1 REQUEST FOR QUALIFICATIONS January 22, 2015 RE: Request for Qualifications (RFQ) Design/Build permanent exhibit for the Casino Hall Historic Building and Visitor s Center. The City of La Grange Main Street & Visitors Bureau requests your firm s qualifications as a Design/Build Contractor demonstrating your ability to design/build a permanent exhibit for the Casino Hall Historic Building and Visitor s Center. Introduction The Casino Hall Historic Building and Visitor s Center is anticipated to be opened to the public in Fall 2015 after an extensive restoration process. The objectives for this property are as follows: Collect, preserve, and exhibit artifacts relating to the history associated with the Casino Hall Historic Building Preserve and present local history in an educational and enjoyable way Establish a key destination point that will aid in cultural tourism in the City of La Grange The Casino Hall Historic Building was built in 1881 and has served many purposes over the past 130 years. It was originally built as a gathering place for early German immigrants and later served as a school, city fire station, and lastly a senior center before it fell into disrepair. This historic renovation project is part of the city s master plan to provide a performing arts center and visitor s center to the public. The purpose of the new exhibits is to interpret the history of the building through time. We would like visitors to walk away with information and an understanding of the entire history of the property and the people that enjoyed it.

2 DESIGN SERVICES SCOPE OF WORK The City of La Grange is committed to providing an interesting, educational, and visually stimulating exhibit that utilizes photographs, original historic documents, and certain artifacts to enrich the experience of the Casino Hall Historic Building and Visitor s Center guests. Innovative design elements and ideas will be greatly appreciated. The following services will be required: Provide basic exhibit concept, design, fabrication, and instillation services Visit site, review facility and review collection Understand the subject matter and convey appropriate educational messages in the exhibit design Prepare renderings, models, and other materials to present the exhibit design Have regular meetings with the Main Street & Tourism Manager to discuss the progress of the design process The City of La Grange will have a set project budget that will be addressed in Phase Two if your firm proceeds to that part of the process. FABRICAITON AND INSTILLATION SERVICES The City of La Grange Main Street & Visitors Bureau will select an exhibit firm that will design, fabricate, and install all exhibit components. The firm will work closely with the Main Street & Tourism Manager throughout the entire process to design and construct a permanent museum exhibit that is quality throughout and serves the needs of the facility for an extended period of time as required. The majority of the work must be completed by the firm responding to the RFQ. The following fabrication and installation services will be required: Ability to fabricate with wood, metal, fiberglass, laminate and paint Graphics production, photo production, mural painting and text writing Creative and innovative design elements

3 The proposals will be evaluated in two phases. PROPOSAL PREPARATION This RFQ is the first step in a two-step process for selecting firms for the project. City of La Grange staff will analyze and evaluate the Statements of Qualification (SOQ). Based on the evaluation criteria established for the project; a shortlist of no more than two (2) candidates will be developed. The RFQ provides information necessary to prepare and submit qualifications for consideration and ranking by City staff. Based on this ranking, City staff will select no more than two of the top ranked respondents. The selection committee will then interview the respondents and will rank the firms in order of preference. One firm will be selected and then be asked to submit a fee proposal to begin contract negotiations. The City of La Grange Main Street & Visitors Bureau expects to reach a contractual agreement with the top rated firm within four (4) weeks of notification. The work should begin immediately thereafter. Acceptance of evaluation methodology by submitting its SOQ in response to this RFQ, respondent accepts the evaluation process as outlined and acknowledges and accepts that determination of the most qualified firm may require subjective judgments by the Selection Committee. Public information: All information, documentation and other materials submitted in response to this solicitation are considered non-confidential and/or non-proprietary and are subject to public disclosure under the Texas Public Information Act after the solicitation has been completed and the contract executed with the selected firm. Firms associating with other firms in order to bring specific expertise and experience to the project is allowed and encouraged. 1. REQUIREMENTS FOR SOQ Respondents shall carefully read the information in the following evaluation criteria and submit a complete SOQ to all questions in the format provided below: 1.1. Ability to provide services Provide the following information: Legal name of firm Contact person Date of firm formation

4 Legal business description (i.e., Individual, Partnership, Corporation, Joint Venture, etc.). Evidence of being licensed to provide professional and consulting services in the state of Texas Qualifications and Availability: The respondent must provide a: Statement of interest for the project including a narrative describing the firm s specific expertise and unique qualifications as they pertain to this particular project Statement on the availability and commitment of the firm, its principal(s) and assigned professionals to undertake the project Proposed project schedule Staffing Capabilities: The respondent must provide: An organizational chart listing all personnel (including consultants) who will be assigned to work on this project Names and roles of key personnel assigned to the project Résumés for all key personnel and indicate any individuals who have had previous experience on similar projects Staffing size by areas of expertise Current workload of primary firm Staff availability to perform services Project Experience: The respondent must provide: An overview and history of the firm and consultants Verifiable examples of at least five (5) similar permanent museum exhibits done for similar agencies completed in the last five (5) years, including: Project name and location Services provided

5 Date of completion or project status Final construction costs Client name and point-of-contact person 1.5. History of Successful Performance: The respondent must submit: Documentation showing a history of meeting project schedules Documentation showing a history of accomplishing services within established budget - include projected cost vs. actual cost A list of references, to include: organization s name, point-of-contact person(s) and phone number(s) Responsiveness to RFQ Qualifications shall be prepared simply and economically, providing a straightforward, concise description of the respondent s ability to meet the requirements of this RFQ. Emphasis shall be on quality, completeness, clarity of content, responsiveness to the requirements, and understanding of the City s needs. 2. ADDITIONAL INFORMATION TO BE INCLUDED IN STATEMENT OF QUALIFICATION 2.1. The City of La Grange, Texas requires professional liability insurance for firms with which it contracts. Please state what insurance coverage your firm carries and in what amounts Provide any brochures, literature, photos, videos or other marketing materials that are deemed beneficial to enhancing the City s understanding of the conceptual designs and probable costs that will be offered under this project.
