1 Franklin County Community School Corporation Executive School Board Meeting Franklin County Administrative Conference Room Monday, April 11, :00 p.m. EXECUTIVE SESSION: PERSONNEL I.C SCHOOL SAFETY MEASURES I.C A. Evaluation of Instructional Staff/By Building Administrators The Franklin County Community School Corporation Board of School Trustees met in Executive Session in the Administrative Conference Room to receive evaluations of probationary teachers and any certificated staff receiving a rating of Improvement Necessary or Ineffective. Also discussed was School Safety Measures. In attendance were Board of School Trustee Members: Ms. Sara Duffy, Mr. Charles Sprague, Mr. Matthew Siedling, Mr. Kim Simonson, Mr. Rick Gill, Mrs. Beth Foster, and Mr. Francis Brumback. Also in attendance was Dr. Debbie Howell, Superintendent of Schools, and Ms. Tammy Chavis, Assistant Superintendent. By consensus, the meeting was adjourned at 7:01 p.m. 1

2 Franklin County Community School Corporation Regular School Board Meeting Franklin County Administrative Offices Monday, April 11, :00 p.m. MINUTES The Franklin County Community School Corporation Board of School Trustees met for a Regular Meeting at 7:00 p.m. on Monday, April 11, 2016 in the Franklin County Administrative Offices. In attendance were Board of School Trustee members: Mr. Francis Brumback, Ms. Sara Duffy, Mrs. Beth Foster, Mr. Rick Gill, Mr. Matt Siedling, Mr. Kim Simonson and Mr. Charles Sprague. Also in attendance were Dr. Debbie Howell, Superintendent of Schools; and Ms. Tammy Chavis, Assistant Superintendent. I. APPROVAL OF MINUTES The Board approved and signed minutes of the Regular School Board Meeting on Monday, March 14, 2016 by a vote of 7/0 on a motion by Ms. Duffy and a second by Mr. Sprague. II. APPROVAL OF EXPENDITURES Dr. Debbie Howell, Superintendent of Schools Mrs. Sharon Pohlman, Corporation Treasurer Prepaid Claims #406 through #478 Totaling $562, Monthly Claims #479 through #587 Totaling $239, Grand Total $802, Prepaid and monthly claims were approved by a vote of 7/0 on a motion by Mrs. Foster and a second by Mr. Gill. A. Financial Report(s): 1. Corporation Financial Report The General Fund Balance as of March 31, 2016 is $5,691,995.43, compared to $5,483, on March 31, The Investment Interest earned (YTD) is $12, as of March 31, 2016 compared to $25, on March 31,

3 2. Cafeteria Report The Cafeteria Fund balance as of March 31, 2016 is $26,092.70, compared to $33, a year ago. III. CELEBRATIONS Educator of the Month: Alta Profitt The Buzz: Laurel Journalism Students IV. STATEMENTS FROM THE PUBLIC In order to address the Board, individuals must sign in prior to the start of the meeting. Individuals that have signed in are given three (3) minutes to speak. A maximum of five (5) individuals may address the Board regarding the same topic/issue/concern. Individuals are asked to avoid repetition and shall not be permitted to use names of individual employees or students. V. STATEMENTS FROM EMPLOYEES VI. SUPERINTENDENT'S REPORT(S): Dr. Debbie Howell, Superintendent of Schools A. Recommendation: Traffic and Patrol Officer Agreement Dr. Debbie Howell, recommended Superior Security for traffic and patrol services beginning May 1, 2016 through April 30, 2017 at the following rates: Hourly rate for Patrol Officer: $25.00 Hourly rate for Patrol Officer (Holiday rate): $37.00 Hourly rate for Traffic Officer: $25.00 Hourly rate for Traffic Officer (Holiday rate): $37.00 On a motion by Mr. Gill and a second by Mr. Sprague, the Board voted 7/0 to approve the recommendation. B. Enrollment Update Dr. Debbie Howell reported on kindergarten registration. 127 students have registered for kindergarten to date. This is 28 less kindergarten students than currently enrolled in

4 VII. OLD BUSINESS None VIII. NEW BUSINESS A. Capital Projects Dr. Debbie Howell, Superintendent of Schools Dr. Howell updated the Board on the following projects: 1) BES Renovation 2) Athletic Complex Improvements 3) Lew Wallace Auditorium 4) Summer CPF B. Curriculum Report Ms. Tammy Chavis, Assistant Superintendent 1. Technology Update Ms. Tammy Chavis, Assistant Superintendent, presented a technology update to the Board. 2. Summer School Ms. Tammy Chavis, Assistant Superintendent, requested approval of the addition of Advanced Concert Band as 2016 summer school course offering. On a motion by Mr. Siedling and a second by Mr. Sprague, the Board voted 7/0 to approve the course. 3. Textbook Rentals Ms. Tammy Chavis, Assistant Superintendent, requested approval of textbook rentals and fees for grades 7-12 for the school year. On a motion by Mr. Gill and a second by Mrs. Foster, the Board voted 7/0 to approve the recommendation. 4

Approval: Agreement with Chinese Education Connection Dr. Debbie Howell, Superintendent of Schools, and Ms. Tammy Chavis, Assistant Superintendent, requested Board approval to enter into an agreement for the and school year with the Chinese Education Connection to provide a Chinese teacher for BMS and FCHS. On a motion by Mrs. Foster and a second by Ms. Duffy, the Board voted 7/0 to approve the agreement. C. Personnel Report Ms. Tammy Chavis, Assistant Superintendent 1. Certified a. Maternity Leave Request Mrs. Jessie Summey, 3 rd grade teacher at Brookville Elementary School, requested permission to take a maternity leave beginning August 8, 2016 through October 3, On a motion by Ms. Duffy and a second by Mrs. Foster, the Board voted 7/0 to approve the request. Mrs. Amanda Singer, Special Education teacher at Franklin County High School, requested a maternity leave beginning September 12, 2016 through November 11, On a motion by Ms. Duffy and a second by Mr. Sprague, the Board voted 7/0 to approve the request. Mrs. Kellie Wallace, Special Education teacher at Brookville Middle School, requested a maternity leave beginning August 8, 2016 through September 6, On a motion by Ms. Duffy and a second by Mr. Gill, the Board voted 7/0 to approve the request. Mrs. Lauren Franks, teacher at Mt. Carmel School, is requested a maternity leave beginning August 8, 2016 through October 14, On a motion by Mr. Siedling and a second by Mrs. Foster, the Board voted 7/0 to approve the request. 5

6 b. Resignation 2. Non Certified Mrs. Amanda Biltz tendered her resignation as a teacher and Dean of Students at Brookville Middle School, effective at the end of the school year. On a motion by Ms. Duffy and a second by Mr. Siedling, the Board voted 7/0 to accept the resignation. a. Resignation Ms. Haley Lewis tendered her resignation Cafeteria Cashier at Laurel School effective April 1, On a motion by Mr. Sprague and a second by Mr. Gill, the Board voted 7/0 to accept the resignation. Mrs. Lori Kolb tendered her resignation as Mt. Carmel School Nurse effective at the end of the school year. On a motion by Mrs. Foster and a second by Mr. Siedling, the Board voted 7/0 to accept the resignation. Mr. Jacob McCoy has tendered his resignation as Study Hall Monitor at Franklin County High School effective April 22, On a motion Ms. Duffy and a second by Mr. Sprague, the Board voted 7/0 to accept the resignation. b. Recommendations Dr. Debbie Howell, Superintendent of Schools; Mrs. Courtney Halloran, Food Service Director; and Ms. Tammy Chavis, Assistant Superintendent, recommended Mrs. Lisa French as Cafeteria Cashier at Laurel School. Mrs. French is currently the Assistant Secretary at Laurel School. Mrs. French will now be a full-time employee and work 40 hours per week. On a motion by Mr. Siedling and a second by Mr. Gill, the Board voted 7/0 to approve the recommendation. 6

Dr. Debbie Howell, Superintendent of Schools; Mr. Chris Bundy, Principal of Brookville Middle School; Mrs. Lisa Robinson, Athletic Director; and Ms. Tammy Chavis, Assistant Superintendent, recommended Mr. Doug Ralph as county-wide middle school golf coach. On a motion by Mrs. Foster and a second by Mr. Gill, the Board voted 7/0 to approve the recommendation. 7

FIELD TRIP REQUESTS Mr. Kirk Kennedy, Varsity Football Coach at Franklin County High School, requested permission to take Varsity and Jr. Varsity football players to a 3-day football camp at the Higher Ground Conference and Retreat Center in West Harrison, Indiana on June 3-5, On a motion by Mr. Siedling and a second by Mr. Sprague, the Board voted 7/0 to approve the request. Mr. Doug Robertson, Girls Varsity Basketball Coach at Franklin County High School, requested permission to take high school basketball players on overnight trips on June 9 in Lafayette, Indiana and June 18, 2016 in Paoli, Indiana. On a motion by Ms. Duffy and a second by Mrs. Foster, the Board voted 7/0 to approve the request. Mr. Eric Ebrens, Boys Varsity Basketball Coach at Franklin County High School, requested permission to take high school basketball players to St. Francis University for the D-ONE Basketball Camp on June 21-23, On a motion by Mrs. Foster and a second by Mr. Sprague, the Board voted 7/0 to approve the request. X. RECOGNITION Congratulations to the combined 7 th /8 th grade band for receiving a gold rating at the Indiana State School Music Association Solo and Ensemble Competition. XI. XII. Evaluation of Instructional Staff by Building Administrators The Franklin County Community School Corporation Board of School Trustees reconvened in Executive Session at 8:11 p.m. to further receive evaluations and discuss School Safety Measures. In attendance were Board of School Trustee Members: Ms. Sara Duffy, Mr. Charles Sprague, Mr. Matthew Siedling, Mr. Kim Simonson, Mr. Rick Gill, Mrs. Beth Foster, and Mr. Francis Brumback. Also in attendance was Dr. Debbie Howell, Superintendent of Schools, and Ms. Tammy Chavis, Assistant Superintendent.
