1 JOB DESCRIPTION OUTLINE Job Title: Responsible to: Deputy Project Manager Head of Major Projects Hours per week: A minimum of 36 hours per week to meet the requirements of the post. Main Purpose of the Role 1. A frontline role has become available, which will allow the job holder to have the opportunity to develop further their existing project management skills, whilst working closely with a senior project manager in a hands-on environment. 2. The successful candidate will share the responsibility for the delivery and management of a number of new build and refurbishment projects totalling over 16M assuming responsibility or day-to-day project management and ensuring that all phases are completed on time and within budget. 3. In addition, you will be required to assist in the preparation and submission of the detailed capital applications to funding bodies for new-build and refurbishment programmes and to work as directed with other College consultants and advisors in respect of the above, including planning authorities, inspectors and other regulatory representatives. Principle Accountabilities 1. To be accountable for ensuring all allocated project plans, risk plans and project documentation and files are accurate and up to date; 2. To manage and provide support in liaising with contractors for tenders, work orders and evaluation of effective day to day contract delivery; 3. To provide information and data analysis to ensure project budget and finances are run in accordance with College policy, procedures and Financial Regulations; 4. To prepare reports for Corporation Committees and Executive Team, as required. 5. Work with relevant College departments and or/cdmc to ensure the College meets all relevant regulation and legislation, especially health and safety relating to or affecting refurbishment projects and existing estate. 6. To manage and oversee the work of contractors to ensure that work is undertaken to specification and timescale and is co-ordinated effectively where several contractors are involved and to know when to escalate problems/issues to the Project Manager; 7. To ensure that up-to-date and technically accurate site plans, specifications and diagrams are in place to ensure that: The needs of the Emergency Services are satisfied; Specifications for work are accurate; College resources are used efficiently and effectively.

To support and deliver the policies and procedures for site security, site safety, evacuation arrangements and access for Emergency Services etc in conjunction with the Health and Safety Manager and Emergency Services representatives; 9. To engage in professional development and networking to ensure that professional and strategic contributions are up-to-date; General 1. Lead, promote and support the development of the College s Equality and Diversity policies, procedures and practices as they relate to students/staff. 2. Develop effective contact, liaison and working relationships with colleagues in the College and other bodies as appropriate. 3. Support the development of the learning organisation and facilitate cultural change. 4. To engage in professional development and networking to ensure that professional and strategic contributions are up-to-date. 5. Complying with the College Health and Safety Policy and all relevant health and safety requirements. 6. Participating actively in the performance management scheme, agreeing objectives, attending reviews and undertaking staff development as required 7. 3 Training Identified for the Post 1. PRINCE 2 As the College is a multi-campus site, flexibility and willingness to work across all sites is required. This job description reflects the post, as at January 2014 but may be amended from time to time following consultation with the post holder. 4 PERSONAL SPECIFICATION: () Experience and Knowledge Qualifications Skills Essential 1. Previous experience in a similar role in a medium to large organisation. 2. Able to demonstrate understanding or experience of project management, in both new builds and refurbishments. 3. Knowledge or experience of up to date building techniques. 4. Experience of managing day to day project activity 5. Ability to manage conflicting priorities across multiple projects and tasks 1. Have achieved or are working towards an appropriate building or property qualification. 2. A degree or equivalent qualification in Building Management or Facilities Management. 3. Evidence of Continuous Professional Development. 4. Proven ability to work with MS Project and other MS Office packages. 1. Self starter and able to take control and work independently 2. Ability to think strategically and develop practical plans 3. Ability to plan and prioritise projects/ workload. 4. Ability to deal with multiple tasks/projects and to coordinate these effectively in order to meet deadlines. 5. Excellent communication and interpersonal skills with the ability to build and maintain relations at all levels. 6. Able to demonstrate well developed report writing, presentation, negotiation and persuasion skills. Desirable 1. Up to date knowledge of British and European Building and Health and Safety legislation. 2. Ability to demonstrate understanding or experience of setting, managing and achieving budgets. 3. Ability to demonstrate a track record of project management 4. Ability to demonstrate understanding or experience of negotiating and costing large scale projects to ensure value for money. 5. Ideally experience of working in the Public or Education Sector. 6. Experience of working across a number of sites. 7. Knowledge of BREEAM 1. Chartered Surveyor experience. 2. Member of the RICS or similar. 3. Experience of or a PRINCE2 Practitioner 1. Ability to interpret budgets and financial information. 2. Ability to analyse and interpret complex data and to use it to form effective decisions that further the needs of the organisation
