2 Request Request adoption of the following resolutions and interlocal agreement Interlocal Agreement A resolution of the managing members authorizing Social Security coverage. Washington State s Public Employees Retirement System. A resolution of the managing members adopting benefits and pay practices ( Master Benefit and Salary Resolution ). the 457 Deferred Compensation Plan. the 401(a) Money Purchase Retirement Plan. A resolution of the managing members establishing a health reimbursement arrangement/voluntary Employees Beneficiary Association plan. DUAL VOTE: Authorizing shared leave participation between Alliance and Port of Tacoma Employees.

3 Resolution Master Benefit and Salary Resolution Section III (C): Administration of Salary Program C. Discretionary Performance Payout. The CEO may recommend a discretionary performance payout in the form of a one-time lump sum. The Alliance s performance against its performance goals will be the basis for any recommendation, which is at the sole discretion of the CEO. The performance measures and goals will be established and evaluated as a joint effort between the Managing Members and the CEO. Recommendations for a performance payout by the CEO will be in the form of a one-time lump sum. The total amount for this reward for all eligible employees and its effective date is determined by the Managing Members based upon the recommendation of the CEO.

4 Financial Impact Request is to adopt existing salary and benefits programs for Alliance employees No additional costs are associated with this request

6 Paid Parental Leave Paid parental leave provides paid time off for the birth, adoption or foster placement of a child. Leave is available to mothers and fathers Leave typically must be taken within 12 months of a qualifying event.

7 Paid Parental Leave Other organizations currently providing this benefit: City of Seattle King County - pilot program Port of Seattle City of San Francisco Microsoft Google

8 Paid Parental Leave Financial Impact: Costs will be dependent on how the employee s required work will be accomplished during their absence: e.g. temporary help; additional hours worked by co-workers. Based on historical data at the Port of Tacoma, we estimate two parental leaves per year.

9 Paid Parental Leave If paid parental leave is approved, we are prepared to add the following language to the Leave section of the Master Benefit & Salary Resolution: D. Leave Time 11. Parental Leave Eligible employees may take up to four weeks of paid parental leave for the birth, adoption or foster placement of a child.
