DOER Purpose and Organization Creating a Clean, Affordable and Resilient Energy Future Supports cities and towns with grants, technical assistance Develops policies and manages RPS/APS programs Green Communities Renewable Energy DOER Emerging Technology & Innovation Energy Efficiency Oversees development of statewide EE programs Energy Markets Tracks industry trends, develops policy for energy supply & security Smart Grid, Storage, EVs 2

Administration s Energy Goals 1. Reduce and stabilize the rising cost of energy 2. Continue the Commonwealth s commitment to a clean energy future Meeting the Global Warming Solutions Act s (GWSA) GHG reductions: 25% by 2020 and 80% by 2050 (1990 baseline) 3. Ensure that we have a safe, reliable, and resilient energy infrastructure. 3

Renewable & Alternative Energy 4

Clean Energy/Hydro Legislation An Act Relative to Energy Sector Compliance with the GWSA (S. 1965), filed July 2015 Allows the DOER & utilities to review competitively solicited proposals to bring large-scale hydroelectric power and other renewable resources to Mass MW of reliable and clean base load generation Hydroelectric Power Reliable, cost-effective, and renewable generation resource Available 365/24/7 to meet MA demand Is necessary to meet our GHG reduction targets Can save Mass. ratepayers money 5

Solar Legislation An Act Relative to a Long-Term Sustainable Solar Industry (H. 3724), filed August 2015 Up to 1600 MW and beyond Renewable Energy Three State Clean Energy RFP Connecticut, Massachusetts, Rhode Island Enables utilities to procure large amounts of clean energy Up to 280 MW for Massachusetts Posted Nov. 2015; Submissions due Jan. 28,

Alternative Portfolio Standard (APS) DOER to add renewable heating/cooling technologies to APS Heat pumps, wood pellet boilers, solar hot water systems Completing regulations; expect rulemaking in early 2016 Benefits Renewable Thermal Reduce electric ratepayer costs Reduce Alternative Compliance Payments (ACP) Save on heating bills Lower greenhouse gas emissions 7

Energy Efficiency 8

Policy Framework for EE in Massachusetts State law requires pursuing all cost-effective energy efficiency Utilities coordinate on statewide EE plans delivered under single brand: Mass Save Utilities develop 3-year plans that are approved by Department of Public Utilities Input into planning and execution of 3-year plans overseen by Energy Efficiency Advisory Council, a broad stakeholder body chaired by DOER 9

Energy Efficiency Leadership Continues 3 rd Three Year Savings Plan ( ) Most aggressive energy efficiency goals in U.S. $8 billion in economic, environmental and energy benefits Electric savings: 2.93% reduction in retail sales each year ACEEE ranks Mass. #1 state for energy efficiency, 5 th year in a row 10 Gas savings: 1.24% reduction in retail sales each year

MWh Growing Importance of Electric Efficiency Cumulative impact of EE on MA electric load 55,000,000 Cumulative EE savings (MWh) 50,000,000 45,000,000 Actual / Forecast Electric sales (MWh) 40,000,000 35,000,000 30,000, Year

Peak Demand Reduction Problem: summer and winter peak demand DOER seasonal peak reduction pilot with Wi-Fi thermostats EE plans include a demand reduction working group, to develop new initiatives

Innovation in Technology and Program Problem: continuing to find cost-effective savings plans include commitment to continuous integration of innovation DOER leading the way with demonstrations of low/no-touch, low-cost opportunity identification methods Delivery

Emerging Technology and Innovation 14

Grid Modernization Integration of non-wire technologies and energy storage Advanced metering New technologies, business models, opportunities 15

Energy Storage Storage is a game changer that can play a part in solving our energy challenges $10 million Energy Storage Initiative includes two-part study as well as demonstration projects The Commonwealth s plans for energy storage will allow the state to move toward establishing a mature local market for these technologies that will, in turn, benefit ratepayers and the local economy. Gov. Baker, May Community Clean Energy Resiliency Initiative: $40 million in municipal resiliency projects focus on critical facilities using clean energy technology

Electric Vehicles & Clean Transportation Install charging stations and spur the market for EV ownership MOR-EV Rebates Mass-EVIP Zero Emission Vehicles Commission Fleet conversions 17

State and Municipal Programs 18

Leading by Example Program Implementing comprehensive clean energy programs at state agencies From energy efficiency to zero net energy buildings, renewable thermal technologies, solar canopies Targeting reductions in GHG emissions, energy consumption, fossil fuel use Green Communities Energy hub for 351 cities and towns $51.3 million for local clean energy and energy efficiency projects 155 designated Green Communities 54% of residents 19
