2 Electric mobility for a sustainable future Electric vehicles are clean, quiet and economical. Promoting electric transport improves the air quality in and around Rotterdam, reduces CO 2 emissions and noise pollution and maintains Rotterdam s accessibility. This is good for the quality of life in the city and the health of its inhabitants. An electric vehicle not only contributes to a cleaner environment, but its owner also benefits from tax incentives and low operating costs. The City of Rotterdam itself is also becoming increasingly electrically mobile. Additional benefits from the government The Dutch government is promoting electric mobility by offering reduced tax rates for electric and semi-electric vehicles.
3 Support and acceleration through Rotterdam Electric programme With its Rotterdam Electric programme, the City of Rotterdam is creating the right conditions to provide the best possible support for the market development of electric mobility and to accelerate this development, for instance, by providing sufficient electric charging stations in a network throughout Rotterdam. We are also offering owners of electric vehicles an attractive scheme for electric charging stations. The scheme Innovative projects and vehicle fleets actively focuses on promoting innovation and collaborating with various other municipalities, users and the corporate world. This makes the most of electric transport as an economical opportunity. Furthermore, Rotterdam is also playing an active role in various projects, discussions and partnerships on both a national and European level. Rotterdam thus presents and obtains knowledge. The Rotterdam Electric programme is being financed by the Rotterdam approach to air quality. The projects are an integral component of the Rotterdam Programme on Sustainability and Climate Change. The European Union is also contributing financially to a number of projects.
4 Attractive scheme for electric charging stations The public charging stations installed by the City of Rotterdam on the streets and in car parks are part of a national network of charging stations and can be used by anyone with an electric vehicle. By 2014, Rotterdam aims to have provided a total of 1000 charging stations. Private charging station The City of Rotterdam has an attractive scheme aimed at providing a larger number of charging stations within the city. Companies, organizations and owners of an electric vehicle parked on private property (such as a driveway or garage) can apply for a grant towards the purchase of the equipment for an electric charging station, up to a maximum of 1000 per station. If green energy is used to charge the vehicle, the municipality will reimburse the energy costs for the first year that the charging station is in use, up to a total of 450. Public charging station Owners of an electric vehicle who can not park on their own property, can apply to the City of Rotterdam to have a public charging station provided. The municipality will install this charging station in a car park or on the street in the applicant s vicinity. If this charging station is placed in a paid parking zone, the applicant will receive the cost of the parking permit for the first year, up to a maximum of 678. In car parks too Many Rotterdam parking garages are equipped with electric charging stations and these stations are also set to be installed in new Rotterdam car parks. In order to encourage project developers and real estate owners to further increase the number of charging stations available, the City of Rotterdam has put together the manual EV stations in car parks. This manual can be downloaded via the website (Dutch language). You can submit an application for a public charging station or for a grant for a private charging station at
5 Promoting electric transport in vehicle fleets Promoting electric mobility makes the city healthier, cleaner and economically stronger. Rotterdam is therefore very committed to supporting extraordinary and innovative model projects initiated by individuals, the business community and the municipality itself. As such, the RET has an E-busz, uses electric refuse trucks and offered the Greenwheels scheme which allows people to drive electric vehicles. The programme focuses on making vehicle fleets electric. Rotterdam does this in a proactive and decisive way. Promising initiatives are embraced and included as pilot schemes in the Rotterdam Electric programme. The municipality works to facilitates, encourage and provides financial support where needed. These pilot schemes are monitored in order to determine which projects are able to be successfully pursued. Tests Electric Mobility In Rotterdam, 75 electric and plugin hybrid vehicles, both commercial and private, were tested to determine how these vehicles perform in a professional environment. The test was the largest of its kind in the Netherlands and was carried out by a consortium made up of network manager Stedin, energy company Eneco and the City of Rotterdam. The everyday practicality of electric mobility was central to the tests. This led to the collection of knowledge in relation to the use of electrical vehicles and charging stations, safety, energy consumption, the effect on the electricity network and the impact on the environment. 6 Electric scooter factory in Rotterdam In the Electric Scooter Factory (ESFA) Rotterdam, QWIC electric scooters are produced by people who are displaced from the labour market. This is a work practice that combines sustainability with a social programme and job creation. Investing in sustainable production and mobility go hand in hand here with socially responsible business practices. The QWIC factory is located on the RDM campus, which is home to many innovations. QWIC scooters can also be found in the Rotterdam vehicle fleet. More information can be found at: Greenwheels: 25 electric vehicles and charging infrastructure Greenwheels offered its 20,000 carsharing customers the opportunity to drive electric vehicles. The objective of the experiment was to test electric vehicles in a car-sharing system and to provide a large number of people with the chance to experience electric mobility in an accessible way. The test has now been completed. Electric refuse truck: rubbish is fuel A small, completely electric refuse truck drives through Rotterdam, powered by energy generated from rubbish. The refuse truck was built by Spijkstaal and collects rubbish from businesses in the city centre. This waste is incinerated to generate electricity, which is subsequently used as fuel for the electric truck. The vehicle is made of recyclable steel and runs on vegetable hydraulic oil. An HGV licence is not required because the maximum permitted speed is 32 km/h. Furthermore, Rotterdam is also home to two large plug-in hybrid rubbish trucks made by Volvo. These are deployed in the regular services and work just as well as their diesel versions. Transport company RET offers emission-free travel with the e-busz The RET is running the e-busz on line 44 between the Zuidplein and Centraal Station stops. The aim of the trial in Rotterdam is to test and increase the range of electric mobility in different situations. The operational reliability, the possibilities for use in regular services and the user experiences are also important goals of this trial. The electric range (up to 4 hours of driving) of the e-busz is made possible thanks to two specifically integrated
7 wheel hub motors that are much more efficient than diesel or hybrid engines. Smart GPS technology is used to determine in advance where the bus will need to operate electrically for long stretches. The test has now been completed. Visit for more information. Electric rickshaws by Flex Vervoer Flex is a close-knit transport system of electrically powered rickshaws. Residents and visitors in Overschie can make use of the electrically driven vehicles. They are also used on certain routes in Rotterdam where public transport is temporarily unavailable or out of use for a prolonged period of time. The eye-catching vehicles therefore complement the existing public transport network in Rotterdam. Many of the drivers are long-term unemployed and are gaining work experience in the rickshaws so that they can move on to a permanent job. Following the pilot scheme in Overschie, this form of sustainable transport is already being used in other places, such as for special events, in other areas of the city and for SS Rotterdam. More information can be found at: Municipal vehicle fleet The City of Rotterdam has more than 100 electric vehicles driving about in its own fleet. This includes segways, electric scooters, private cars, delivery vans and hybrid trucks. By gaining experience and setting a good example, we are working together with companies, residents and visitors to Rotterdam towards creating a green, clean, healthy and economically strong city. In 2014, electric or hybrid vehicles will have to account for 25 percent of the municipal vehicle fleet. Less traffic and cleaner air with the Inner City Service By arranging for smaller orders to be delivered to a central distribution point on the outskirts of the city, retailers in the centre of Rotterdam can have their goods delivered by an electric van or a vehicle powered by natural gas. The result of this is that large lorries no longer need to drive into the city centre, and air pollution is therefore reduced. Combining deliveries in this way and working with small vehicles means that the Inner City Service leads to reduced freight traffic and therefore increased accessibility in the city centre. More information can be found at: Electric Heineken truck in city centre Heineken has recently started driving a fully electric truck in Rotterdam city centre. The 19,000-kilogram truck is the largest electric truck in Europe, with a payload of 9,000 kilograms and a range of over 120 miles. This makes the vehicle perfect for hotel and catering distribution right at the heart of the city.
8 Come for a test drive at The New Driving Electric Vehicle Centre The HNR Electric Vehicle Centre in Rotterdam is the first site in the Netherlands to offer everything in the field of electric transport. Companies and interested parties can come here to shop around, go for a test drive and to experience electric mobility. The centre provides independent information about grants, charging stations, insurance and leasing. 9 Collaboration The transition to sustainable mobility and electric transport is a question of intensive collaboration between numerous parties and requires strong managerial and administrative partnerships and lobbying. This also applies to laws and regulations at a European and national level. For this purpose, Rotterdam participates in various committees in order to represent the best interests of the city. An intensive partnership has been initiated with the cities of Amsterdam, The Hague and Utrecht, which includes collaboration on both a strategic (lobbying higher authorities and the corporate sector) and technical level (such as agreeing on tendering requirements for charging infrastructure). Rotterdam national focus area Rotterdam is a member of the Taskforce Formula E-team and is one of the focus areas aimed at promoting electric mobility. The Taskforce Formula E-Team was founded to successfully initiate the roll-out of electric transport in the focus areas and other promising market sectors. More information can be found at:
10 European partnership Rotterdam is an active partner in several European networks and projects. Hybrid User Forum: subproject of the European RTD project Hybrid Commercial Vehicles (HCV), managed by lorry and bus manufacturers. The forum focuses on public transport buses and (city distribution) lorries and is referred to as a knowledge exchange between manufacturers, users and customers. Clean Fleets: a project coordinated by ICLEI, with a total of 75% of the costs being subsidised by the European Commission. This project will support local and regional authorities in Europe in successfully implementing the Clean Vehicle Directive EC 2009/33. TIDE (Transport Innovation Deployment for Europe): coordinated by Polis. Rotterdam has been asked to act as cluster leading city in the field of e-mobility in Europe. The roll-out of the charging infrastructure and the application of hybrid and electric technology in heavy transport are the focus points for Rotterdam. In the first quarter of 2012, a pilot project was launched for European monitoring in six pioneering regions, including Rotterdam. FREVUE is a large-scale European project that will work with wellknown companies over the coming years to intensively test heavy electrical vehicles for inner city transport. Other European cities involved in the project include London, Oslo, Madrid and Milan. Ultimately, 127 vehicles will be put on the road for testing across Europe, these vehicles being both lorries and delivery vans. In the Netherlands, Rotterdam will work together with Amsterdam and companies such as Heineken, TNT Express, UPS and Inner City Service. TNO is researching the practical aspects of the project. LIFE+ is a project developed by the European Commission which focuses on the installation of charging infrastructure (rapid chargers and standard charging stations) and the exchange of related knowledge via stakeholder platforms. Rotterdam is taking part in this project, alongside the ANWB, Utrecht and the metropolitan region of Amsterdam. HyER (formerly HyRaMP) was initiated by the European Commission and focuses on regional developments and applications of hydrogen-powered and battery-operated electric vehicles.
