1 HEALTH SERVICE EXECUTIVE Job Specification SOP R4 Job Title and Grade Investigation Support Manager (Grade VIII or equivalent - Secondment arrangement) Working in the Investigations Section of the National Human Resources Investigations Unit Location of Post National Human Resources Investigations Unit & Learning Laboratory, Ardee, Co. Louth. Flexibility is required Competition Reference HR 05/2016. (*Full application form to include written competency examples) Interview Date It is proposed to hold interviews in September 2016 Reporting Relationship Details of the Service General Manager, Human Resources National Investigation Unit Human Resources in the Health Service Executive is responsible for the development and implementation of people management strategies, policies and practices appropriate for a large scale public health sector professional organisation that actively contributes to the delivery of patient-centred services; provides a positive work environment for staff; maximises the return on investment in human resources; and leads to the development of a modern highperforming workforce. Priority 6.6 Establish a unified National Investigation Unit that provides a timely and efficient response and uses learning outcomes to continuously improve performance Priority Increase the number of trained investigators to support the work of the National Investigations Unit and develop their skills and competencies. Purpose of the Post To develop a support process for all Human Resources Investigators Develop a case load management system for Human Resources Investigations 1

2 Ensure National Human Resources investigation guidelines and templates are used, and adhered too, in each Human Resources Investigation Make real contribution to excellence in service delivery in line with the Health Services People Strategy Leaders in People Services Liaise closely with internal and external stakeholders to ensure best practice in Human Resources Investigations To introduce an appropriate Governance Model in relation to HSE Human Resources investigations Principal Duties and Responsibilities Liaise and provide support to Human Resource Investigators during all stages of the investigations process Assignment of Investigators, Case Managers and other relevant staff to Human Resources Investigations De-briefing Investigation Teams after each Human Resources Investigation To ensure adherence to a standardised approach in how the Health Service Executive National Human Resources Division conduct their investigations aligned to the People Strategy Leaders in People Services. Create a model of support for all stakeholders involved in Human Resources Investigations and continuously improve through learning outcomes Implement and develop a Human Resources National Investigations Unit Learning Laboratory Develop Continuous Professional Development sessions for Human Resources Workplace Investigators To continually improve how Human Resources investigations are conducted Implement reviews and best practice to improve and develop the services. Ensure a lean model principle to Human Resources National Investigations Implementing learning outcomes after each Human Resources Investigation Implement a structured process for dealing with Legal queries, arising out of Human Resources Investigations, and liasing with the HSE Office of Legal Services and HSE External Legal Partners 2

3 Hold Case Management conferences on a weekly basis Ensure compliance with HSE responsibilities for reporting complaints Ensure learning is delivered and achieved in the context of both internal and external reports To work with Senior Line Management in ensuring issues from investigations are discussed and form part of the People Strategy Leaders in People Services Implement training for all managers as a result of learning outcomes from Listening Sessions, Human Resources Investigations and other internal and external investigations Develop a training model training for all investigators and implement an accreditation system Develop a training model for all line managers regarding the handling of Human Resources complaints Continuous Development of the HSE Advocacy committee and ensure improvement and learning outputs, from the committee, are implemented Development of a Strategic Learning and Improvement Plan Development of a Strategic Business Plan together with Annual and Monthly Reports Develop and implement the Human Resources Investigation on-line system Essential Qualifications and Experience and Knowledge Candidates must meet the following criteria on the closing date: Good standard of general education Human Resources (or alternative) Qualification and Have significant experience in conducting Human Resource investigations work Applicants who do not meet in full the eligibility criteria set out above on the closing date will be deemed ineligible and their application will not be processed for this competition. Essential Skills or Competencies Planning and managing resources Evaluating information and judging situations Implementing change which has improved Human Resources investigations Competition Specific Selection process Short listing may be carried out on the basis of information supplied in your application form. 5 HEALTH SERVICES EXECUTIVE Terms and Conditions of Employment Investigation Support Manager Human Resources National Investigations Unit Leadership, Education and Talent Development Tenure The appointment is on a secondment basis Internal HSE Recruitment (HSE HR Circular 019/2006): Successful applicants (through promotion or otherwise) will be required to commence their new post no later than 6 weeks from date of offer. Appointment as an employee of the Health Service Executive is governed by the Health Act 2004 and the Public Service Management (Recruitment and Appointment) Act Remuneration Your existing terms and conditions will apply to this post. Any application for salary in excess of your existing salary will not be considered. Working Week The standard working week applying to the post is: 37 hours Annual Leave As per your current terms and conditions Superannuation As per your current terms and conditions Health Character Training A candidate for and any person holding the office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service. Each candidate for and any person holding the office must be of good character. In this regard the HSE encourages and supports staff to seek opportunities for their own development. In addition the HSE provides education and training opportunities for staff on a regional basis. The HSE s Education/Training Guidelines sets out the range of support available for staff undertaking further education. Such records and information are strictly confidential and, unless acting on the instructions of an authorised officer, on no account must information concerning staff, patients or other health service business be divulged or discussed except in the performance of normal duty. In addition, records must never be left in such a manner that 5

6 unauthorised persons can obtain access to them and must be left in safe custody when no longer required. Please note the following General Conditions: Employee must attend fire lectures and drills periodically and must observe fire orders. All accidents within the department must be reported immediately in line with the Safety, Health and Welfare at Work Act, 1989, and all staff must comply with all safety regulations. In line with the Public Health (Tobacco) Acts 2002 & 2004, smoking within buildings of the Health Service Executive is not permitted. The Health Service Executive is not responsible for the loss or theft of personal belongings. Protection of Persons Reporting Child Abuse Act 1998 This post is one of those designated in accordance with Section 2 of the Protection of Persons Reporting Child Abuse Act, You will remain a designated officer for the duration of your appointment in this post or for the duration of your appointment to such other post as is included in the categories specified in the Ministerial Direction. Such officer will on receiving a report of child abuse formally notify the Principal Social Worker in the community care area in which the child is living. An information pack containing more specific details will be issued on appointment to the post. The reform programme outlined for the Health Services may impact on this role and as structures change the job description may be reviewed.
