1 French governance strategy Demand for Good Governance Learning Summit June 2-3, 2008 / Washington
2 Result of a joint analysis The emergence of a democratic governance approach Initiated by UNDP (since 1997) Involvement in EU Commission (2006) Democratic According to the French Strategy (2006), Democratic governance is not a model to be exported, it is a process. It is not a «one fits for all» state management rule, it is country specific. Promotes a large and inclusive approach
3 Definition: The art of governing, articulating the management of public affairs - at various levels of territories ( from local to global) - regulating relationships within society ( government, civil society, private sector) and - coordinating the interaction of the various actors (political, economical, social, environmental, cultural... : all a dimensions) It promotes democratic values : Democracy is the sovereignty of the citizens i.e. the power of deciding and implementing public politics: it is more than elections and counter-powers.
4 A participatory approach Necessity to consolidate both state. - Condition for stability, Rule R of law,, development and HR. - consolidating the State is not just about improving management. Ex: Corruption is a symptom as much as a cause of bad governance and weak rule of law. Strength is not about size and state-society society relationship: - strengthening citizen voices as a counter power in governance processes (parliament- accountability, media) Foster participation at - Foster whole country. at all level - legitimacy in the
