2 8/3/15 CEO/Technical Director Report OYSA Office Staff I am sad to announce that Bob Bigney will be leaving OYSA on August 10, Over the past year bob has had a tremendous impact on OYSA and our membership. Bob will be returning to elementary teaching in Albuquerque, NM. I will spend the next few months evaluating the current needs of OYSA to determine our future staffing needs. I don t anticipate hiring anyone until at least January1, Timbers There are no items to report. USYS Annual General Meeting Steve Meckel and I attended the 2015 USYS AGM in Tulsa July The meeting included a presentation from US Soccer on the recently approved Player Development Initiatives. This is a summary of how those initiatives will be implemented within OYSA: Move from School Year to Calendar Year simply remove the "U" what was U8 will now be 8 years old, what was U12 will now be 12 years old, etc. This also does not mean the separation of older teams. It is permissible for players to 'play up' for example, for a U15 team comprised of school year players with birth dates to 7/31/02, the players with birth dates 1/1/02 to 7/31/02 may still play with the players 8/01/01 to 12/31/01 all that has happened is that they will now be the younger players on the team instead of the older players on the team. As we move forward, clubs/teams will have the option to cycle these 'blended' calendar year teams out and progress to a more homogenized calendar year team. Or keep as is. In saying that, we should always to looking to challenge our better players by playing them in an environment that challenges them physically, technically, tactically and socially. That often was 'playing up'.. nothing has really changed in that regard Field Size The sizes listed are in an ideal world and all effort should be made to comply. These are based on taking an existing 11v11 field with the

3 dimensions of 112x75 and subdividing accordingly to maximize spacing of SSG. If your 11v11 field IS NOT 112x75, simply divide according to the size you have. All members are encouraged to comply with the 112x75 field size as quickly as possible, but sometimes logistics (turf fields with lines built in, available field space, money to purchase more land, etc.) prevent that # of Players Already using the correct numbers GK Already in the correct format Playing Times No issues in moving to this format Break Times No issues in moving to this format Ball Size No issues in moving to this format Goal Size As with field size, the sizes listed are in an ideal world and all attempts should be made to comply. However, it maybe that funding does not allow you to proceed within the required time frame. In this case, when you do purchase new goals out through wear and tear or movement in to compliance, cycle the old goals out at that time Offside No issues in moving to this format August 2017 Mandate The key is that all teams will be have transitioned into the calendar year and # of players by this date. In an ideal world, all components of the summary page on page 9 of the Player Development Initiatives document will be in effect however, as outlined above, US Soccer understands field size and goal size may still see some variance due to external factors. In this case, everyone will still be in compliance 80 90%..., which is drastically better than where we are at now. In these cases, clubs and teams should still proceed to the appropriate field and goal sizes as quickly as possible after the mandate date. This is key, as all members should expect a date in the near future when these will not be acceptable by US Soccer. It is likely that US Youth Soccer will start the initiatives in Fall Recreational vs. Competitive Players At this time, US Soccer expect both groups to move towards the new standards A presentation that outlines the initatives is included.

5 Registration/Leagues/Tournaments Report August 10, 2015 Registration Registration for teams, players and coaches has been our primary load this past month. With all of the clubs coming back together the work has been focused on getting the teams set for entry into leagues. Players/Coaches The below numbers were billed last month. This month s billing will be done next week due to the focus on getting teams into the leagues. Brian will need to confirm teams in Affinity.

6 Director of Education Board Report August, 2015 Submitted by Bob Bigney As this will be my last report to the Board of Directors, it will be somewhat brief (I m not good with good- byes!) I have mostly been working with John Madding to coordinate details concerning on- going events. Many clinics and a few courses are scheduled in August and John has picked up the responsibilities on making sure those are handled. Most of the scheduled events have been assigned instructors and I am communicating with the people who have registered to provide updates and details. There are many details to complete in delivering these coach development events and I appreciate John s efforts in taking on these extra duties. As I mentioned in my previous note to the Board, it was a very difficult decision to leave the OYSA. It has been a wonderful year and I have enjoyed the work that the OYSA is doing throughout Oregon. The OYSA has a very professional and dedicated staff, whom I have enjoyed working with during the past year. Upcoming Events: Throughout August many coach clinics around the Portland Metro area, at Providence Park, in Estacada, in Dallas, in Hillsboro, in Gold Beach & in Brookings (unfortunately, I won t be able to attend those last two!) US Soccer E License Course August in Portland. NSCAA Level 2 Diploma Course August in St. Helens. US Soccer D License Course August in Portland. NSCAA Level 3 Diploma Course August 28 & 30 in Portland.

7 Member Services Report August 10, 2015 Club Development There are no club applications for membership pending at this time. Staff has been contacted by several individuals inquiring about club membership and affiliation, but there are no active applications at this time. All previous OYSA member clubs that missed the deadline for renewing their membership have registered as affiliates. We currently have 73 member clubs and 16 affiliates. Risk Management There are no risk management issues pending at this time. Grievance and Discipline There is one disciplinary issue pending at this time. OYSA will hold a hearing on 8/12/15 to consider a charge of referee abuse that came from an incident at the Eugene Timbers Adidas Cup. The hearing will be held at the OYSA office. Leagues and Tournaments Registration for the fall Timbers and Thorns leagues has closed, as has registration for the fall development league. Seeding for the Timbers leagues will be completed 8/7/15. Scheduling begins Sunday, 8/9/15. League play will begin 9/12. Premier divisions will play a 14 game schedule that should be completed by 11/15. Non-premier divisions will play a 12 game schedule that will end by 11/1/15. The Oregon Presidents Cup is open for registration in the U11-U14 age groups. Play will begin 11/7/15. Champions at U11 and U12 will be determined at finals on 11/22/15. Semifinalists at U13 and U14 will advance to play their semifinals and finals in May, Far West Regional League The FWRL is completing registrations and schedules. TOPSoccer The 2015 TOPSoccer night at the Timbers will be August 15, 2015, at the match between the Portland Timbers and Real Salt Lake.
