Submissions should be in accordance with the conditions and instructions outlined in these terms of reference. The potential and constraints of the building site offer a unique opportunity for architects to translate their vision of the proposed annexe building at the ICIMOD headquarters complex into a reality. The objective of the competition is to explore and adopt innovative designs, energyefficient technology, and cost-effective construction. The project shall be implemented accordingly. The term architect refers to any person who, at the time of his/her application, is registered with the Society of Nepalese Architects (SONA) in the case of Nepalese architects and with the respective registering bodies for architects from other ICIMOD member countries. Where the application is made by a team, its leader shall be the architect, and where the application is made by a firm, a full-time architect shall be 1

3 the designated leader. The qualifications of the leader/partner/director, who is an architect, only needs to be stated in the registration form. No member of the evaluating team shall take part either directly or indirectly in the competition. No member or employee of ICIMOD or any member concerned with the preparation or organizing of the competition shall be eligible to compete or assist a competitor beyond providing information which shall be made available to all competitors. Terms of reference The interested eligible Architects should submit the completed registration form (annex-1) with a written application to: Director General International Centre for Integrated Mountain Development (ICIMOD) Khumaltar, Lalitpur Kathmandu, Nepal G.P.O Box 3226 by31 May 2013, along with a non-refundable fee of Nepalese Rupees 5, for Nepalese Architects & US$ 60 for Architects from regional member countries, on all working days (Monday to Friday) from 10:00 to 17:00. The payment may be made directly to the Finance Office of ICIMOD or in the form of a demand draft payable to ICIMOD in Kathmandu, Nepal. The application should contain: the name of architect; the name of firm; address for correspondence; and membership certificate to the Society of Nepalese Architects or the respective registering bodies of other ICIMOD member countries. The entries, in the form of schematic architectural design, shall be received by ICIMOD not later than 14 June Awards There will be three awards and as follows: First Prize: NPR 300, Second Prize: NPR 200, Third Prize: NPR 100, The three finalists shall be selected by the ICIMOD management team based on the recommendation of the professionals evaluating team. The decision for the final 2

4 award will be taken by the ICIMOD Annexe Building Construction Committee. This decision shall be final and binding. The First Prize winner may be awarded the job of the design and architectural supervision of construction of the annexe building, with amendments as required by ICIMOD. Anonymity will be strictly observed at all stages of the competition by the competitors, by the evaluating professional team, by ICIMOD, and by all those concerned with the competition. Submission of Design Submission of a design implies acceptance of the conditions of the competition. Competitors are advised to retain copies of the design submitted. All drawings and accompanying documents comprising the competitions entry must bear, on the top right hand side, a 1 cm high four digit identification number of competitor s choice. No other symbol or distinguishing mark will be placed on any part of the competition entry. The design and documents shall be dispatched in a single packet. Each competitor is responsible for ensuring his/her entry against loss, damage, or nondelivery up to the time of its receipt by ICIMOD. Criteria for disqualification ICIMOD may disqualify entries for the following reasons: 1. If an entry is received after the last date and time. 2. If all conditions of the competition are not fulfilled. 3. If the competitor attempts to influence the evaluating professionals team and or disclose his/her identity. The decision of the team in the matter of disqualification shall be final and binding. ICIMOD may hold an exhibition of the entries for the three days and the time and venue for the same would be announced at a later date. The names of all competitors may be displayed at the exhibition. Drawings and concepts of the three finalists will be retained by ICIMOD as its property. ICIMOD reserves the right to make modifications to the designs and amendments to the concepts as deemed appropriate in the interest of the Centre. Time schedule Date of registration: by 31 May

5 Last date of submission of entries: 14 June 2013 Brief information about the project Background The International Centre for Integrated Mountain Development, ICIMOD, is an intergovernmental organization with eight regional member countries of the Hindu Kush Himalayas (HKH) Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal and Pakistan and based in Kathmandu, Nepal. The aim of ICIMOD is to promote sustainable development in the Hindu Kush Himalayan region (which spans the mountain areas of Afghanistan, Bangladesh, Bhutan, China, India, Myanmar, Nepal and Pakistan) through the identification, testing and exchange of mountain-relevant information and knowledge. ICIMOD is a focal point for documentation and training on a wide range of issues that the people of this mountain range face. The overall perspective of the proposed annexe building shall, therefore, depict the vernacular architecture of the region in general and shall be in harmony with the existing ICIMOD Headquarters building and complex, in particular, at the same time. Project site The proposed annexe building should reflect the cultural richness of the Hindu Kush Himalayas: a confluence of the arts, culture, and ethnicity of the region. In its architectural design and expression, it should define an identity that is in harmony with existing Headquarters complex and should also respond to practical issues related to environment, ecology, and the climate conditions of the location. The site of the proposed building complex is located within the Headquarters complex in Khumaltar, Lalitpur, Kathmandu, which shall be considered while carrying out planning and design works of the proposed annexe building. Interested competitors who intend to inspect the proposed site may visit it before giving their expression of design. The topographical survey map of the proposed site is enclosed on the following page for easy reference. The total area of the Headquarters complex is approximately 29.9 ropani (15, m 2 ). Requirements 4

6 - The preferred vertical extension of the annexe building may range from two to three stories high with the provision of a basement parking facility. It is advisable to minimize the horizontal coverage of built-up area as far as practicable and provide greater space for green landscape and car parking. - Shall stress on the innovative Architectural Development and finishes. Due stress shall be given to long-term maintenance values and replacement availability. The ultimate objective shall be in total to retain functional aspects and outlook with minimum maintenance and cost. - Since the project site lies in an earthquake-prone zone, due emphasis shall be given to this very important factor while selecting architectural elements. - The fire protection system and waste disposal system shall be given important consideration in the design. - Energy efficiency is another important factor to be considered in the overall design. - The proposed building shall be based on a modular approach with sufficient flexibility for future expansion. If the number of staff increases, there should be scope for expanding the building with the little disturbance to the original design and aesthetic. About ICIMOD ICIMOD is a mountain knowledge centre. 7 Facilities at the proposed annexe building Facilities to be incorporated in the design shall include the following: - Office work place for 50 staff - Meeting rooms -3 - Kitchenette on each floor - Restrooms on each floor - Storage space - 4 guest rooms - Lift for disabled persons - Basement car parking facility (minimum 20 vehicles) - The approximate total carpet area of the physical facilities shall be 1, m 2. Other ancillary facilities shall include the followings. - Water storage facility - Sewage disposal Scope of work The requirements for each submission are as follows. Report The report shall be a bound booklet of A4 size and shall discuss briefly the following: 1. The architect s visualization of the Project. 2. The design concept highlighting how it addresses the issues, requirements and any other points which the architect has felt relevant to the design, including innovative design and infrastructure concepts such as: a. Innovative and work-friendly environment b. Energy-efficient design c. Efficient parking d. Safety and emergency features e. Other design elements 3. Tentative costs of the project and choice of specifications for the proposed building. 4. Tentative costs for architectural services. 6

8 5. The structural system envisaged in the design the designer shall explain how the proposed structural system and/or choice of finishing materials shall result in a cost-effective and safe design. Drawings The number of drawings is to be restricted to a maximum of eight A2 sized white sheets. The master plan, however, may be of a larger size. The drawings shall contain the following: 1. Proposed site plan on a 1:400 scale This shall indicate the layout of all the existing and proposed buildings & facilities, land uses, and necessary infrastructure details and should indicate details of vehicular and pedestrian movement and parking and access to the annexe building in the complex. 2. Conceptual design drawings of annexe building on a 1:200 scale The drawings shall include plans; elevations and sections of various facilities and a bird s eye view or a perspective view of the complex. Instruction for submission The drawings and the design report should contain a four-digit identification number, as indicated in Annex 2, which should be sealed in an envelope clearly indicating the Identification Envelope number outside of the envelope as indicated in Annex 3. The completed forms from Annex 2 and Annex 3 should be sealed in a separate envelope clearly indicating the Identification Envelope number outside of the envelope as indicated in Annex 3.
