3 1 Introduction 1.1 This document sets out the rules and procedures governing official Ladies competitions at Heydon Grange Golf & Country Club. It does not apply to Mens, Mixed or Seniors events or fun competitions. 1.2 For the avoidance of doubt, this document applies to: drawn and non-drawn competitions; Medals Stablefords drawn competitions; Knock-out competitions Ladies Trophies Summer Foursomes Summer Singles Winter Singles 1.3 If the application of any of these rules comes into conflict with the Rules of Golf and the CONGU Unified Handicapping System the latter two will take precedence. 1.4 These rules are consistent with the Rules/Regulations of Play set out in the current Fixture Booklet. However, in case of conflict, these rules take precedence. 1.5 If the application of these rules comes into conflict with the rules of any externally run competition, the latter will take precedence. 1.6 Any questions regarding these rules should be referred to the Ladies Competitions and Rules Committee who will ensure that they are updated to reflect additions and modifications as necessary. 1.7 The composition of the Ladies Competitions and Rules Committee will be decided at the start of each Club year and may comprise of the Competitions Secretary, Handicap Secretary, Captain and Vice-Captain plus any assistants. They will consult with the Mens Competitions Committee on matters which affect Mixed competitions. 1.8 Competition dates, entry requirements, deadlines for competitions and draws, etc are posted on the Club notice board. The Competitions Secretary can be contacted for information on any of these. Members on may also register to receive these notices. Whilst the web and are provided as services to members, the Club notice boards remain the definitive source of information concerning Club competitions. 2 Competition eligibility 2.1 Handicaps To qualify for entry to any competition, a player must be a member of Heydon Grange Golf & Country Club and must hold a CONGU Competition (c) handicap. 4 2.1.2 If you do not yet hold a handicap you should contact the Handicap Secretary who will be able to help you Further information on obtaining a handicap including how to regain a Competition handicap is given in Appendix Five-day members are eligible to enter all mid-week competitions. They may play in the weekend Medal & Trophy Winners Cup, the Shoot-outs, the Ping, Mercedes- Benz, Daily Mail and Peugeot competitions provided they pay a green fee and the appropriate competition fee. They may also enter the Ladies Knock-out competitions provided they are prepared to play at weekends, pay the appropriate green fee and a competition fee (unless prepaid). They are also invited to play on Captains Drive-in, Captains Day and Men s Captain vs Lady Captain s Challenge Day (these are Captains Charity Days). Five-day members may play in inter-club county competitions if they are held at a weekend. 2.3 Junior Lady members may play in Club competitions (other than those held exclusively for Juniors) provided they hold a CONGU Competition (c) handicap. 2.4 Players who are members of more than one club and have their handicap held at another club ( away handicaps), may enter Club competitions. However, the Competitions and Rules Committee reserves the right to apply Clause 23.9 of the CONGU Unified Handicapping System which allows for the adjustment of playing handicaps of those players with away handicaps on a competition by competition basis. 3 Competition entry 3.1 The entry process for drawn competitions is as follows: for medals and stablefords everyone is welcome to turn up on the day at the assigned time and a draw will be made; competitors may play medal or stableford competitions outside the assigned time but as a courtesy are asked to inform the Competitions Secretary or Handicap Secretary prior to the competition; for all other competitions a calling notice is placed on the notice board for each competition providing details of the format, date, entry fee and entry dead-line, this is normally posted about three weeks prior to the competition; from its opening eligible members may enter the competition; following the dead-line, a draw sheet is posted on the notice board showing the tee time and playing partners of all entered competitors. 3.2 For all competitions, there are two actions you must do before the start of the competition to validly enter it, you must: sign the Competition Book; submit your entry fee by either: i. paying an annual fee which allows Ladies to enter all Ladies Club competitions Version 1.0 July 2014 Page 2

5 or ii. by using an entry envelope provided and writing your details on it, including the entry fee and placing it in the Competitions Box (which is normally placed in the Ladies changing room). 3.3 Other points relevant to competition entry: on no account can the draw once posted be altered other than under the authority of the Competitions Secretary, in her absence the Lady Captain or as a last resort, the Handicap Secretary; if you wish to enter several competitions, you may include more than one competition fee in a single entry envelope but you must mark the envelope clearly. 3.4 If you wish to enter a drawn competition after the dead-line, you should contact the Competitions Secretary direct and if a playing space is available submit your entry fee in the normal manner. You will be added to the back of the entries. 4 Withdrawing from drawn competitions 4.1 To validly withdraw from a drawn competition before the entry deadline, an entrant must cross out her entry on the sign-up sheet. 4.2 To validly withdraw from a drawn competition after the deadline, an entrant must tell the Competitions Secretary in person either face to face or on the telephone (but NOT by leaving personal, , text, or answerphone messages) at least 1 hour prior to the first tee time. If the Competitions Secretary is not available contact the Lady Captain or as a last resort, the Handicap Secretary. 4.3 Only in extenuating circumstances will any other form of withdrawal from a competition be accepted this is entirely at the discretion of the Competitions Secretary. 4.4 Anyone withdrawing within 1 hour of the first tee time may receive a 2-competition ban (section 10). 5 Late attendance at competitions 5.1 It is courteous and advisable to be at the Clubhouse 30 minutes prior to the start of the competition in case there are any changes to the draw and for the Lady Captain s briefing. 5.2 It is the responsibility of each player to be on the first tee at least 5 minutes prior to their tee time. 5.3 Anyone who, without reasons due to exceptional circumstances, is not ready to play at her allotted tee time will incur a penalty (see 5.4). Anyone who is more than 5 minutes late for a tee time, without reasons due to exceptional circumstances will be disqualified from the competition. Version 1.0 July 2014 Page 3

6 5.4 If a player is late on the tee, she (or her team) will receive penalties as follows: a 2 shot penalty in medal play; a 2 point penalty in stableford format (applied to the total points scored for the round); a 1 hole penalty in bogey format (applied to the aggregate of holes); loss of hole in match play. 5.5 If a player s group has tee d off and she arrives late on the tee but prior to the next group s tee time, she may tee off and catch up with her group (subject to the above penalty). 5.6 If a player s group has tee d off and she arrives after the next group s tee time, she is disqualified and will receive a 2-competition ban (section 10). 6 Marking of cards 6.1 A competitor must have her card marked only by a fellow member who is not an immediate family member or partner unless permission is granted by a member of the Ladies Competitions and Rules Committee before the start of play. This applies to Club stablefords, medals and trophies 6.2 Failure to observe this rule results in disqualification from the competition. 7 Submission of cards 7.1 A valid round of golf in a competition does not finish until a valid card is submitted to the Competitions and Rules Committee. 7.2 To do so, you must, on completion of your round, place a valid card in the Competitions Box. A valid card includes all of: the name and date of the competition; your name and handicap; your correctly recorded gross score on every hole (or a dash to indicate no score recorded); signatures by yourself and your marker. Please also indicate your marker s name clearly so that the Committee may consult with them should any query be raised. 7.3 You are reminded that, under the Rules of Golf, the player is only responsible for recording the correct gross score on each hole. Addition of gross scores, application of handicaps, calculation of stableford points etc is the responsibility of the Competitions and Rules Committee. 7.4 Each player is responsible for submitting their own card. Under no circumstances will a card be returned to a player after it has been placed in the Competitions Box. Version 1.0 July 2014 Page 4

7 8 Walking off the course 8.1 There are only four instances where it is acceptable to walk off the course during a competition round: physical injury or medical condition; unforeseen personal emergency; extreme weather where the playing group agrees to walk in or the course is closed; lightning or the threat of it. A player leaving the course for any other reason should report to the Competitions and Rules Committee as soon as possible. If the reasons are considered satisfactory there is no penalty otherwise the player is disqualified and receives a 2-competition ban. Having a poor round yourself for whatever reason is not sufficient grounds to walk off the course you are still able to mark your partner s card. 8.2 Whilst No Returns are to be discouraged, players are at liberty to No Return if they have a valid reason. However, anyone walking off the course during a competition without good reason will incur a 2-competition ban (section 10). 8.3 Any such incidents should be brought to the attention of the Competitions Secretary who will discuss with other Competitions and Rules Committee members as appropriate. 8.4 In the case of lightning (or the threat of it) players should use their own judgement as to the safety of continuing to play. Normally, such circumstances cause the competition to be halted temporarily or abandoned. 9 Additional measures 9.1 General All 18 hole competitions must be played over the full 18 holes. If this is not possible because of bad weather the competition will be postponed and if possible rearranged by the Committee for a later date There is no minimum field size required for a Club stableford, medal, or trophy competition to take place. The Competitions Secretary should be consulted for rules governing the minimum number of competitors in externally run competitions Double competition rule. Two trophy competitions cannot be played at the same time. 9.2 Club Championship Only 7-day members are eligible to enter the Club Championship. Version 1.0 July 2014 Page 5

8 9.2.2 Entrants must have submitted 3 competition cards for handicap purposes in the preceding 12 months Entrants must be familiar with the competition rules and procedures Entrants must sign the Competition Book prior to play and must have paid the competition fee unless prepaid. 9.3 Knock-out competitions A minimum of 8 players and 8 pairs are required respectively for the singles and pairs for the Knock-out competitions to be viable Match play competitions shall be played over 18 holes, if the match is all square at the end it should be continued until a hole is won Both competitors or teams are jointly responsible for arranging the match within the required period for the round Five-day members may play in the Knock-out competitions provided they are prepared to play at weekends and pay the appropriate green fee In any one round each side must be able to make themselves available to play on at least two weekend days prior to the deadline If neither side is able to play by the deadline for the round, they must contact the Competitions Secretary who can in extenuating circumstances allow a one week extension. A request for a further extension must then be considered by the Ladies Committee who can: agree to it; award the match to one party; request that the match is decided by a toss of a coin; or disqualify both sides A competitor or team may only progress via the toss of a coin once during a specific Knock-out competition Lateness on the tee. If a player arrives on the tee ready to play but within 5 minutes after the agreed starting time the player (or team) loses the first hole If a player (or team) is more than 5 minutes late on the tee, the penalty is disqualification The winner or winning team of each match must ensure that their name is recorded on the draw sheet and that the Competitions Secretary has been informed of the result before the closing date for the round Players are reminded that, under Rule 33-1 of the Rules of Golf, match-play rounds in official competitions cannot be combined simultaneously with official strokeplay events. In such cases, the players would be disqualified from the stroke-play event and the result of the match is null and void. Version 1.0 July 2014 Page 6

9 9.4 Eclectic The competitor must pay the appropriate competition fee (unless prepaid) to enter the competition The first round is played over 18 holes of any combination of Essex, Cambs or Herts courses. The card must be labelled Eclectic and must be marked by another Club member who holds a CONGU Competition (c) handicap and is not an immediate family member or partner. The scores for the round are written on the matrix on the notice board in the Ladies changing room. The card is placed in the Ladies Competitions Box The first time the remaining course is played, the scores must be entered on the matrix Subsequent rounds that are played in official Club competitions are automatically entered onto the computer Cards from improved scores from any 9 or 18 hole rounds, marked by another Club member who holds a CONGU Competition (c) handicap and is not an immediate family member or partner, should be labelled Eclectic and placed in the Ladies Competitions Box. 9.5 Shoot-outs and Winter League The Shoot-outs (played on the Essex) and the Winter League are 9-hole competitions. When the Essex course is played the choice of odd or even stroke index is made prior to the competition by drawing a card or tossing a coin. 9.6 Medals Your attention is drawn to section 6 of these rules concerning who may mark a player s card Hole Qualifying Competitions It is an England Golf requirement that 9 hole qualifying competitions must be played on the Essex course The format for 9-hole qualifying competitions is stableford with a neutral 18 points for the 9 unplayed holes being added to the 9 hole stableford score. The even stroke index is applied on the Essex course Up to ten 9 hole qualifying competitions may be run per year (taken as March to February). Version 1.0 July 2014 Page 7

10 10 Competition bans 10.1 The Competitions and Rules Committee may impose a 2-competition ban as a result of the following: failure to withdraw/turn up for a drawn competition; walking off the course (section 8); as part of other disciplinary procedures In the event that a player has a ban imposed, the Competitions Secretary will inform her of the ban No entry fees will be returned for competitions from which a player subsequently becomes banned. 11 Appeals 11.1 Whilst they are happy to learn of extenuating circumstances concerning the applications of these rules and associated penalties, the Competitions and Rules Committee s decision is final in all cases. 11 APPENDIX 1 Further information on handicaps 1. New members without a previous handicap certificate must submit such number of cards over 9 or 18 holes with the expectation that the norm will be three 18 hole cards. However, any permutation of 9 or 18 hole cards may be submitted but must total a minimum of 54 holes at her Home Club. The cards must be marked by a Committee member and submitted to the Handicap Secretary by placing in the Competitions Box in the Ladies changing room. These cards must be submitted within a 6 month period. The course designated for 9 hole qualifying competitions, the Essex course, must be used if submitting a card over 9 holes. For further advice please contact the Handicap Secretary. 2. If you require a handicap from a previous club to be transferred all you need to do is advise the Handicap Secretary of your CDH number and she will be able to register you on the Heydon Grange computer handicap system. Likewise if you are leaving Heydon Grange all you will need to do when joining another club is advise your new Handicap Secretary of your CDH number. 3. If you have returned 3 Qualifying scores in a year (taken as March to February) your handicap will have a c designation (ie a Competition handicap). If you have not returned 3 Qualifying scores in the designated period your handicap will not have a c designation (ie non-competition handicap). You can return it to Competition status by submitting a sufficient number of cards (see below) from: or playing in any 9 hole qualifying Club competition; playing in any 18 hole qualifying Club competition. (NB. you must sign the Competition Book prior to play, you do not have to pay a competition fee and you cannot win the competition). by submitting a Supplementary 18 hole score card(s). You must declare your intention to return a Supplementary Score by signing and dating the book labelled Supplementary/General Play in the Ladies changing room before playing your round. The completed card must be placed in the Competitions Box in the Ladies changing room. You are only allowed to return one Supplementary Score per week (taken as Monday to Sunday), unless the Club has decided otherwise, and up to a maximum of ten per year (taken as March to February); your card must be signed by a Club member who holds a CONGU Competition (c) handicap and is not an immediate family member or partner. 12 Basically what are required are three cards. These can be any combination eg: 3 x 9 hole cards played in qualifying 9 hole Club competitions; 3 x 18 hole cards played in qualifying Club competitions; 3 x 18 hole Supplementary cards; 1 x 9 hole card played in qualifying 9 hole Club competition and 2 x 18 hole cards (either Supplementary or played in Club qualifying competition); 2 x 9 hole cards played in qualifying 9 hole Club competitions and 1 x 18 holes(either Supplementary or played in Club qualifying competition).
