Godkännande av föredragningslistan ENVI_OJ(2015)0330_1v01-00 Föredragningslistan godkändes i den form som framgår av detta protokoll. 4. Meddelanden från ordföranden Ordföranden meddelade följande: Extra sammanträde i Strasbourg: Måndagen den 27 april kl för omröstning om ett brådskande yttrande och för en diskussion med kommissionsledamot Arias Cañete om genomförandet av kommissionens arbetsprogram för 2015 och prioriteringarna för 2016 vad gäller klimatförändringar. Eventuella svårigheter i ENVI-sekretariatets arbete den 2 12 april: Till följd av asbestsaneringsarbeten i byggnaden där sekretariaten sitter måste de lämna byggnaden den 2 12 april. Man kan därför förvänta sig vissa förseningar i svaren från sekretariatet jämfört med normala förhållanden samt vissa svårigheter att nå sekretariatet. Tolkning: 31 mars 2015 (förmiddag): Tolkning tillgänglig på 21 språk (ej ET och MT). 31 mars 2015 (eftermiddag): Tolkning tillgänglig på 22 språk (ej ET). Webbsändning: Sammanträdeshandlingarna fanns som vanligt att tillgå i elektroniskt format via applikationen för e-sammanträden och sammanträdet skulle sändas via webb-tv. 5. Justering av protokollet från sammanträdet den 17 december 2014 PV PE v01-00 Protokollet justerades. 6. ADOPTION OF DRAFT AGENDA The draft agenda was adopted in the form shown in these minutes. 2. POSSIBLE CHANGE OF TITLE OF WORKSHOP ON "ORGAN HARVESTING IN CHINA" Coordinators decided to ask the Policy Department to seek formal confirmation from the Chinese Embassy of their participation in the workshop if China is not mentioned in the title of the workshop. Should that be confirmed, ENVI coordinators would agree to the change of title. 3. CHAIR'S ANNOUNCEMENTS 3.1 Main issues discussed at the CCC Exchange of views with Mr Timmermans The Chair reported on the main elements of the exchange of views, notably the idea of an impact assessment before the final adoption of the legislation and the positive reaction to the EP request for a register of delegated acts. 3.2 ECI "Stop Vivisection" PV\ doc 11/20 PE v01-00

12 The European Citizens' Initiative (ECI) 'Stop Vivisection' was formally submitted to the European Commission on 3 March In accordance with Rule 211 (1), the Chair of the CCC recommended to the President that the AGRI Committee be given the responsibility for organising the hearing. ENVI, ITRE and PETI will be associated. This recommendation has been agreed by the President. The hearing on the ECI 'Stop Vivisection' will take place on 11 May 2015, in the afternoon, in room 4Q Appointment of Executive Director of ECDC At its meeting of 26 March, the ECDC Management Board did not succeed in nominating a candidate with the necessary 2/3 majority. Accordingly, the hearing of the newly nominated Executive Director of ECDC scheduled for 13 April pm. also has to be postponed. Pending a restart of the appointment procedure the current Director, Mr. Sprenger, will remain in office until 30 April and an Acting Director will then be nominated. 3.4 Vice-Chair responsible for EMAS Following a meeting between the Chair and the Vice-Chairs, Mr Javor will be the Vice-Chair responsible for EMAS for the first half of the term. 3.5 Unused interpretation A first case of evident unused interpretation has occurred. Coordinators were asked to make Members aware of the costs involved; as first measure the Chair will instruct the secretariat, in case of late cancellation of interpretation or no show up, to inform Members by mail of the costs entailed. 4. DECISIONS RELATED TO LEGISLATIVE MATTERS 5.1 Placing on the market of food from animal clones - legal basis Coordinators heard an intervention from the Legal Service as regards the legal aspects of the cloning proposals. 5.2 Delegated acts - tacit extension/revocation of delegation of powers Coordinators approved the following approach as regards the expiration and tacit extension of the power to adopt delegated acts: The Secretariat informs all ENVI Members, via the biweekly DIAs newsletter, about upcoming expiration/tacit extensions of the PV\ doc 15/20 PE v01-00

16 power to adopt delegated acts and about the related reports drawn up the Commission. The newsletter sets an internal deadline for opposition to the extension. The procedure that must be followed when a Member wishes to oppose an extension is similar to the procedure for the objection to a delegated act, RPS measure or implementing measure: in principle the Chair decides on the appropriate procedure and informs the Coordinators thereof. In the event of no concerns raised by the Coordinators within a specified deadline (usually one week), the procedure is deemed agreed. 5.3 Possible study on the restriction of use of certain antimicrobials Coordinators decided to request to Policy Department a compilation of existing studies on the subject, to be made available before the deadline for amendments to the draft report. 6. DECISIONS RELATED TO NON LEGISLATIVE MATTERS 6.1 Cooperation with ITRE Committee on climate/energy issues Coordinators decided: - to ask ITRE to clarify on what specific issues of the ENVI INI they would claim joint or exclusive competence; - to request the application of Rule 54 with exclusive competence on climate and decarbonisation on the ITRE INI report on the Energy Union Communication. 6.2 ENVI Committee missions in the second semester Delegation visits Coordinators decided to undertake the following visits to Agencies in the second semester 2015: ECHA and EFSA (possible dates : July, September, 3-6 November).
