4 History of the Project The two aging pools are taking more and more funds to maintain. One is often down for repairs and GCS has successfully functioned with one at many times in the last few years Currently, GCS spends well over $200,000 a year from Capital Projects Fund (CPF) to maintain the two pools

5 History of the Project (cont.) The 1997 remodeling at GHS left several areas short-changed due to lack of funds Since that time, the music programs have grown tremendously The GHS and GMS renovations have been in the planning stages since 2007

6 Pool Needs Finding equipment and parts is becoming more difficult and costly (GHS pool built in the 60 s) Limited seating at GHS pool, spectators have to sit on the deck Deck crowding makes it nearly impossible to use two officials, as there is limited space for them move around on the deck

7 Pool Needs (cont.) Poor ventilation, so portable fans have to be used, which presents a traffic flow problem One new pool would greatly reduce ongoing expenses related to pool maintenance. Estimated savings to be $125,000 per year Moving to one pool is an economical, more fiscally efficient option

11 Music Needs Band in 2001: Marching Band had 120 members Two Concert Bands One Jazz Band Band in 2013: Marching Band has 190 members & cannot meet as an entire group in the band room. Three Concert Bands Two Jazz Bands Percussion Ensemble Two Winter Guard Groups

Orchestra: has added several orchestras at the high school level over the years orchestra enrollment at GMS: projected orchestra enrollment at GMS: orchestra enrollment at the GHS: projected orchestra enrollment at GHS: 176 Choir: Enrollment at 220 Choir room was too small when we moved in, in 1998 (Ms. Yost). Designed for 42 now 3 choirs are over 60 Use auditorium dressing rooms for sectional practices Grown from 4 to 6 choral groups

24 Design-Build Delivery Two-Step Process: Request for Qualifications (RFQ): o Created by Technical Review Committee (TRC) o Design-build teams submit responses o TRC evaluates the responses and selects 3 most qualified design-build teams 24

25 Design-Build Delivery Two-Step Process: Request for Proposals (RFP): o GCS works with Design Criteria Developer (InterDesign) to create requirements for the RFP. o RFP is issued to the 3 selected teams. o GCS administration and key staff/teachers participate in design review meetings with each team. 25

26 Design-Build Delivery Two-Step Process: Request for Proposals (RFP): o o o The design-build team submits proposal in 2 parts: o Qualitative Proposal o Price Proposal in sealed envelope. TRC evaluates RFPs from each team. Price Proposals opened 1 week later. Cost is adjusted by evaluation score to determine best value. TRC recommends the best value design-build team to the School Board. 26

27 Design-Build Delivery Advantages: o Eliminates change orders by not having: o Misinterpretations o Miscommunications o Misunderstandings o Creates a collaboration environment between the contractors and design professionals to produce a best value solution. o GCS and key staff/teachers are involved with design through the RFP phase and after the award of the project to Design-Build Team. 27

33 The Question: Shall Goshen Community Schools issue bonds or enter into a lease to finance the renovation of and construction of improvements to Goshen Middle School and Goshen High School, which includes site improvements, which is estimated to cost not more than $17,150,000 and is estimated to increase the property tax rate for debt service by a maximum of $.1098 per $100 of assessed valuation over the 20-year life of the bonds?

35 Q & A Q: How can GCS be discussing this proposal with the current shortfall in the Transportation and CPF budgets? A: If the referendum passes, the cost of the project will be above tax caps, therefore, will not impact the above mentioned budgets

36 Q & A Q: Will doing this project limit the possibility of the previously discussed 5/6 building if GCS continues to grow? A: No. A large payment rolls off of the current GCS debt service in 2016 (GHS, WG, 6 th grade wing). This will help alleviate some property tax cap concerns. In addition, a 5/6 proposed project would also go to a referendum vote, and therefore, the cost of it would be above tax caps.

38 Q & A Q: Does the school pay the cost of the special referendum election? A: Yes, it will be in the range of $55,000 - $60,000. However, the architects estimate that by not waiting until the next election (May, 2014), the district will save around $250,000 in construction and financing costs. Finance rates and construction costs are currently rising.
