minutes. During the final minute of each half (and overtime) the clock will stop for a: a) Foul b) Held ball (jump ball) c) Any other dead ball situation (ball out of bounds, injury etc) d) Time-out 4. Mercy Rule. The game will end if a team has a lead of 20 or more with five or less minutes remaining OR a 10 point lead with one minutes or less. 5. Overtime Period (Time permitting). In case of a game ending in a tie score, a two-minute overtime period shall be played. This period is an extension of the regulation game, i.e., Teams are not entitled to extra time-outs, team fouls, etc. The clock stops in the last minute of the period on all dead ball situations. 2

3 If the score remains tied at the end of this period, a sudden death period will be played and the first team to score shall be declared the winner. TIME-OUTS 1. Team Time-out. Each team is entitled to two time-outs per game. A team may only request a time-out when it is in control of the ball or during a dead ball situation. 2. Length of Time-out. A time-out requested by a player shall not exceed 45 seconds. 3. Official s Time-out. An official may declare an official s time-out for any contingency not covered by the rules, for repair or replacement of equipment, or when a player is injured. Section 4 SUBSTITUTIONS 1. Substitutions are only allowed during time-outs or between periods. a. Exception: Injury substitutions may take place at any time once acknowledged by an official. RULE 3. SCORING REGULATIONS SCORING 1. Field goals scored during the first 9 minutes of each half will be worth 2 points 2. Field goals scored during the final minute of each half will be worth 3 points 3. A fourth team foul (and each foul thereafter) will result in one point and possession of the ball for the other team. Team fouls DO NOT reset in the second half. (See Rule #7 for more detail on fouls) RULE 4 OUT OF BOUNDS, THROW-INS, AND JUMP BALLS THROW-IN ADMINISTRATION 1. The throw-in begins when the ball is at the disposal of the player entitled to the throw-in. The player has five seconds to release the ball. 2. The throw-in shall take place at a designated spot nearest a violation or from anywhere along the baseline edge of the pool after a goal is scored. 3. Defensive players must remain an arm s length distance from the tube of the player putting the ball in play and cannot splash that player. OUT OF BOUNDS 3

4 1. The ball is awarded to an opponent for a throw-in at the out-of-bounds spot. JUMP BALL ADMINISTRATION 1. A jump ball shall be called when opposing players have equal possession of the ball, when opposing players simultaneously hit the ball out-of-bounds, or when the official cannot determine team possession for any other reason. 2. In all jump ball situations the teams will alternate taking the ball out of bounds for a throw-in. 3. The official shall hand the ball to the team throwing it in at the spot nearest where the jump ball occurred. RULE 6 DEFENSE HOW TO PLAY DEFENSE 1. Players cannot use their arms/hands or feet to contact the body or tube of the opponent. i. Exception: Incidental contact will frequently occur and is not illegal unless it is deemed to have affected a player s pass/shot or impedes a player s movement. 2. Tube-to-tube contact is legal. Therefore, you may force your opponent away from the basket by paddling into your opponent. 3. Splashing an opponent who is in possession of the ball is legal. i. Exception: It is illegal to splash a player who is attempting a throw in. 4. All other normal forms of basketball defense are legal (i.e. blocked shots, steals etc) assuming no illegal contact is made. RULE 7 FOULS AND VIOLATIONS VIOLATIONS. A player shall NOT: 1. Hold the ball under water. 2. Remain in continuous control of the ball for more than five seconds. A player is considered to be in control when he/she: i. Is holding the ball in his/her hands or lap. 4

5 ii. Is pushing/tapping the ball with his/her hand along the top of the water *Note: A player cannot drop and then be the first players re-possess the ball to avoid a 5 second violation 3. As in regular basketball, over and back is a violation. Therefore a team may not pass the ball to a player that is behind the half court line once that team has crossed the half court marker. PENALTY FOR A VIOLATION: Turnover FOULS. A player shall NOT: 1. Participate in anyway while not sitting in the inner tube. If a player falls out of his/her tube, he/she cannot, intentionally touch the ball in any way. Nor can he/she interfere with or play defense against, the other team. (Therefore, a player that has fallen out of their tube must immediately re-seat themselves in the tube). 2. Grab onto or hold the side of the pool. a. However, players can push off the wall. 3. Advance the ball with his/her feet (kick) or in any manner other than by passing, pushing, or carrying the ball. a. Exception: Kicking the ball up to yourself is allowed. 4. Contact (i.e. hold, push, hit, dunk) or an opponent s body. 5. Hold, push, or tip, an opponent s inner tube (incidental contact is not considered a foul). 6. Splash an opponent during a throw-in or splash any opponent that does not have possession of the ball. 7. Corner or impede the movement of an opponent by double-teaming. PENALTY: A team foul will be assessed. a. There is no limit on player fouls. So, a player cannot foul out. b. A fourth team foul (and each foul thereafter) will result in one point and possession of the ball for the other team. Team fouls DO NOT reset in the second half. TECHNICAL FOULS. A player shall NOT: 1. Enter the pool unless by permission of an official. 5

6 2. Grasp the hoop or backboard, dunk, or attempt to dunk the ball at any time (including during warm-ups). 3. Delay the game. 4. Commit an unsportsmanlike act. 5. Participate after having been disqualified. PENALTY: Opposing team receives possession of the ball and is awarded one point. The offender will be disqualified and must leave the pool area immediately. **NOTE: Any rule and/or play interpretation not discussed in the above rules shall be covered by the National Federation of State High School Associations Basketball Rulebook. 6
