1 January 7, 2004 Lawrence Jasinski County of Erie Department of Parks, Recreation, and Forestry Room Franklin Street Buffalo, NY Re: Sprague Brook Park Master Plan Implementation Trail/Park Inventory and Proposed Trail Layout Dear Mr. Jasinski: WNYMBA would like to thank you for the continuing opportunity to work with Erie County Department of Parks, Recreation and Forestry. To date, we have been primarily active in the implementation of the Hunters Creek Park master plan. However, our focus is not limited to just this park. Currently, Hunters Creek is the only park that offers a significant variety of trails that are open to mountain bicycles. Sprague Brook is open for bicycling, but offers very limited trails. The Erie County Forest Tract on Genesee Road was formerly open to bicycles for all except yellow-blazed trails, but apparently this permission we recently revoked. With Hunters Creek being the only currently significant viable location within Erie County for trail cycling, we would like to implement the recommendation of the overall parks master plan to develop additional opportunities for cycling in other parks to relieve the pressure on Hunters Creek Park. As a first new trails proposal, we are submitting recommendations for Sprague Brook Park. Sprague Brook Park is a logical spot to begin the process of increasing trail opportunities for bicycles because there are already some trails present. This park is not too popular with cyclists, however, because the trails are either too wide or poorly laid out. The ski trail loops, though traversing some poorly drained areas, are well maintained, and kept dry by placement of gravel. However, this system is very short, and the trails are very wide appropriate for skiing, but not for bicycling. On the other side of Sprague Brook (the creek) are snowmobile trails. These trails are somewhat narrower, and some are well laid out. However, others are poorly drained, as they are apparently designed to be used when the ground is frozen. We have inventoried the trail system in the park, and reviewed conditions of various areas that may be suitable for new trails. We have done both field survey work to review vegetation and drainage patterns and have reviewed soil data available from the US Department of Natural Resource Conservation. Trails should be built where the soils provide good drainage. Good drainage results both from having sufficient slope to allow water to sheet off (rather than accumulate) on the trail tread, and also from the inherent physical properties of the soil. Based on our review of the park, we recommend that two trails/trails systems be developed.

2 Trail System 1 The first trail would expand upon the existing ski trail loops, but would eventually connect up with the snowmobile trails on the north side of Sprague Brook. This trail essentially follows the rim of the Sprague Brook valley, crosses Sprague Brook using an existing old abandoned road with a 100% stone ford crossing of Sprague Brook. Locating the new trail near the Sprague Brook valley accomplishes two objectives. First, the water table near the edge of the steep slope is typically very depressed as a result of seeps and springs along the steep banks below the top of the slope. Thus this results in very dry conditions along the route. Second, this provides the opportunity for many scenic overlooks. This will be a very scenic trail. Most of the proposed new trail mileage would follow directly the top of the slope of Sprague Brook valley. As mentioned above, the trail would cross Sprague Brook before the creek meets the park boundary line. By great fortune, there is an old road that crosses the park about 300 feet from the park boundary. The east side is contoured into the side of valley, while the west side is a little steeper than generally preferred, but still serviceable. The creek is rather shallow here, and its bed is comprised entirely of stones and boulders, making it an appropriate place for a ford, without the need for bridge construction. At four or five locations on each side of the valley, tributaries enter Sprague Brook. At each of these locations, the trail would follow up the tributary until a suitable location for crossing is reached. On the east side, there are existing crossings (old roads) on three of the four major tributaries. Each of these crossings is well within the park boundary (the closest being about 100 feet from the boundary, the rest much further. Please note that unlike some of the existing ski and snowmobile trails, this proposed trail does not follow the park boundary). On the west side, the proposed location would in places meet up with the existing pipeline snowmobile trail. Trail System 2 The second trail (system) follows the master plan recommendation to explore implementing trails in the county forest tract across Foote Road from the park. We are aware that this property is not technically part of the park. An existing trail currently leads from the ski trails to the road, and terminates at a point across the street from a suitable entry point into the county forest tract. This forest tract is a very interesting and beautiful section with a wide variety of terrain ranging from confier plantations, open hardwood sections, and many wetlands (Note, neither these, nor the wet areas noticed on the park property proper are included in the DEC wetland inventory or the Federal Wetland Inventory; the general delineations shown on the map are based on our field review.). Because of the presence and arrangement of the wetland areas, trail layout in this area is not straightforward. However, based on thorough review of field conditions and soils map, we have identified a potential layout that would be sustainable, interesting, and beautiful. The route is difficult to describe narratively; please refer to the maps. The maps also show a possible trail in the western portion of this tract. This could be added, but requires crossing two wetland outlets that border on being narrow marshes, and thus would require bridges. Maps Three maps are attached. The first is a simplified map showing just contours, major park features, and the proposed new trails (in purple). The second map incorporates aerial photos with the mapping information to provide a better reference to existing park features. The third map shows the soil drainage ratings as provided in the USDNRC SSURGO soils database. The soils data match up well with what we empirically determined in the field. Virtually all of the new trail segments for Trail System 1 are on soil

3 designated as well or somewhat well drained. The short sections of somewhat poorly drained soil can be addressed with armoring with native material and improving drainage. The second trail system shows that the good routes scouted in the field for the most part correspond to soil designated as well drained. The eastern portion of this trail system in on soil designated somewhat poorly drained, and indeed some wetness was found along the section that parallels the road. Being near the road provides easy access should we need to apply gravel to maintain a dry trail in this area. The proposed routes shown on these maps are not precise or final. Of course, no work would be done without formal approval from the county. We request that a meeting be scheduled soon to discuss this initiative. We envision the next step would be for you to provide conceptual approval, after which we would mark the proposed route with surveyor s tape. Once so marked, you may review the locations in the field and comment before trail construction would begin. Once final approval is obtained, we would supply the volunteer labor to build the trail. These volunteers would be the same people who have had several years of experience building a world class trail system in the state forests of Cattaraugus County under the direction and review of NYSDEC.
