3 1.0 Introduction Middleton Court Porthcawl, Bridgend McCarthy & Stone invites practising, registered architects in the UK and the Republic of Ireland to enter an open, two-stage competition to design a new concept in retirement living for the baby boomer generation. The promoters are seeking to attract submissions from established and emerging design talent for a visionary development of privately-owned dwellings that will combine innovation with sustainability. The design should reflect the differing aspirations, lifestyles and practical requirements of this generation* as they move into later life. The aim is to design a realistic and affordable property product that will appeal to this group in terms of design, location, space, features and facilities. The winning proposal will demonstrate empathy and an understanding of the promoter s brief and the target audience. The successful candidate will need to demonstrate the vision to produce a high-quality, sustainable development, that maximises the features of the site. The competition will be in two stages, judged anonymously in the first stage. A shortlist of up to five teams will be selected and invited to develop their designs and procurement proposals for discussion with the Jury Panel at final interview. Selection at the first stage will be based upon preliminary concepts and ideas in response to the brief, and should be presented on one A1 board. Selection at the second stage will be based upon more detailed design, cost analysis and proposals for the procurement of the development. It is the intention that the winning architect will have the opportunity to develop the competition [or similar] site and take the project through to completion. *For the purposes of this competition, the baby boomer generation is defined as people currently aged between 57 to 69 years old (born between ).

4 2.0 Context and research Context In its October 2012 Building the Homes and Communities Britain Needs report, The Future Homes Commission noted that significant step changes need to occur in the way the UK approaches house building to meet the needs of the growing and changing population. These included a more consumer-orientated housing market and a greater focus on design in all new homes, to meet the needs of both the initial purchasers and make them fit for future generations. Within this context, predictions show that in the next five to ten years, the retirement property market will be focused on delivering to a more discerning and demanding consumer, due to the changing needs, behaviours and aspirations of the baby boomer generation. Experience has shown that boomers re-define markets as they pass through them. The market for retirement property will grow but it will become more tailored and fragmented. The challenge for all property developers is to satisfy the demands of a generation that will reinvent retirement. 5 Research McCarthy & Stone has invested in a significant research programme with the aim to better understand the requirements of the baby boomer group. Lantern Court Ilfracombe, Devon Here are some key findings that should be considered: They see the benefits of downsizing in order to release equity, but don t want to change or sacrifice their lifestyle. This means space to entertain, have visitors and enjoy interests and hobbies. They want hassle free living but don t want to feel like they are moving into an old people s home or institution. This means the properties can t look anything like the traditional image of a retirement property. In an ideal world the development would: Be visually interesting Be eco-friendly Incorporate landscaping in keeping with the area Include private outside space for each dwelling Have sufficient car parking for each owner plus visitor spaces Have space set aside for bicycles and other transport options Deliver a balance of community and privacy Offer some level of customisation. Consider the future needs of the inhabitants as they grow older. Environmental aims: The Scheme should include energy efficiency and sustainable design initiatives and construction techniques.

6 3.0 The site Located in the delightful country town of Bishops Waltham, this prime tree-lined 2.38 acres brownfield site is located less than 200 metres from the town centre with open countryside beyond. This piece of land is the ideal blank canvas to use to develop your design ideas for a scheme of an appropriate number, scale and type of accommodation in response to the Brief and to maximise the potential of the site. Bishops Waltham is set in the heart of the beautiful Hampshire countryside. The town has a long and distinguished history and now provides a well balanced mix of old world charm together with a dynamic business and social environment. Site visits A site visit will take place on Tuesday 27th November. To register your interest in attending, please riba.competitions@riba.org Guideline build price Given that this is a new design challenge, we can only offer a guideline cost per square foot of approximately 110 per square foot. However, designs with a lower and reasonably higher build cost will be considered. McCarthy & Stone will be looking for cost effective and high quality build solutions, where possible utilising modern methods of construction to achieve efficiencies in the construction process.

8 5.0 Competition conditions Competition promoter The McCarthy & Stone Re-imagine Ageing Competition is being promoted by McCarthy & Stone Retirement Lifestyles Ltd, Homelife House, Oxford Road, Bournemouth, Dorset, BH8 8EZ. The Competition is being managed and supported by RIBA Competitions. Competition format The competition will be organised in the following stages: Stage 1: Submission of concept designs which will be assessed anonymously. Stage 2: Up to five teams will be shortlisted and asked to further develop their stage one concepts. These teams will then present their designs to the Jury Panel at a final interview. Eligibility The competition is open to practising architects who should be registered with either the Architects Registration Board [ARB] in the UK or The Royal Institute of the Architects of Ireland [RIAI]. The following parties are excluded from participating in the Competition and may not compete or assist a Competitor in any way: Members of the Jury Panel, anyone employed by the Promoter, or any Consultant supporting the selection process as specified in the Brief; Anyone who is closely related to or has any kind of dependence, or close professional relationship to a member of the Jury Panel, Consultants specified in the Brief or the Competition Organisers. Post-competition commitment It is the intention to commission the winning architect to follow through with the construction of the design on the competition or a similar site. In the event that no scheme meets all of the requirements set out in this Competition Brief, the Promoter reserves the right not to proceed beyond the competition stage. In the event of a Jury Panel member being unable to continue to act through illness or any other cause, the Promoter in consultation with RIBA Competitions, reserves the right to appoint an alternative Panel member. 10 Questions Questions relating to the Competition Brief and Conditions should be submitted to RIBA Competitions [via before close of business on Thursday 6 December An explanatory Memorandum in response to all questions raised will be circulated to registered competitors by Friday 14 December This Memorandum will form part of the Competition Brief. Oral Questions will not be accepted. 11 Anonymity Unique Registration Number & Declaration of Authorship All Stage 1 submissions will be judged anonymously, via use of the Unique Registration Number [URN] and Declaration of Authorship form issued at the time of Registration. The URN should be prominently displayed on each element of the design submission, and in the case of the A1 design board, should be appear in the top right hand corner and be no less than 36pt font in size. Any design material that has identifying marks [including logos, text, insignia or images that could be used to identify the submission s authors] will be automatically disqualified. The submission should be accompanied by the Declaration of Authorship form, which should be duly completed with the URN entered in the box provided. The URN should also appear on the outside of the sealed envelope within which the duly completed form should be placed. These envelopes will only be opened once the Jury Panel has selected the five short-listed schemes to be invited to proceed to Stage 2 of the competition. A successful competitor must be able to satisfy the Competition organisers that the submitted design is an original piece of work [prepared for the express purposes of the competition], and that he/she is the bona fide author of the design he/she has submitted. Submission of the Declaration of Authorship form acknowledges authorship of the design ideas, and by signing it, Competitors accept all conditions pertaining to the competition and agree to abide by the decision of the Jury Panel. Disqualification Submissions shall be excluded from the competition: If received after the latest time under the Submission Method. If, in the opinion of the Jury Panel, it does not fulfil the requirements of the brief. If a Competitor shall disclose his or her identity, or improperly attempt to influence the decision. If any of the mandatory requirements of the Competition Brief and Conditions are disregarded. Stage 1 Submission requirements There are three [A] to [C] elements to the Stage 1 design submission, each of which should bear the Unique Registration Number [URN] only. Competitors should note the Anonymity requirements and submit the following: [A] One A1 lightweight board to outline the design proposal should be submitted. It is suggested the A1 board should include the following: A drawing showing the proposed arrangement of the accommodation on the site as a whole, and its relationship to the proposed external spaces, access and parking. Plans and sections at an identifiable scale, showing arrangement of the proposals in relation to the immediate external context. Drawing(s) showing the external appearance of the buildings in relation to the context. Drawings/diagrams describing proposed house types, construction methods and materials. Drawings/diagrams outlining the approach to energy efficiency, sustainability and renewable energy. A written statement of no more than 400 words describing the concept on the board. [B] The completed Declaration of Authorship form, placed in a sealed envelope marked Declaration of Authorship. [C] A CD containing: Electronic copy of the design board (PDF format) of <5Mb in size. Short-listed schemes may subsequently be uploaded to the dedicated competition web site. The 400 word statement (Word format) included on the design board. Publicity images (up to three) for use in the printed and electronic media. These should be submitted in JPEG format with low (72dpi) and high (300dpi) resolutions versions of each image. The publicity images should be representative of the design ideas proposed and be readily identifiable as such. An online gallery resource of publicity images will be uploaded to the website.

12 Architectural models will NOT be accepted, however photographs of models used to develop the proposals may be included on the design board. Stage 1 Submission method The design of each competitor is to be contained in a single package and is to be sent, carriage paid, addressed to: Re-imagine Ageing McCarthy & Stone Competition RIBA Competitions, The Studio, 5th Floor, 32 The Calls, Leeds LS2 7EW Your submission should arrive no later that 2pm [GMT] on Tuesday 29 January It will not be admissible to submit entries via . Submissions received after the stated deadline will be automatically disqualified. Entrants should note that First Class post does not necessarily guarantee next-day delivery and should plan their work and submissions schedule accordingly. Competitors requiring proof of delivery are recommended to use a signed for delivery service and should check with Royal Mail/the courier provider in the first instance. Please note that entries will not be returned and Competitors are advised to retain copies of all design material submitted. Whilst the promoter and RIBA Competitions will exercise all reasonable care, they will not be responsible for loss or damage to the submission material that may occur in transit, during exhibition, storage or packaging. Stage 2 Short-listed architects will be provided with feedback from Stage 1 and asked to develop their concept design on two A1 boards with a short written report. Architects will also be required to provide further information about their team and demonstrate that they would have the capacity and resources to deliver the project. Competitors should bear this requirement in mind from the outset. Each short-listed team will be invited to present their design ideas to the Jury Panel at a final clarification interview. Notification of result & publicity The Competition results will be published after notification has been given to all participating Competitors. Please note that any requests for feedback should be submitted to RIBA Competitions within one calendar month of a shortlist, or a result being announced. Competitors will be expected to honour a confidentiality agreement and must not release their designs for publication, or identify the name of the successful or unsuccessful designers to any third parties until after an official announcement has been made and/or anonymity lifted. The Promoter and the RIBA reserve the right to exhibit or publish any design submission entered to the Re-imagine Ageing McCarthy & Stone Competition and the result in any way or medium they consider fit for the purpose of publicity. Illustrations of any design either separately, or together with other designs, with or without explanatory text may be used without cost. Once anonymity has been lifted, authors will be credited and recognised in all associated media and publicity. Honoraria Each of the five architects invited to participate in Stage 2 of the competition will receive an honorarium payment of 2,000 [+VAT], following attendance at the clarification presentation with the Jury Panel. The winner of the competition will receive an additional payment of 3,000 [+VAT], with the winner s honorarium representing an advance on any professional fee post-competition. The Promoter undertakes to pay the Honoraria within 6 weeks of the conclusion of the competition. Invoices for payment should be submitted to RIBA Competitions. Copyright The ownership of Copyright in the work of all competitors will be in accordance with the Copyright, Designs & Patent Act 1988, that is Copyright rests with the author of the submitted design.
