5 Existing Situation in GC Egypt s capital city, most populous city in Africa, and one of the world s mega-cities and highest population densities. Cairo population= 17 million. Challenge is not the size, but population distribution over area. More than 75% of population living within 30 km from city center. Road transport is the dominant mode of internal transport for both passenger and freight. As a result, about 2/3 of transport sector emissions due to urban transport, especially in Cairo (13 million CO2 tons/year). Sustainable Transport Project for Egypt 5
6 Mobility in Greater Cairo 1/2 of all motorized vehicles in Egypt operate in Cairo. One of the fastest growing motorization rate 4% per year in MENA counties (Middle East & North Africa). 22 million daily passenger trips are made in GC. Almost 17 million of those trips are motorized. Almost 10 million trips occur on public transportation. Congestion resulting from high no. of cars more than 960,000. Bad pedestrian environment in the city. Sustainable Transport Project for Egypt 6
7 Mobility in Greater Cairo (cont d) Demand for mobility has greatly outpaced capacity of public transportation system to cope. Gap has been filled with private owned and operated shared taxis (informal transport), and private cars. Egyptian Company for Metro (ECM) & Cairo Transportation Authority (CTA) carry a combined 1.7 billion riders per year. Yet the streets of downtown Cairo are still heavily congested. Much efforts to keep up with the crushing travel demands. Congestion is a by-product of: population growth; high levels of car ownership; lack of sufficient off-street parking; and insufficient capacity of public transport system. 10 GC Transportation Problem Symptoms Serious Traffic Congestion. Over saturated corridors. Most of intersections in center Cairo and Giza are saturated. High Accident Rate (especially pedestrians): more than 1000 deaths and 4000 injuries/year. GHG Emissions, deterioration of air quality & noise. Sustainable Transport Project for Egypt 10
11 Towards Solutions Move people out of the urban core and increase suburban growth. Provide connections between new urban areas & downtown through expanded public transportation. Efficient public transport ion: Plan for future metro lines. Restructure bus network. Efficient operators. Enhance ferry system. Improve Traffic Management. Sustainable urban transport funding. 12 Sustainable Transport Project for Egypt Objective Implement pilot projects leading to numerous replications aiming to: reduce the growth of the energy consumption, and related greenhouse gas emissions of the transport sector in Egypt. mitigate the local environmental and other problems of the increasing traffic such as deteriorated urban air quality and congestion. Promoting modal shift from private cars to sustainable integrated public transport for Greater Cairo and its satellite cities by introducing privately operated high quality bus (public-private partnerships). 2. Promoting modal share of non-motorized transport (NMT) in medium sized cities. 3. Introducing new transport demand management (TDM) measures. 4. Improving energy efficiency of freight transport. 5. Enhancing the awareness & capacity, and strengthening the institutional basis to promote sustainable transport. Sustainable Transport Project for Egypt 15
16 Component (1) Promoting modal shift from private cars to sustainable integrated public transport for Greater Cairo and its satellite cities by introducing privately operated new high quality buses (Public Private Partnerships). First pilot services in satellite cities: Three new high quality public bus services connecting the following new cities with metro lines # 1 and #2 in Greater Cairo (with integrated ticket) : 6 of October City. Sheikh-zayed City. Dream Land / Media Production City. Two new internal, high-class public feeder bus services in 6 of October City. Replication in satellite cities : Connecting additional 5 satellite cities around Cairo (10 th of Ramadan, New Cairo, Badr, Oboor & Shorook) with Cairo metro lines. 26 Component (3) Introduce new Transport Demand Management (TDM) measures with an objective to expand it towards more aggressive measures overtime to effectively discourage use of private cars when good quality public transport services are available. First pilot : Promote & design of TDM measures. Introduce a public transportation priority system for bus at traffic signals in Mostafa El Nahas corridor. Establish new micro-pedestrian areas. Support improving services provided by garages in CBD with Variable Message Parking Signs (VMS). Sustainable Transport Project for Egypt 26

29 Component (4) Improving energy efficiency of Freight Transport Activities: a) Support EEAA / MoI efforts for establishing pilot integrated centers for environmental and technical inspection of vehicles. b) Update situation analysis & develop national policy recommendations and measures for improving the energy efficiency of urban freight transport in Egypt. c) Prepare Report on policies and project recommended to improve national freight transport on road, rail and river. 30 Component (5) Enhancing the awareness & capacity, and strengthening the institutional basis to promote sustainable transport. Activities: Conduct a study to determine emission factor for small vehicles (private & taxis) fuelled with gasoline in Greater Cairo. CO2 Emission factor Kg CO2 / Kg fuel according to vehicle age and fuel system. Calculated average CO2 Emission factor for tested vehicles (different speeds and categories) is 2.64 Kg CO2 / Kg fuel to be used for calculating annual GHG emissions and pollutants. Value used before 3.0 Kg CO2 / Kg fuel. Raise awareness and build local capacity on different aspects of sustainable transport, and integrating urban land use & transport planning.
