1 ORGANISATION OF EASTERN CARIBBEAN STATES VACANCY FINANCIAL CONTROLLER The Organisation of Eastern Caribbean States (OECS) is inviting applications from suitably qualified Nationals from its Member States to fill the position of Financial Controller, based at the OECS Secretariat in Saint Lucia. KEY DUTIES Under the direction of the Head, Corporate Services Division, the Financial Controller will: (i) Manage and control the expenditure of the Organisation (including its Units and Overseas Missions) consistent with the Secretariat s objectives and financial regulations; (ii) Manage revenues and cash flows of the Organisation; (iii) Maintain and manage a centralized system of financial accounting and internal controls for the Organisation, and ensure the preparation of financial reports, analyses and recommendations; (iv) Monitor financial performance against budgets of the Secretariat, its Units and Overseas Missions, and make recommendations for the more efficient and costeffective functioning of the Organisation; (v) Advise Management on negotiations with respect to the financing arrangements for projects executed by the Secretariat (including its Units and Overseas Missions), and develop and implement policies and procedures to meet the requirements of donor agencies as well as the financial procedures of the Organisation; (vi) Prepare the Organisation s annual budget for presentation to the OECS Authority; (vii) Present the annual budget to the budget committee, and implement recommendations of the budget committee; (viii) Prepare the Organisation s core and consolidated annual financial statements; (ix) Establish and monitor procedures for the effective management and control of purchases by the Secretariat, its Units and Overseas Missions; (x) Arrange and prepare for internal and external financial audits of the Organisation (including Overseas Missions and Units); (xi) Manage the operation of the Secretariat s bank accounts and investments, including superannuation funds; (xii) Give effective and consistent supervision to the accounting staff, paying particular attention to their professional development, motivation and team spirit; (xiii) Evaluate the performance of all accounting staff in conjunction with the respective Heads of Units where relevant;

2 (xiv) Carry out such other related duties as may be assigned or required from time to time. QUALIFICATIONS AND EXPERIENCE The ideal candidate should meet the following criteria: ACCA or equivalent professional accounting qualification, or an MBA in finance; At least five years financial management experience; Sound knowledge of IT applications for accounting and financial analyses. TERMS OF APPOINTMENT The position is on the permanent establishment of the Organisation. Remuneration shall be on the Organisation s P4 salary range and will be exempt from income taxes. In addition to basic salary, the post attracts housing and vehicle allowances. During the term of the contract, the successful candidate will be eligible for membership in the Organisation s Pension Scheme as well as its non-contributory Group Health and Life Insurance Scheme. Reasonable location expenses will be reimbursed where applicable. 3 ORGANISATION OF EASTERN CARIBBEAN STATES VACANCY ASSISTANT FINANCIAL CONTROLLER The Organisation of Eastern Caribbean States (OECS) is inviting applications from suitably qualified Nationals from its Member States to fill the position of Assistant Financial Controller, based at the OECS Secretariat in Saint Lucia. KEY DUTIES Under the direction of the Financial Controller, the Assistant Financial Controller will: (i) Prepare monthly statements to Member States to facilitate the timely payment of contributions; (ii) Maintain an up-to-date fixed assets register of the Organisation s assets and inventories, and ensure that fixed asset purchases and material service contracts are in keeping with the Secretariat s financial regulations; (iii) Assist with the compilation and preparation of the Organisation s annual budget; (iv) Prepare monthly management accounts on budgeted vs actual expenditure of the Organisation s key expense categories, and other reports and analyses as required; (v) Review journal entries and postings of the accounting staff; (vi) Review preparation of payroll and other submissions (NIS, health insurance, pension obligations), and related postings into the accounting software; (vii) Review cheque payment requisitions and supporting documentation for accuracy and compliance with financial regulations; (viii) Code expenditure for data entry into the accounting software; (ix) Check monthly bank reconciliations and monitor cash flow; (x) Assist with arrangements and preparation for the internal and external financial audits of the Secretariat, its Units and Overseas Missions; (xi) Manage arrangements for overseas travel, including the timely and accurate retirement of advances; (xii) Supervise and evaluate the performance of junior staff within the Accounts Department; (xiii) Carry out such other related duties as may be assigned or required from time to time. QUALIFICATIONS AND EXPERIENCE The ideal candidate should meet the following criteria: ACCA or equivalent professional accounting qualification; At least two years financial management experience; Knowledge of IT applications for accounting and financial analyses.

4 TERMS OF APPOINTMENT The position is on the permanent establishment of the Organisation. Remuneration shall be on the Organisation s P3 salary range and will be exempt from income taxes. In addition to basic salary, the post attracts housing and vehicle allowances. During the term of the contract, the successful candidate will be eligible for membership in the Organisation s Pension Scheme as well as its non-contributory Group Health and Life Insurance Scheme. Reasonable location expenses will be reimbursed where applicable. 5 ORGANISATION OF EASTERN CARIBBEAN STATES VACANCY ACCOUNTING ASSISTANT The Organisation of Eastern Caribbean States (OECS) is inviting applications from suitably qualified Nationals from its Member States to fill the position of Accounting Assistant, based at the OECS Secretariat in Saint Lucia. KEY DUTIES Under the direction of the Assistant Financial Controller, the Accounting Assistant will be required to: (i) Prepare payments and payment vouchers, travel advance calculations, and purchase orders. (ii) Prepare monthly and quarterly reports on project accounts. (iii) Enter disbursements and receipts for project accounts into Peachtree. (iv) Conduct weekly checks on ECCB balances. (v) Prepare monthly bank reconciliation statements of all project accounts. (vi) Maintain accounts payables for project-funded contracts. (vii) Maintain filing system for documentation support, travel retirements, and internal and external reports. (viii) Dispatch per diem and cheques. (ix) Assist with audit preparation. (x) Provide other administrative support to the accounting department. (xi) Carry out such other duties as may be assigned by the Assistant Financial Controller from time to time. QUALIFICATIONS AND EXPERIENCE The ideal candidate should meet the following criteria: Be the holder of the CAT or equivalent accounting technician s qualification; Have at least two years accounting experience; Have knowledge of IT applications for accounting. TERMS OF APPOINTMENT The position is on the permanent establishment of the Organisation. Remuneration shall be on the Organisation s S6 salary range and will be exempt from income taxes.

7 ORGANISATION OF EASTERN CARIBBEAN STATES VACANCY STAFF ACCOUNTANT (Environment and Sustainable Development Unit) The Organisation of Eastern Caribbean States (OECS) is inviting applications from suitably qualified Nationals from its Member States to fill the position of Staff Accountant within the Environment and Sustainable Development Unit of the OECS Secretariat in Saint Lucia. KEY DUTIES Under the direction of the Financial Controller and the Head of the Environment and Sustainable Development Unit, the Staff Accountant will be required to: (i) Develop a thorough understanding of the accounting and financial reporting sections of the operational manuals associated with the Project to which he/she is assigned. (ii) Participate in the operational and financial planning of the Project and prepare compatible work plans for the delivery of financial services. (iii) Ensure timely payment of expenses, ensuring that all requests for payment are duly authorized and that requisitions and supporting documents are accurate and adequate. (iv) Monitor bank balances and prepare monthly bank reconciliations. (v) Review cash flow to ensure that funds are available for project activities. (vi) Prepare monthly reconciliations of telephone and major supplier statements, and maintain up to date receivables and payables accounts for all staff and suppliers in Peachtree. (vii) Review weekly entries of payments, receipts and other journal entries posted in Peachtree by the Accounting Assistant. (viii) Maintain a fixed assets register. (ix) Supervise the preparation of the monthly payroll and ensure that all provisions and related submissions are made. (x) Review travel advance calculations and postings and ensure timely retirement of travel advances. (xi) Prepare and enter adjusting general journals into Peachtree. (xii) Monitor expenditure against approved budget lines and advise the Head of Unit of any significant variances. (xiii) Prepare reports and analyses as per donor agreements and management requests, in accordance with the Secretariat s and donor regulations. (xiv) Assist the Head of Unit with the preparation of the annual budget. (xv) Prepare annual financial statements and facilitate internal and external audits as required.

8 (xvi) Supervise the maintenance of a filing system for the financial records and other project-related documents. (xvii) Supervise and evaluate the performance of the Accounting Assistant. (xviii) Carry out such other related duties as may be assigned by the Head of Unit or the Financial Controller from time to time. QUALIFICATIONS AND EXPERIENCE The ideal candidate should meet the following criteria: ACCA Level II or equivalent professional accounting qualification; At least three years accounting experience at a supervisory level; Knowledge of IT applications for accounting and financial analyses.
