2 MIT Portugal Engineering Systems Program Overview The MIT Portugal Program is a large-scale international collaboration involving MIT and government, academia, and industry in Portugal to develop education and research programs related to engineering systems. The high-level partnership represents a strategic commitment by the government to science, technology, and higher education that leverages MIT s experience in these important areas in order to strengthen the country s knowledge base through an investment in human capital and institution building. A Unique Collaboration The MIT Portugal Program was launched in October 2006 by the Ministry of Science, Technology, and Higher Education to strengthen the country s knowledge base and international competitiveness through a strategic investment in people, knowledge and ideas. Government funding to MIT and partner institutions supports this unique collaboration. The program is a high-profile effort to demonstate that an investment in science, technology and higher education can have a positive, lasting impact on the economy by addressing key societal issues through quality education and research in the emerging field of engineering systems. As the intellectual foundation for the program, engineering systems integrates engineering, management sciences, economics, and policy in order to better understand, design, and implement the highly complex, technology-based systems upon which society is increasingly dependent. A lasting impact The program is supported by a national initiative involving seven universities and 14 research centers that has targeted bio-engineering systems, engineering design and advanced manufacturing, sustainable energy systems, and transportation systems as key areas for economic development and societal impact. In addition to the four focus areas, a separate program includes projects to address fundamental research in engineering systems as well as flagship projects that integrate research across several of the focus areas. 3 Program Overview Bio-Engineering Systems A model program The program creates unique and significant research opportunities for MIT and institutions to jointly advance the field of study in engineering systems and Educate a new generation of leaders in bio-engineering technical innovation in Portugal through new inter-institutional post graduate training and research opportunities. develop new knowledge that can have global impact. José Mariano Gago, portuguese minister of science and technology and higher education This unique partnership strives to become a model international program where innovative research and educational programs from around the globe combine to address some of today s greatest technical, economic, and social challenges. World-class Education Education and research play equally important roles in the MIT Portugal Program. Priority has been given to developing new, world-class education programs in universities for top engineering students from Portugal and around the world. Three types of educational programs are available: PhD, professional certificate/masters, and short courses geared toward professionals. for the Future Another main objective of the program is to encourage faculty at different institutions to collaborate on focus area research initiatives and to invigorate research and development within the industrial sector. The projects address important issues and priorities in Portugal and serve as unique opportunities for engineering systems research. Promote industrial, healthcare and environmental biotechnology education and research that makes it possible to create new start-ups and to implement new models of interaction between universities and enterprises, government, and society. Cutting-edge research plays an important role in providing world-class graduate education. The Bio-Engineering Systems research programs involve both MIT and faculty. In addition, several companies are expected to provide internships and research opportunities at the PhD level. Collaborative research projects have been identified in: Innovation, Management and Policy Bioprocess Engineering and Biomolecular Engineering Stem Cell Engineering Computational Biosystems Science & Engineering Biomedical Devices and Technologies Nanobiotechnology, Biomaterials, and Synthetic Biology Degrees/courses An Advanced Study Course and Doctoral Program are offered through the Bio-Engineering Systems focus area. The Advanced Study Course is a first-year lecture course with (Bio-Engineering Systems) Escola de Engenharia da Minho (UMINHO) Universidade de Coimbra (FCT-UC) Universidade Nova de Lisboa (FCT-UNL) Instituto Superior The research intersects directly with the program s education components and aims to create lasting connections between academia and industry in Portugal. innovation training and lab visits that is held on a rotating schedule with participating universities. The Doctoral Program is offered jointly between the four lead universities and involves three to four years of additional study beyond the Advanced Study Course.

4 Engineering Design and Advanced Manufacturing Sustainable Energy Systems Develop a new paradigm for engineering education that closely links high quality research to curricular programs. Promote an entrepreneurial approach to knowledge-based manufacturing and competitive product development. educationally coupled (ecr) Find new approaches to energy systems and analysis that address the challenges facing Portugal and the world. Develop cost-effective, robust and realistic energy strategies that simultaneously address major energy challenges such as climate change, energy security, energy efficiency, energy networks, and energy technologies. The EDAM agenda places a high priority on funding research Educate new leaders in sustainable energy systems. projects that enhance course delivery in the two degree (Engineering Design and Advanced Manufacturing) Escola de Engenharia da Minho (UMINHO) programs and enable new collaborations between and MIT researchers and industrial affiliates. Over a dozen research projects are underway. The projects focus on the two main themes of the focus area. projects in the Engineering Design theme focus on developing innovative paradigms and methodologies for product development and design. Collaboration with industrial partners is a key contributing factor to project development. topics include lean design in product development, issues in aeronautical component design and evaluation, and eco-efficient design. The Advanced Manufacturing research projects fall into two major categories: manufacturing processes and manufacturing systems. Projects in the first category involve technology development and economic and environmental performance evaluation of cutting-edge manufacturing processes. Projects in the second category evaluate design and planning strategies for manufacturing systems. projects are categorized by three themes: The Integrated Energy Systems projects address the development and application of methodologies to design, inform and implement the transformation of energy supply and demand infrastructures over time. The projects approach this challenge from differing geographic scopes, time scales, and stakeholder/organizational perspectives. Projects include Energy Networks-Microgrids, Urban Metabolism-Material and Energy Flows/Green Cities, Integrated Building Design-Microgeneration, Regional Energy Planning for Sustainable Development and Sustainable Energy Systems Planning and Policy Analysis/Green Island/Green Car. The Environmental Policy and Regulation research evaluates incentives and constraints that affect energy infrastructures as national, EU and international policies develop to manage emissions and improve the competitiveness of energy sectors. The advanced post-graduate course, Technology Management Enterprise, greenhouse gas reduction policy assessment. in Marine Energy Systems focuses on wave energy, a technology of great interest to Portugal, and builds upon and MIT expertise in marine engineering. is an intensive one-year program that trains technical managers for product development and production systems. Graduates will develop human resources competences for bridging technical and management issues in production environments. The doctoral program, Leaders for Technical Industries, trains new leaders for technological companies, enabling a new European paradigm in managing product development and production systems. Graduates will apply new knowledge in successful products and/or processes. Degrees/courses The Doctoral program includes a one-year Advanced Studies course, which extends beyond a master s degree and leads to the PhD program. This program includes multiple years of research and a dissertation, visits to MIT and rotating classes between the institutions involved. Professional master s and short courses for personnel from industry and government agencies promote university-industrysociety interactions and energy sector modernization.

5 Transportation Systems Engineering Systems Deepen scientific knowledge to support the design and operation of complex, large-scale systems that have major societal impact and provide opportunities for sustainable economic development. Directly benefit engineering education and practice as it contributes to the development of engineering systems as a new field of study, and thereby serve as a model for all of Europe. Establish a portfolio of preeminent engineering systems (Transportation Systems) Universidade de Coimbra (FCT-UC) will be conducted in four thrust areas listed below: The Integrated Systems research aims to provide a basis for planning, evaluating and financing policies, plans and major system interventions, including planned major infrastructure investments in the new Lisbon airport and high-speed rail. In addition, this research activity serves to integrate the three research areas in Intelligent Transportation Systems (ITS), airports and high-speed rail. The ITS research is concerned with network modeling, project evaluation and the role of advanced technologies in system management and performance enhancement. A key focus is the use of pricing in complex transportation networks to improve the performance of the transportation system. The Airports research focuses on dealing with uncertainty by incorporating flexibility into the design and development of the airport system. This research is intended to serve as the basis for policy discussion and airport planning in the Lisbon area and in Portugal generally. educational programs in Portugal by integrating new systems-based concepts, methodologies, and case studies into the educational initiatives. Pursue flagship projects that integrate the four focus areas. For future engineers to succeed, they will need to be thoroughly versed in the principles and methodologies of engineering systems. Therefore, engineering systems knowledge is of strategic importance for Portugal, since it will be a fundamental requirement for economic and social development in the twenty-first century. The Engineering Systems program provides a mechanism to explore interdependencies and extend the methodological approaches in the various Focus Areas. This program will examine frameworks and methodologies that cross cut the Focus Areas as well as new methods and research tools beyond those currently used in engineering. The Engineering Systems program will benefit engineering education and practice and serve as a model for Europe. Both programs will be offered by IST, FCT-UC, and FEUP with the courses running at IST.
