3 WHMIS Introduction: The Workplace Hazardous Materials Information System (WHMIS) applies to hazardous materials that are intended for use at workplaces. It was developed to make sure that you have the information you need to work safely with hazardous materials. The materials included in WHMIS are known as controlled products. The six (6) classes of controlled products and their hazard symbols are shown on the WHMIS Classification Guide. There are eight (8) hazard symbols that represent the hazards in the six (6) WHMIS classes. Responsibilities: Suppliers, importers and distributors must: Classify products they sell or distribute; Put supplier labels on controlled products they sell or distribute; and Develop and provide MSDS s for those controlled products. Employers must: Make sure that all controlled products at the workplace have the right WHMIS labels; Make sure that there s an up-to-date MSDS for each controlled products at the workplace, and that you have easy access to those MSDS s; and Make sure that you ve received the required WHMIS training, and that you understand it. Workers must: Use the WHMIS information to protect themselves from the hazards of the controlled products they handle at their workplace.

4 Training: WHMIS training will help you understand the information found on WHMIS labels and MSDS s. That information will help you to work safely with the controlled products at your work site. You need to know: Hazard information about the controlled products that you work with or may be exposed to; What information is on the different WHMIS labels, what that information means and how it applies to your work; The identifiers (other means of identification) that are used at your work site; Where to find the MSDS s for controlled products you use, and how to access them if they are kept on a computer; What information is on the MSDS s, what it means, and how it applies to you; Procedures for safe use, handling, storage and disposal of controlled products that you work with; and Procedures for emergencies with controlled products, including leaks and spills. Controlled Substances at our Location: Listed below are controlled substances that you might come in contact with during your normal daily work activities. This list may not be totally inclusive; if you encounter any substance that you are not familiar with or does not contain WHMIS labelling or MSDS information sheets, please contact management. - Diesel - Brake Fluid - Varsol - Windshield washer fluid - H 2 S (Hydrogen Sulphide) - Benzene - Motor Oil - Grease - Hydraulic Fluid - Oxygen - Acetylene - Antifreeze MSDS Binder: It is the employee s responsibility to locate the MSDS binder for their particular facility. Please familiarize yourself with its contents and the emergency procedures for the products that you will be using.

5 Exemptions: Some products are totally exempt from WHMIS. They are: Wood and products made of wood; Tobacco and products made of tobacco; Manufactured articles; and Dangerous goods while they are under the control of the Transportation of Dangerous Goods Regulations. Some materials are partially exempt. They are: Hazardous wastes that must be clearly identified, and you must have training in procedures for handling them safely. Other groups of products are controlled by other regulations that require hazard information to be included on their labels. They are not required to have MSDS s. They are: Explosives; Cosmetics, food and drugs Pesticides Radioactive materials Consumer products Classifications and Hazard Symbols: There are six (6) classes of controlled products and eight (8) hazard symbols. It is very important that you know the hazards associated with each symbol. Class A: Compressed Gas - explodes if heated or struck; can become a missile if punctured - contact with the liquid form causes frostbite - example compressed air, propane Class B: Flammable and Combustible Material - catches fire if exposed to a source of ignition or if sufficiently heated - direct sunlight can generate enough heat to ignite some materials - example gasoline, toluene, metallic sodium

6 Class C: Oxidizing Material - intensifies a fire - example oxygen, calcium nitrate, chlorine - note keep these materials separated from flammables and combustibles Class D: Poisonous and Infectious Material Division 1 Materials Causing Immediate and Serious Toxic Effects - fast-acting poisons with very serious effects - example carbon monoxide, hydrogen sulphide Class D: Poisonous and Infectious Material Division 2 Materials Causing Other Toxic Effects - cancer: example benzene - reproductive toxicity: example many anesthetic gases - teratogenicity and embryotoxicity: example ethyl alcohol - mutagenicity: example the medical drug diethylstilbestrol - sensitization of the skin or respiratory tract: example formaldehyde - skin or eye irritation: example methanol Class D: Poisonous and Infectious Material Division 3 Biohazardous Infectious Material - containers of microorganisms and certain products extracted from them - example AIDS virus, Legionella, Rubella virus - note: these are found only in hospitals and specialized laboratories Class E: Corrosive Material - causes irreparable damage to skin or eyes on contact - example caustic soda, hydrochloric acid, slaked lime Class F: Dangerously Reactive Material - becomes unstable or reacts with other materials to cause fires or explosions - reacts with water to give off toxic gases - example acetylene, potassium cyanide

7 Labels: Almost every controlled product at our workplace must have a WHMIS label. Note: Products labelled for Transportation of Dangerous Goods must also have a WHMIS label if they are to be used in our workplace. There are two main kinds of WHMIS labels: Supplier Labels Workplace labels There are also a few variations to each type. The variations can be used in special circumstances. All WHMIS labels have to be: Clear Easy-to-read Prominently displayed on the product container Supplier Labels - Every controlled product received at our workplace from a supplier must have a complete WHMIS supplier label - You can recognize a supplier label right away by its distinctive slash-marked border. See the example below:

8 Supplier labels have seven (7) pieces of information: 1. Product name 2. Supplier s name 3. Symbols for each of the classes the product belongs to 4. Main hazards of the product 5. Precautions that you should take 6. First aid measures 7. Reference to the MSDS for more information If a product arrives without a WHMIS supplier label, or with an incomplete one, you are not to use it. Let management know about the problem. You can return the product to the supplier, or you can store it until the correct label is obtained from the supplier. Bulk Shipments For products that are shipped in containers of more than 454 L (100 gallons), the supplier will: Send the label separately; Add the supplier label information to the MSDS; or Send the information as a separate document Small Containers (100 ml or less) If a container holds 100 ml or less, the supplier label only needs to show: The product name; A supplier identifier; Hazard symbols; and A reference to the MSDS for further information Workplace Labels These labels are applied at the workplace. They are used on: Controlled products that are made at the workplace for use there, such as solvents that are redistilled; Controlled products that are transferred from supplier s containers or from bulk storage containers to workplace containers; To replace supplier labels that have been damaged; On-site bulk storage containers if the supplier hasn t provided a supplier label. Workplace labels have only three (3) pieces of information as per the example: 1. Name of the product 2. Information on how the use the product safely 3. Reference to the MSDS for further information

9 Any form of clear identification may be used instead of a workplace label in the cases listed below. The identification could be the name of the product, a color code, a number system or any other identification that is clear and understandable. Controlled products in reaction vessels, piping systems, tankers, conveyor belts, or similar means of transportation. A controlled product transferred from supplier s container to lab containers, and used only in the lab. A controlled product in a workplace container, in the possession of the worker who filled it, and that is used during the shift when it was filled. This includes process samples, if you do your own analysis. Controlled products produced in a lab for use there only Samples for in-house analyses. WHMIS Labels Not Required There are two situations where controlled products do not need a WHMIS label. They are: Products that will be consumed immediately; and Fugitive emissions of controlled products such as a leak of ammonia from a refrigerant line. Placards In WHMIS, placard means a sign that is posted over or near a controlled product that contains all the workplace label information. Placards are used for: Controlled products that do not have containers, such as ingots of metal Controlled products that are for sale in Canada, but that do not have their supplier labels added yet Controlled products being prepared for export Controlled products that arrived at the site without the proper or complete WHMIS supplier label, and are being stored while the supplier label is being obtained

10 MATERIAL SAFETY DATA SHEETS MSDS s are more detailed than labels. They describe the product s properties, its hazards, and how to keep from being over exposed to it. The supplier is to send a MSDS with every controlled product that we purchase. The MSDS Binder is hanging on the wall in the warehouse. The MSDS Information Sheet has sixteen (16) categories of information. Please refer to the example following this section. 1. Chemical Product and Company Identification - product name - product use - manufacturer s name, address and emergency phone number - supplier s name, address and emergency phone number 2. Composition and Information on Ingredients - The MSDS does not list all ingredients in the product. It lists only the ingredients that are considered hazardous - It also lists each ingredient s: o Concentration o PIN o CAS Registry Number o Exposure Limits 3. Hazards Identification - potential health effects 4. First Aid Measures 5. Fire-fighting Measures - conditions of flammability - flash point - lower flammable limit - upper flammable limit - auto ignition temperature - fire and explosion hazards - hazardous combustion products - means of extinction 6. Accidental Release Measures 7. Handling and Storage 8. Exposure Controls/Personal Protection - engineering controls - personal protection

11 9. Physical and Chemical Properties - physical state and appearance - color and odor - boiling point - density - vapour density and pressure 10. Stability and Reactivity - corrosivity - stability - incompatible substances / conditions to avoid 11. Toxicological Information - routes of entry - acute lethality - chronic or other toxic effects 12. Ecological Information 13. Disposal Considerations 14. Transport Information - TDG classification - special provisions for Transport 15. Regulatory Information - other regulations that are relevant to the product 16. Other Information - references - glossary - name of person or group who wrote the MSDS - date of preparation of MSDS Note: the date should not be more than 3 years old. If so, it must be updated. Trade Secrets Occasionally, and only under very special circumstances, the supplier is allowed to withhold the exact chemical name of one or more of the product s ingredients, or their concentrations. Employers may be permitted to withhold the same information, or a product s name, or the identity of the supplier. In these cases, the MSDS will give: 1. the ingredient s generic name; 2. its Hazardous Materials Information Review Commission (HMIRC) Registry Number; and 3. the date when the secret was registered with the Federal Government Trade Secret Information must be provided to medical professionals if needed in an emergency situation.
