3 Request for Qualifications The Columbus Downtown Development Corporation ( CDDC ) is requesting Statements of Qualifications to provide professional design services for a museum project in an existing facility in downtown Columbus, Ohio. 1. Project Scope Design professional services shall include but not be limited to the following: (a) (b) (c) (d) (e) (e) (f) All required field surveys and existing condition assessments including review of as-built construction documents Preparation of structurally engineered demolition drawings Attendance at coordination, progress and review meetings with client, facility staff and exhibit designer Coordination with exhibit designer and incorporation of exhibit specifications and MEP requirements into base building design Preparation of preliminary plans for permitting and preparation of schematic design, design development and final construction documents Preparation of construction cost estimate at the conclusion of each design phase to confirm design is in budget and revisions as necessary Preparation of signage package including exterior, wayfinding and digital signage for gallery (g) Modifications to existing HVAC system to comply with exhibition environmental requirements: temperature at degrees Fahrenheit with no more than 5 degree daily fluctuation; relative humidity at 45-50% with no more than 5% daily fluctuation (exhibitions containing artifacts may require more stringent conditions) (h) (f) 2. Budget Provide environmental readings once HVAC system is commissioned and balanced and prior to object installation Administration of the project during the construction phase including certification of all pay requests, responding to all requests for information and clarification, review of submittals, periodic inspection of the project and assistance in project close out The total project budget including all construction costs, soft costs, permits, fees, testing and inspections, insurance and contingencies is $2,600,000 June 17,
4 3. Statement of Qualifications Consultants are encouraged to form teams to complete the project. Each team s Statement of Qualifications shall be limited to fifty (50) 8.5" x 11" pages (excluding tabs, dividers, etc.) or less and shall address the following items: (a) (b) Transmittal/Cover Letter. The transmittal letter shall include the name of the project and list the name, address and other contact information of the firm who will act as the lead consultant. The cover letter shall further list the name, telephone number and address of a contact person with authority to answer questions regarding the statement. The letter shall also list all other consultants who will provide services as part of the proposed team. Corporate Profile and Personnel. Specific background information on key individuals who are anticipated to be assigned to the project should be included, most notably the project manager. The background information on these individuals would emphasize their experience relative to project requirements. A statement concerning the recent related experience of persons from your team who will be actively engaged in the proposed effort should also be included. Attach resumes of the project manager and other key personnel to the proposal. A general resume is not a satisfactory substitute for this information. (c) Project Team Availability and Capacity. Identify the location of the office where the majority of the work is to be performed. Discuss your staff s availability and capacity in the skill classes necessary to accomplish the work contemplated in the Project Scope. Specifically, break the staffing down by the number of professionals, technicians, and other specialists; and indicate the number of each available for assignment to this project. Provide a list of the firm s present workload relative to capacity and availability to provide the requested services. (d) (e) Experience. Provide examples of your firm s experience with this type of project. Identify specific examples of projects where your team has successfully completed this type of project or where your team has participated. MBE/WBE Participation. It is the desire of CDDC that business concerns owned and operated by minority and female persons (MBE/WBE) be given the maximum practicable opportunity to participate in the performance of this project. Proposers shall use good faith and commercially reasonable efforts to solicit these enterprises and engage in such outreach activities as they deem most effective to do so. To assist with such outreach, respondents shall obtain from the City of Columbus Equal Business Opportunity Office information identifying such enterprises that are registered with the City. Respondents shall endeavor to timely notify such registrants regarding this RFQ, including, without limitation, opportunities for partnering. 4. Selection Process June 17,
5 Design professionals will be evaluated using the following criteria: (a) General Quality and Adequacy of Response i.) Completeness and thoroughness ii.) Understanding of the project iii.) Responsiveness to requirements of RFQ (b) (c) (d) Technical and Specialized Experience i.) ii.) iii.) iv.) General experience relevant to the project Specialized experience relevant to the work scope Museum experience and coordination with exhibit designers Construction cost estimating Organization, Personnel and Project Management i.) ii.) iii.) iv.) Qualifications of proposed personnel, including project manager Experience of proposed project staff Commitment of personnel to the project Prior experience of the team in working together on complex assignments Location Familiarity and Understanding i.) ii.) Local presence to coordinate and administer the project Familiarity with the study area's economy, culture, and environment Please note that the consultant team that completed the original design study is not barred from submitting its qualifications or from providing the requested professional design services. A committee will conduct the evaluation of qualifications and reserves the right to reject any or all statements of qualifications in whole or in part received in response to this request. The committee may waive minor non-material defects when no prejudice will result to the rights of any other candidates or to the public. Neither CDDC nor any member of the committee shall be liable for any costs incurred by a party in response to this RFQ or any costs incurred in connection with any discussions, correspondence or negotiation sessions. All materials submitted in response to this RFQ shall become the property of CDDC and may be returned only at CDDC s option. All materials received shall be considered public information and shall be open to public inspection. June 17,
