1 JOB DESCRIPTION HOUSING OFFICER Responsible to: Housing Operations Manager Role of Housing Management Team The Housing Housing Management Team provide related housing services to tenants including void management, repairs, allocations, lettings and arrears collection. In addition they provide tenant related services in respect of complaints and anti social behaviour and contribute to performance reporting and policy development. Overall Responsibilities Contribute to the overall housing management (including supporting the repairs service) of AHP to meet its aim of providing affordable housing for rent in Aberdeenshire and a supportive and effective housing management service to our tenants, also developing new affordable homes for rent in Aberdeenshire Assignment & Review of Work The majority of the work is generated and supervised by the Housing Operations Manager. The Housing Officer takes responsibility for the preparation of the majority of tasks, including performance statistics and passes them to the Housing Operations Manager for review and comment, as appropriate. This is monitored by informal meetings, passing completed work for review. Formal review is carried out, e.g. signing off work, and supervision meetings. The Housing Management Team also holds monthly meetings to discuss workload, and progress made on outstanding housing issues or support matters. Essential Job Functions As a member of the Housing Management Team to contribute to the Groups objective of providing high quality, affordable housing and property management services. To provide a professional and caring, customer focused and cost effective service to tenants. To keep abreast of current legislation and circulars relating to Housing Management e.g. Best Value principles, Scottish Social Housing Charter To carry out all duties of the post in accordance with good practice and allrelevant policies and procedures including the Equal & Diversity Policy.and Health & Safety Policy KEY TASKS

2 HOUSING MANAGEMENT Allocations Adherence to good customer service principles in accordance with the Groups policies and procedures in the areas of: Being responsible for the comprehensive management and control of void properties by allocating properties in accordance with the Groups policy, ensuring that voids are kept to a minimum level at all times, taking into account performance targets, and where applicable, liaising with outside agencies to achieve this. Liasing closely with Local Authority (Aberdeenshire Council) to ensure that nomination requests including homeless applicants are dealt with promptly in accordance with agreed procedures Processing applications from new applicants, internal transfers and mutual exchanges Carrying out follow up tenancy support after signup - settling in visits and routine visits Providing general advice and assistance to applicants regarding their housing options. Revenue Control/Rent Arrears Controlling and monitoring all cases where tenants fail to pay revenue due to the Group; to include agreeing affordable repayment arrangements and ensuring that these are adhered to in accordance with the Groups performance targets relating to rent arrears. Visiting or conducting office interviews with tenants where appropriate to assist with and inform them of the Groups procedure on debt recovery. Where appropriate, providing advice and assistance to tenants on income maximisation by referring them to external agencies to ensure take up of welfare benefits, debt counselling, etc. Liaising with Local Authority (Aberdeenshire Council) to ensure tenants receive their full entitlement to Housing Benefit and to minimise Housing Benefit overpayments. Issuing Notices of Proceedings and in conjunction with the Income Management Officer and Housing Operations Manager, in relation to legal proceedings, including preparation of court case work. Estate Management/Anti-Social Behaviour Promoting safe, peaceful and pleasing environments for all our tenants to live in by: Carrying out frequent estate management visits and having regular contact with tenants to ensure that the Group is achieving its performance standards in relation to services provided to individual schemes. Ensuring that tenants adhere to their tenancy agreements and that where this is not the case, ensuring that prompt, appropriate action is taken to resolve the problem e.g. anti-social behaviour. Dealing sensitively with cases of racial harassment and ensuring that all reported cases are recorded separately and acted upon promptly.

3 Where appropriate, liaising with external agencies (Police, Social Work, Community Wardens) to address common issues regarding individual schemes e.g. community safety. Community Focus Promoting inclusion among tenants and other residents in our developments and building stronger communities through a combination of innovation and partnership approaches with other agencies and organisations, by: Providing advice and guidance to tenants groups/panels etc. on all matters concerning their development and facilitating a partnership approach with other agencies where applicable. Participating in Wider Role activities and Community Regeneration strategies, e.g. Joint Futures, Community Care, Supporting People, as required. Repairs & Maintenance Providing tenants with a high standard of repairs service and ensuring compliance with performance standards and good practice, by: Providing general advice and assistance to tenants in relation to repairs Where appropriate, inspecting repairs in tenants homes and ensuring works orders are raised, liaising with the Asset Management Team Where appropriate, instructing estate repairs Policy Development In conjunction with the Housing Operations Manager, assisting with the review of existing policies and procedures and influencing the development of new policies and strategies to improve service to tenants Other Responsibilities Take responsibility for Health & Safety as it affects the role of the Housing Officer and work towards developing a culture of health & safety in the organisation. Adopting a flexible approach to team working to ensure a consistent quality, seamless service for tenants and external colleagues. Ensuring that electronic records and software databases in relation to arrears recovery are updated and accurate at all times. The maintenance of a good working relationship between the various teams across the organisation by team meetings and other communication methods To provide performance information (as delegated by Housing Operations Manager) for presentation to the Governing Body and Joint Housing Services Committee This description is a general statement of required primary duties and responsibilities performed on a regular and continuous basis. CIH Housing Certificate or equivalent standard qualification Housing Qualification (or willing to work towards) Experience in policy work Good working knowledge of Housing Benefit Experience of mediation and negotiation skills Able to prioritise workload and work under pressure Know when to seek help to resolve a problem.
