1 Bloomington Youth Hockey, Inc. (BYHI) Spring/Summer Playing Rules These rules are established for individuals who would like to form any hockey team during the Spring/Summer calendar period and would like to use the Bloomington Youth Hockey, Inc. (BYHI) name and organizational reference when submitting their roster to USA hockey. The period from April 1 to August 31 of the calendar year is considered the Spring/Summer Hockey Season. These rules DO NOT apply to any player who rosters for any spring summer team with another organization. Players wishing to play spring/summer in the City of Bloomington Spring Elite league, Heart of Illinois All Stars, or a travel team based in another city may do so and these rules do not apply. The Bloomington Youth Hockey Spring/Summer Playing Rules are to be used by individuals who wish to form a team using Bloomington Youth Hockey, Inc. as the sponsoring organization on the USA hockey roster. The spring/summer is the off-season and as such, BYHI will neither promote nor actively prevent the formation of Spring/Summer teams. BYHI does not wish to add significant administrative duties during the off season but also does not want to prevent players from summer development. Players are welcome to play with other hockey teams, pursue other sports and activities, or they may also form a team using the BYHI name under these rules and with explicit permission from the BYHI Board of Directors.
2 If an individual wishes to form a team with the Bloomington Youth Hockey organization as sponsor on the USA hockey roster, he or she must complete the following: 1) Complete a request and submit to the BYHI Board of Directors your desire to form a spring/summer team. a. This request should include your reason for forming the team, your intended age and level of play, coaches, and a general plan for the spring summer. b. This request must also include things such as the likely number of games and practices, numbers of players, how players will be selected, number and locations of any tournaments, etc. 2) Complete knowledge and strict adherence to USA Hockey, BYHI and Amateur Hockey Association of Illinois (AHAI) regular and spring/summer rules. Knowledge and adherence to USA Hockey, BYHI and AHAI rules should be reflected in the general plan noted in item #1 above. The BYHI Board of Directors will then review and vote on approval for the spring/summer team. No BYHI team shall practice or play any spring summer games without explicit approval from the BYHI Board of Directors and completion of all requirements itemized in USA Hockey rules and adherence to all applicable USA Hockey guidelines and AHAI rules and regulations. The BYHI Board of Directors may require information in addition to the items noted above and retains the final right of approval for any request to form a team using BYHI in its name or as sponsor on the USA Hockey roster. Any BYHI member or other person violating BYHI Spring/Summer Playing Rules will be subject to disciplinary action by the BYHI Rules & Ethics Committee. Rules and Team Registration Information The period from April 1 to August 31 of the calendar year is considered the Spring/Summer Hockey Season. o The Amateur Hockey Association of Illinois (AHAI) allows team registrations and rosters to be submitted beginning March 1 st. o Spring rosters are not in effect until March 30 th and Fall rosters are no longer valid after March 31 st, with the exception of nationally bound teams. 2011/12 USA Hockey Registrations are valid until August 31, 2012 and USA Hockey Member Registration for the 2012/13 season will be available April 1 st. To be a sanctioned team with AHAI/USA Hockey benefits in place, all teams must register through an approved AHAI affiliate. All teams must register using an Official USAH Roster for Spring and Summer. o Official USA Hockey Rosters are created using the USA Hockey Cybersport program.
3 o Teams must follow the same naming convention for spring teams that are used in the fall, with the exception of adding the word SPRING to the team name. Teams may not be independent of an AHAI Affiliate organization. Manual rosters will not be certified. Teams may not be identified with names other than that of the registered organization as it is identified in the Cybersport program. o Teams may not have names as if they are independent teams. Teams must be associated with the organization in the AHAI database and officiating scheduling system. o Rosters submitted with names other than that of their affiliate organization will not be certified. o One cannot change the name of teams in the spring to something different that what they were known as in the fall. All teams registered in your Cybersport program are the responsibility of the affiliate/sponsoring organization and that organization assumes full responsibility for the team and its members, including coaches. Tier II rules are not in effect for the spring or summer season. For those teams that are only participating in tournaments, for USA Hockey and AHAI benefits to be in place, those tournaments must be USAH Sanctioned tournaments and the team is required to have an Official USA Hockey certified roster. o Teams must verify that the tournaments that they participate in are sanctioned by USA Hockey or Hockey Canada. o USA Hockey and AHAI benefits are not in place when participating in events that are not sanctioned. o If you are not certain if a tournament is sanctioned, please contact the AHAI Registrar for assistance in obtaining that information. Teams that are participating in non-sanctioned events or leagues must do so as an independent team separate from their affiliate organization. o Independent teams cannot use the affiliate organization s USA Hockey roster, and they cannot wear jerseys from their AHAI affiliate organization. o All independent teams, players and coaches participate without AHAI/USA Hockey benefits and at their own risk. The information below is to clarify the roster and registration rules for the spring season regarding age classifications. o Tier I organizations may only register one team per level, as they do in the fall. Mites and minor aged squirts may not be rostered on a Tier I team.
4 o Organizations that are registered with AHAI as a House, Tier I or Tier II Youth organization may register Youth or Girls teams. They may not register High School Teams. o For the spring/summer season, the age classifications for the following fall season apply. That means that for the 2012 spring seasons, the Fall 2012/2013 Age Classifications must be followed. Specifically the birth years for each age classification for the 2011/2012 season are: Youth Mite (U8) 2004 or earlier Youth Squirt (U10) 2002 and 2003 Youth Peewee (U12) 2000 and 2001 Youth Bantam (U14) 1998 and 1998 Youth Midget Minor (U16) 1996 and 1997 Youth Midget Major (U18) 1994 and 1995 One may not register players on a spring youth team that do not comply with the age classifications for the 2012/2013 season. Players with a birth year of 1993 may not be registered on a YOUTH team. Spring Leagues may not waive this requirement and allow players that do not comply with the above age classifications and rules. Non-Compliance with above rules and regulations. o Any teams or leagues that do not comply will be considered non-sanctioned by USAH, AHAI and BYHI. o Any BYHI member or other person violating BYHI Spring/Summer Playing Rules will be subject to disciplinary action by the BYHI Rules & Ethics Committee.
5 Excerpts from USA Hockey and AHAI Rules: ARTICLE XIII SPRING/SUMMER HOCKEY The period from April 1 of the calendar year thru September 1 of the same calendar year is considered the Spring/Summer hockey season. All applicable AHAI By-Laws, Rules and Regulations and Committee findings are in effect with the following exceptions: 1. A team specifically established for this period must register with AHAI with no voting rights. 2. A registered AHAI Player is free to skate with any Spring/Summer team provided said team/players are registered with AHAI. 3. A Player skating on a Spring/Summer team shall not be required to pay any fees in excess of actual ice costs and expenses. For the spring/summer season, the age classifications for the following fall season apply. The definition of the age classification for the following season can be found in the Cybersport program under USAH Forms, Age Chart (Next Season). AHAI affiliates may not register players on a spring youth team that do not comply with the age classifications for the following fall season. Spring Leagues may not waive this requirement and allow players that do not comply with the above age classifications. Any House, Tier I or Tier II teams or leagues that do not comply with these rules will be considered non-sanctioned by USAH and AHAI. If an AHAI affiliate does not follow the rules for age classification, the AHAI Rules and Ethics Committee may require a hearing with that affiliate s board. Organizations that are registered with AHAI as a House, Tier I or Tier II Youth organization may not register High School (Varsity or Junior Varsity) Teams. High School Organizations may only register Varsity and Junior Varsity teams. They may not register Youth teams (Bantam or Midget). The rules that govern the registration of High School teams in the Fall also apply to Spring teams. Specifically, pure high school organizations may only register players that are currently enrolled in their school. They may not use players that are not students at their respective school. Combined organizations must adhere to the combinations approved by the High School Committee for the previous Fall season. Any exceptions to the combinations from the previous Fall must be pre-approved by the High School Chair. Current seniors are not eligible to participate on a Spring high school team. Incoming freshmen (current 8th graders) may participate on a high school team on the condition that they are eligible to attend that school and have indicated their intent to attend the school in the Fall. Current 7th graders are not eligible to participate on a Spring high school team. Players may only participate on high school teams from one organization each season. Girls may be on a girls high school team and a Varsity or Junior Varsity team within the same organization. Spring Leagues may not waive these requirements and allow players that do not comply with the above age classifications and rules. Any teams or leagues that do not comply will be considered non-sanctioned by USAH and AHAI. If an AHAI affiliate does not follow the rules for age classification, the AHAI Rules and Ethics Committee may require a hearing with that affiliate s board
6 ARTICLE II: TEAM AND PLAYER ELIGIBILITY A. No player may be rostered or play on more than one AHAI Tier II team during the same playing season, except as follows: 1. A goalie may be rostered on two teams within the same Member Association, provided that play on the second team is as a backup goalie only and it is designated on the roster that this is the player s second team. No such backup goalie may play in any game, state tournament playoff or championship game for the second team unless that second team loses a goalie due to injury, illness or misfortune, and provided that the goalie who has been replaced must return as soon as he/she becomes available. B. No AHAI player, team or member shall: 1. Play any Illinois team that is not a member of AHAI and USA Hockey; 2. Participate in any game, practice, event or other activity with which a person or entity suspended by AHAI and/or USA Hockey is participating or otherwise involved; 3. Use any player not properly rostered to its team, and may not play any team using a player not properly rostered to the team it plays. 4. Not participate in any event that is not sanctioned by either AHAI or USA Hockey. C. A Tier II player shall not participate on or with a team until that player signs a roster. Once a Tier II player signs a roster and participates in any game for that team, the player is frozen on that roster and may not be deleted without the approval of the AHAI Registrar, except that a player may move from one team to another team within a single Tier II Organization in accordance with the policies and procedures of that Tier II Organization without approval from the AHAI Registrar up to the date for filing rosters. A Tier II player may be added to a roster up to the date for filing rosters without the approval of the AHAI Registrar. D. It is the intent of these Rules that a Player should play at the division level of the first two years set out after each division level in ARTICLE IV of these rules. E. As of the season, the Mite A-2 Division has been eliminated. TIER II CHOICE RULES: SECTION 1 - For the 2010/2011 season, a player s choice or choices are defined as any Tier II Association that the player has played with up until the beginning of the 2010/2011 fall season. This does not include any spring or summer participation. A player currently playing or moving to the U16/ U18 (Midget level) will be allowed an additional choice as long as they meet the requirements outlined in the Two Choice By-Law / Rules.
