Barrett, Provost and Senior Vice President for Academic Affairs ESTABLISHMENT OF A DOCTOR OF PHILOSOPHY PROGRAM IN KINESIOLOGY Recommendation It is recommended that the Board of Governors approve the establishment of a Doctor of Philosophy program in Kinesiology in the Division of Kinesiology, Health and Sport Studies, College of Education, effective Fall Semester Background The Division of Kinesiology, Health and Sport Studies (KHS), an academic unit within the College of Education, offers four baccalaureate and four Master s degree programs and has about 200 Master s students. The College of Education currently offers doctoral programs in eight areas, including counseling, instructional technology, and educational psychology. None of these is appropriate for advanced study for Kinesiology students. The KHS faculty, therefore, proposes to establish a new Doctor of Philosophy degree in Kinesiology, with concentrations in Exercise and Sport Science and Physical Education Pedagogy. The proposed program is unique in that Wayne State University s urban setting provides research opportunities that are not available to programs elsewhere in the state. Examples include KHS faculty and Master s student participation in research programs at the Center for Urban African American Health, and the U.S. Department of Education PEP (Physical Education Program) grant program. Faculty members also have strong collaborations with Nutrition and Food Science, Physical Therapy, and the School of Medicine. In addition, three faculty members have active research programs in physical education pedagogy, a concentration of faculty and research effort in this specialization not available elsewhere in the state. All these provide students a wide range of options for research and study in both concentrations in the proposed Kinesiology doctoral program. KHS faculty members have a record of scholarly achievement commensurate with faculty in similar programs that offer doctoral degrees, and they are establishing a successful record in providing extramural funding for their graduate students. A doctoral program would enable faculty with doctoral students to pursue larger and more ambitious research programs than is possible with Master s students and would help the Division attract new faculty who have aggressive research agendas. A ready market exists for students graduating with a Ph.D. who intend to pursue careers as scholars, teachers, and professionals in kinesiology. The need for the program is evidenced by the college and university job postings in the Chronicle of Higher Education. The December 9, 2008 issue listed 96 positions under Kinesiology, 14 of which were in Michigan or bordering states, and 40 positions under Physical Education, ten of which were in Michigan or bordering states. These postings indicate a far greater demand for kinesiology Ph.D. graduates

The College of Education already has the infrastructure necessary -- an academic services office, established Ph.D. procedures and doctoral professional seminars -- to accommodate and efficiently serve students, thus minimizing the cost of adding this new doctoral program. The two other Kinesiology Ph.D. programs in Michigan are at Michigan State University and the University of Michigan-Ann Arbor. Michigan State has a highly structured program offering specific concentrations, including Adapted Physical Activity, Biomechanics, Exercise Physiology, Growth and Motor Development, and Psychosocial Aspects of Sport and Physical Activity. The University of Michigan does not offer any specific concentrations; its students work closely with a faculty advisor to design a program that best fits the student s interests. It is important to note that Michigan State does not offer a concentration in Physical Education Pedagogy, and the University of Michigan does not have the faculty strength in Physical Education Pedagogy as does the proposed program. Program Description The proposed Ph.D. program in Kinesiology will prepare students to become teachers and researchers at academic institutions and other venues requiring Ph.D.-trained professionals. The Exercise and Sport Science concentration offers students unique research opportunities in an urban setting as well as study and research options with other units such as Nutrition and Food Science, Physical Therapy and the School of Medicine, with which KHS faculty members have strong collaborations. The Physical Education Pedagogy concentration students benefit from a strong faculty research program in physical education pedagogy and access to other units in the College of Education. These provide students with both a unique and wide range of study. The proposed program will follow the policies and procedures for Ph.D. programs established by the College of Education. It is requires a minimum of 100 credit hours, including 30 credits of dissertation research and core course work in the concentration, statistics/research methods courses, doctoral seminars and cognate and elective courses. A Plan of Work, developed with and approved by the advisor, is required, and each student s progress toward completion will be reviewed annually. Written and Oral Qualifying Examinations are required at the end of course work. A dissertation, based on the student s original research, and its defense are also required. An enrollment of four new students each year is projected, with a steady state of students reached in five years. The applicant pool will include graduates from KHS Master s programs. Admission Requirements Applicants must meet requirements for admission to the Graduate School. An applicant must have at least a 3.0 average in previous undergraduate work and a 3.5 average for their Master s degree. Under normal conditions, applicants must have received a Master s degree before admission to the Ph.D. program. An aggregate score of 1000 on the verbal and quantitative sections of the GRE is expected, though other outstanding accomplishments may mitigate this minimum. Students whose native language is not English must have a minimum TOEFL score

In addition to test results, requirements include a written statement of purpose and a minimum of four letters of recommendation from professors and/or professionals in careers related to the applicant s interests. Curriculum Requirements For the proposed Ph.D. program in Kinesiology, the core courses provide a background in the respective concentrations. The statistics/research methods courses provide background in the design of research protocols and subsequent analysis of data. The doctoral seminar courses provide the opportunity to interact with other doctoral students in a setting that promotes the discussion of specific research topics. The cognate/elective courses supplement the knowledge base for the student s research. The dissertation credits allow the students to design and implement a program of original research culminating in a dissertation. Sample Plans of Work are provided at the end of the summary. Students may enroll on a full-time or part-time basis but must complete requirements within seven years of admission. Program Administration All doctoral students will be assigned an advisor initially and will select a dissertation advisor before attaining Candidacy. The Academic Services Division in the College of Education has established procedures for filing the Ph.D. Plan of Work, the scheduling and administration of Qualifying Exams, advancing students to Ph.D. Candidacy and preparing for the final Defense. The program will follow these procedures. In addition, the program will be monitored by the College of Education Doctoral Standards Committee consistent with its review of all doctoral programs in the college. Oversight of the Ph.D. program in Kinesiology will reside with the Coordinator of the Ph.D. program and the Ph.D. Program Committee, both appointed by the Assistant Dean of the Division. The Coordinator will chair the Committee and will report directly to the Assistant Dean of the Division. The Ph.D. Program Committee responsibilities include the recruitment, admission decisions and monitoring of doctoral students. The Committee and the Academic Services Division of the College will have primary responsibility for program evaluation activities. The Ph.D. Program Committee also will serve as the liaison between the program and the Graduate School.

5 Ph.D. in Kinesiology Page 5 Budget and Resource Requirements No new resources are being requested in support of the proposed program. Within the College of Education, the Academic Services Division provides services related to admission, progress monitoring and graduation of its current 200 doctoral students; the addition of a projected four Kinesiology doctoral students per year represents only a slight increase in the number of students to be processed and monitored. Within the KHS Division, the support staff monitors approximately 200 Master s students; the addition of four doctoral students each year, again, represents a relatively minor workload increase. The addition of four doctoral students to the Division s faculty load per year can be accommodated. The Division is able to provide some flexibility in teaching loads for highly active research faculty, and the addition of doctoral students as Research Assistants will increase research productivity. A doctoral student typically spends three to four years on a project, whereas a Master s students graduates in a year or two and a replacement has to be trained. In addition, doctoral students who serve as Teaching Assistants will teach undergraduate courses, releasing some faculty, and allowing them more time for research. Doctoral student support will be provided by Research Assistantships from the Division and faculty research grants and by five existing Teaching Assistantships. Additional support could be provided by using doctoral students to teach some of the courses currently taught by parttime lecturers from the surrounding community. Accreditation There is no accrediting body for doctoral programs in kinesiology Approvals This proposal for a Ph.D. program in Kinesiology has been approved by the Division of Kinesiology Health and Sport Studies faculty and Assistant Dean, the College of Education faculty and Dean Paula Wood, and the Graduate Council and Interim Dean Steven Salley.
