MEETING JANUARY 8, 2014 DATE: SUMMARY RECOMMENDATION: That the City Council receives and files this report and provide direction to staff. BACKGROUND: On September 25, 2013 an expert presented several available technologies for electric vehicle charging stations to the City Council. Staff provided a detailed study of the plug-in electric vehicles (PEV) and charging stations. After deliberation and discussion the Council directed staff to provide additional information preferably form the perspective of a government organization. Ms. Patricia Kwon, Air Quality Specialist with the South Coast Air Quality Management District (AQMD), accepted the invitation and will provide detailed AGENDA ITEM NO. 3
2 information on Plug-in EV charging infrastructure, partnership opportunities, awards and grants, and pros and cons of available technologies. DISCUSSION: Every day, more and more plug-in electric vehicles (PEVs) can be spotted on the roads of Southern California. High gasoline prices, state zero emission vehicle programs, federal fuel economy and vehicle emissions standards, improved battery technology, and concerns over climate change and energy security have created a growing market for PEVs. An electric car uses clean, affordable, domestic electricity for some or all of its energy. An all-electric vehicle (EV) stores all its energy in batteries. Plug-in hybrids (PHEV) store some energy in batteries, and have a gas engine to extend range. Conventional hybrids have batteries, but all their energy comes from gasoline. They cannot plug in to cleaner, cheaper, domestic power. Electric cars are very reliable. No oil changes, no tune ups. EVs have 10 times fewer moving parts than a gasoline powered car. There's no engine, transmission, spark plugs, valves, fuel tank, tailpipe, distributor, starter, clutch, muffler or catalytic converter. Electric Vehicle Supply Equipment (EVSE) Not to be confused with chargers, this term refers to any off-board equipment used to supply charging energy to the vehicle. EVSE can take the form of a cord, a station mounted to a wall, pedestal or pole, and even the different outlets and plugs that make up the circuit. This equipment should prevent energizing of the charge plug until it is seated in a vehicle port. It should monitor for safety hazards. It communicates to the vehicle the amount of current that can be provided by the circuit and gets information about area ventilation requirements. A charger converts AC supply power to DC and uses it to charge the vehicle batteries. Many modern electric cars have their own on-board charger. This can be its own discrete unit, or the electronics can be integrated into the drivetrain or another component. Chargers can also exist off the vehicle, as in the case of DC quick chargers. Refueling Options Because electricity is readily accessible from the grid and because it is more costeffective to charge over a period of hours rather than minutes, most PEV drivers 2
3 who live in single-family homes find it ideal to charge slowly overnight and incorporate the process into their daily routine. Access to charging at work, while shopping, and in other environments outside the home helps keep PEV batteries topped off, which will minimize range anxiety with BEVs and maximize electric miles driven with PHEVs. Cities can provide guidance for sitting, operations and maintenance of public chargers. Changes to zoning and building codes, streamlining the permitting and inspection process and managing access to charging through signage, parking and pricing policies can help facilitate EVSE installation. It must be noted that in accordance with the AB 475, non-pevs cannot park in PEV designated parking spaces. US Charging Standards Around 1998 the California Air Resources Board classified levels of charging power that have been codified in title 13 of the California Code of Regulations, the U.S National Electrical Code section 625 and SAE International standards. Three standards were developed, termed Level 1, Level 2, and Level 3 charging. Level Level 1 Level 2 Specifications AC energy to the vehicle's on-board charger; from the most common U.S. grounded household receptacle, commonly referred to as a 120 volt outlet. AC energy to the vehicle's on-board charger; volt, single phase. The maximum current specified is 32 amps (continuous) with a branch circuit breaker rated at 40 amps. Level 3 DC energy from an off-board charger; there is no minimum energy requirement but the maximum current specified is 400 amps and 240 kw continuous power supplied. More recently the term "Level 3" has also been used by the SAE J Standard Committee for a possible future higher-power AC fast charging standard. To distinguish from Level 3 DC fast charging, this would-be standard is written as "Level 3 AC". SAE has not yet approved standards for either AC or DC Level 3 charging. DC Quick Charger is an off-board charger that connects directly to a vehicle's highvoltage battery bus. It allows for high power transfer and can charge a battery to 80% or so in minutes instead of hours. Quick charging should be done according to 1 A Society of Automotive Engineers (SAE) standard that covers AC Level 1 and 2 and DC Level 1 and 2 charging. J 1772 is the standard for AC charging in the United States. The latest revision was published in October of
4 vehicle manufacturers specifications, as this charge method can be damaging to the battery if done too often. As of June 2012, some electric cars provide charging options that do not fit within the older California "Level 1, 2, and 3 charging" standard, with its top charging rate of 40 Amps. For example, the Tesla Roadster may be charged at a rate up to 70 Amps (16.8 kw) with a wall-mounted charger. Registered PEVs and Charging Stations in Proximity of Calabasas According to a report prepared by the UCLA Luskin Center for Innovation titled Southern California PEV Readiness Atlas, as of 2012, a total of 136 PEVs were registered within the jurisdiction of the Las Virgenes-Malibu Council of Governments. The number of registered PEVs is expected to grow to 836 by 2015 and 8,595 by The following chart shows the charging stations within 10 miles of Calabasas. The closest electric vehicle charging station to Calabasas is at the Kaiser Permanent: 5.5 mi Kaiser Permanente - Woodland Hills De Soto Ave. Woodland Hills, CA mi Saturn of Thousand Oaks Thousand Oaks Blvd., Thousand Oaks, CA Funding Opportunity thru AB 2766 Subvention Funds On September 6, 2013, the Mobile Source Air Pollution Reduction Review Committee (MSRC) approved the 2013 Edition of the Local Government Match Program, a Clean Transportation Funding opportunity available exclusively to cities and counties within the South Coast Air Quality Management District (SCAQMD). The Local Government Match Program (Match Program) offers to co-fund clean air projects implemented by cities and counties utilizing their AB 2766 Subvention Funds. The MSRC, using its Discretionary Funds, will contribute a funding match towards a qualifying project. The MSRC has allocated $11.0 million in Clean Transportation Funding for the 2013 Edition of the Match Program. The primary goal of the Match Program is to assist local governments in leveraging their AB2766 Subvention Funds to implement timely, effective air pollution reduction projects, such as establishing EV charging stations. The Match Program is not a competition in the traditional sense. Funding will be distributed on a firstcome, first-served basis to applicants that satisfy project requirements as specified in the funding guidelines. The deadline to submit applications for this round of funding is February 28,
5 Private partnership could also be worked out through companies such as Charge Point America, in order to facilitate the administration and maintenance of charging stations, however initial investment shall be provided by the City, either thru AB2766 or other sources. FISCAL IMPACT/SOURCE OF FUNDING: There is no fiscal impact associated with this informational report. REQUESTED ACTION: That the City Council approves installation of one (1) electric vehicle charging station to be included with the Senior Center Project utilizing AB939 funds and to apply for private/public partnership grants through AQMD (Air Quality Management District) or other funding sources, to install said charging stations for private corporations and industrial property owners.
